About this file
This document is a DD Form 254, which specifies security requirements and classification guidance for a federal contract. The contract is for network services to interconnect DoD and Federal users and resources throughout the United States and overseas. It requires obtaining high-bandwidth, low-latency commercial network services and access to classified networks up to the Secret level. The contractor will receive government-provided cryptographic equipment and adhere to controls for classified information, controlled unclassified information, and limited distribution data. Subcontractors must also receive properly completed DD Forms 254. The Defense Information Systems Agency is the contracting activity, with proposals for the DREN4 network due by January 27, 2020.
The document outlines security requirements for classified material, including proper storage, marking, and disposition. It specifies controls for access and handling of communications security materials and classified networks. Incidents involving classified information loss or compromise must be reported within 48 hours. Additional security requirements apply to controlled unclassified information generated under the contract. The quality assurance surveillance plan and non-disclosure agreements for non-government advisors are also available upon request from the contracting officer.
