About this file
This Performance Work Statement (PWS) details the transition requirements for the Joint Advertising, Market Research and Studies (JAMRS) program, a Department of Defense initiative conducting market research and studies to support military recruiting efforts. The document outlines specific transition responsibilities for a new contractor taking over market research services, including establishing a transition team within one week, conducting a kickoff meeting, providing weekly transition updates, and completing numerous deliverables by specified dates in October and December 2025.
Key requirements include creating comprehensive transition documentation such as a knowledge transfer plan, an OPA.mil upkeep plan, a market research timing and survey tempo report, an onboarding and staffing plan, and a risk management plan. The contractor must ensure personnel complete mandatory annual training in areas like OPSEC awareness, insider threat awareness, privacy protection, and IT security. The transition process is designed to ensure seamless continuity of JAMRS' market research operations, with the new contractor systematically documenting and transferring critical research methodologies, survey processes, and operational details from the incumbent contractor.
