About this file
This document is an attachment to a Request for Proposals (RFP) for Survey and Market Research Services, specifically Attachment 9 - Addendum to 52.212-1, which outlines an optional Procurement and Risk Management Narrative submission. The government is inviting offerors to submit a voluntary two-page narrative describing their corporate procurement policies, practices, and procedures related to survey and market research services.
The optional narrative allows offerors to address five key topics: 1) subcontractor and vendor management procedures, 2) methods for obtaining quotes and justifying pricing, 3) management of mandatory flow-down clauses, 4) cost volatility and risk management strategies, and 5) quality assurance processes for procured services. Importantly, this narrative will not be evaluated as part of the source selection but is intended to provide the government with situational awareness to support effective contract and task order execution. The solicitation is issued by the Defense Human Resources Activity under RFP No. H9821025RE012, with proposal submissions planned for June 16 and June 30, 2025.
