The Government may contact references provided by the offeror, as well as any other source it identifies, and information received may be used in the evaluation of the Offeror's Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing current, accurate, and complete Past Performance information rests with the offeror.
The offeror must indicate if it has no past performance. In this case, the offeror will not be evaluated favorably or unfavorably on past performance and will be assigned a rating of Neutral Confidence.
Past Performance Questionnaire: The offeror must send a Past/Present Performance Questionnaire (PPQ) (Attachment 6) to their references. It is the responsibility of the offeror to ensure questionnaires are submitted and received by the proposal submission due date. Offerors will not receive copies of the completed questionnaires, they are submitted directly to the Contracting Office, as outlined on the PPQ, Attachment 6.
(iv) - Small Business Participation (no page limit). All offerors (both other than small businesses and small businesses) shall Volume 4: Factor 3 provide information substantiating the Offeror's track record of utilizing small business on past contracts in detail, a Small Business Participation Commitment Document (SBPCD) using the format at Attachment 8, and other than small businesses must submit their Small Business Subcontracting Plan. The Small Business Participation Plan and the Small Business Subcontracting Plan are two separate and distinct plans. Other than Small Business offerors must submit both plans.
The Small Business Subcontracting Plan shall adhere to the format outlined in FAR 52.219-9.
The SBPCD must, at a minimum, meet the Minimum Quantitative Requirement (MQR) for small business participation. The MQR for this requirement is 25% of the total contract value for the first and second contract years, and 30% for the remaining years.
This information will be used to evaluate the extent of the offeror's proposed participation and commitment to use U.S. small businesses in the performance of this acquisition (as small business prime offerors or small business subcontractors). The SBPCD requirements will be binding and incorporated into any resulting contract(s).
The offeror should provide detailed explanations/documentation regarding their commitment in order to receive higher evaluation ratings. Evaluation elements include:
- The extent to which small businesses firms are specifically identified in proposals;
- The extent of commitment to use small business (for example, enforceable commitments are to be weighted more heavily than non-enforceable ones; signed agreements with small business detailing the level of expected commitment);
- The complexity and variety of the work small firms are to perform;
- The realism of the proposal;
- Past performance of the offerors in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business Concerns, and 52.219-9, Small Business Subcontracting Plan; (copies of eSRS reports, narrative details, explanations If utilizing small businesses was not practicable) and;
- Theextent of participation of small business in terms of the value of the totalacquisition.
- Detailed and realistic approach to meet or exceed the MinimumQuantitative Requirements for small business participation.
