About this file

This document is a Questions and Answers (Q&A) file for the Targeted Requirement Execution (TREX) 3 Multiple Award Contract (MAC) solicitation (H92401-25-R-0002). The Q&A document contains 36 items addressing substantive and administrative questions from potential offerors about the final Request for Proposal (RFP). Key topics include clarifications on key personnel requirements, document submission guidelines, security requirements, systems integration and testing specifications, delivery order details, and price matrix instructions. The government provides detailed responses to each question, often referencing specific sections of the RFP, Statement of Work (SOW), and indicating that certain details will be updated via Amendment 3.

The solicitation is for a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a maximum ceiling value of $2,390,000,000, issued by the United States Special Operations Command (USSOCOM). The contract will be awarded via full and open competition, with one prime contract award reserved for the highest-rated small business offeror. Potential offerors are required to have a TOP SECRET Facility Clearance and SECRET Level of Safeguarding. The Q&A document reveals technical nuances about delivery orders, testing requirements, security protocols, and specific contract administration details that would be important for potential bidders to understand before submitting their proposals.

20 A Solicitation/ Contract Form

Administrative No

RFP Section L.1.1, page 67: Section L.1.1 references "With the exception of the required Prime Contract Program Manager (SOW Section 4), key management personnel are defined as...". However, SOW Section 4 (or any other SOW section, including Section 5 Program Management and Reporting) does not mention the Prime Contractor Program Manager. Can the Government clarifiy the RFP document containing the position qualifications and other requirements for the Prime Contract Program Manager?

Reference Response to item #17 previously asked and answered. SOW Section 4 does speak to this position which is why Section L.1.1 references this position as one of the required key personnel (rather than leaving all positions up to the offerors). Additionally, L.1.1 defines Key personnel as "key management personnel are defined as those personnel who the offeror feels are key to demonstrating the knowledge and expertise required by the solicitation" The qualifications should align with the position (i.e. experience managing a relevant effort, etc.) as outlined in the resume criteria for each of the proposed personnel.

21 A Solicitation/ Contract Form

Administrative No

RFP Section L.1.1, page 67: Section L.1.1 states "the offeror shall include a resume (2 page limit) and a letter of commitment that includes the following information:

- Management experience on other relevant contracts

- Current Security Clearance level possessed

- Length of time employed with current employer -Technical competency to include familiarity with applicable DoD policies and procedures Technical competency for the position being proposed to fill (i.e. Management, Contracting, Systems Integration, Logistics, Subcontract Management etc.)

- Specific examples of knowledge and skills in interfacing with people at all levels including problem solving capability Is the intent of this requirement that the resume and letter of commitment include information addressing the bulleted items or just the resume?

Just the resume. The letter of commitment is both the personal and corporate commitment of providing proposed candidates to identified positions as outlined in L.1.1

22 A Solicitation/ Contract Form

Administrative No

RFP Section L.5.2 (2), page 76: Does the Government require the Offeror to submit the entire conformed contract copy from the RFP (76 pages) or just the completed and signed SF33, all amendment SF30s (as applicable), and the Section K, Representations, Certifications and Disclosures?

a complete conformed copy as stated in L.5.2 (all pages)

B Supplies or Services and Prices

Substantive No Could you clarify what is required for CLIN 0002? Since all the ELINs and CLIN 0001 are FFP, and this is a Cost Reimbursement CLIN, what specifically needs to be priced here?

Prices are proposed IAW Sections L.4 and evaluated IAW M.4. IAW the RFP, you aren't proposing to the basic IDIQ CLINs, you propose to delivery orders as described within each CLIN. CLINs on IDIQ are for use at the DO level only and never priced other than for purposes of generating the maximum ceiling value at the time of award, also noted within the CLIN descriptions.

L Instructions, Conditions and Notices to Bidders

Substantive No Section L.0.11 of the solicitation states “All documents identified in L.0.12 as excluded from the identified Volume page count shall be provided at the end of the applicable Volume and distinguished by adding “unlimited” after the page number.

Will the government accept the required resumes and letters of commitment as an appendix in Volume 1, inclusive of the page number marking of unlimited as specified?

As outlined in Table 1, L.0.12 the resumes and letters are already excluded from the 23 max pg limit for Volume 1. Thus, should be submitted and marked IAW L.0.11 "...distinguished by adding “unlimited” after the page number" as part of Vol 1

L Instructions, Conditions and Notices to Bidders

Substantive No SS294/295 are referenced in the Section L.0.12 table but are no longer included in the Past Performance section.

Can you confirm whether this is still a requirement?

As outlined in previous QNA during the draft RFP stage, the SF 294/295s are the old version and replaced by the eSRS Individual Subcontracting Reports (ISR) and Summary Subcontract Reports (SSR) now referenced in the RFP. Neither of which apply to small businesses. Table 1 will be updated via Amendment 3 to replace the 294/295 ref with ISR/SSR to avoid further confusion.

Statement of Work

Substantive No The provided SOWs for the delivery orders reference the Base IDIQ SOW, Section 1.1.1 for functional integration and testing.

Will the government allow a Certification of Conformance from the OEM to satisfy the requirement for functional integration and testing, as well as Configuration Management?

No. IAW Basic SOW 1.1.1 you are required to perform the kitting and testing and IAW each DO SOW Section 6, as well as RFP Section L.3 you are responsible for configuration management. NOTE: Not all 4 DO SOW Sections 2.2 are the same.

Please read all 4 DO SOWs. 2 require functional testing with a deviation regarding testing by the OEM and what you are required to provide from them and the other 2 require functional testing IAW Basic SOW 1.1.1.

DD 254 Substantive No In our review of the solicitation, we believe we have found some conflicts.

These are not questions and are provided as a courtesy for your consideration to update now or after contract award.

a. The draft DD254, Item 13 states, in part, that Technical Specifications for construction and management of a SCIF are provided. Item 14 states that all SCI work will be performed at HQ USSOCOM.

b. Ref 10 states that contractors will not require access to government computer systems. The SAP addendum states there is a requirement for the contractor to provide the PSO with a System Security Plan (SSP). The statement also conveys that removable media, and a two-person integrity control policy is applicable for this contract.

c. The draft Ref 11m states that the contractor is not authorized to courier classified information. The SAP addendum states authorization to courier classified information within the US is authorized with written approval from the CPSO or PSO. And the SAP addendum allows authorization to courier classified information within the US is authorized and that TS material may be couriered, but it must be completed with two-person integrity.

d. It could be interpreted that an active COMSEC is a requirement to bid on the contract. It is our assumption that the ability to obtain a COMSEC account is required, not that an active COMSEC account is required at award.

a This reference is correct and addresses both physical and information security regardless of physical SCIF requirements. If the requirements included a mandated for contractors to possess an off-site SCIF, then the physical construction portion would apply, but as noted, this is not a requirement.

b. This is correct, and it is not entirely clear what the question is. The DD254 and Basic SOW both state access is not required which is correct since you will not have any personnel working onsite in Government facilities. As outlined in the Basic Contract SOW, Section 4.1 which states in part "Based on individual DO/TO requirements, Prime Contractor personnel may require clearance up to the TOP SECRET level with access to Communications Security (COMSEC), Sensitive Compartmented Information (SCI), non-Sensitive Compartmented Information (non-SCI), Special Access Program (SAP), Foreign Government Information (FGI), North Atlantic Treaty Organization (NATO), and Alternative Compensatory Control Measures (ACCM) material/information as required in performance of individual DO/TO efforts. At the discretion of the government, selected individuals supporting this contract and/or an individual DO/TOs will require access to Special Access Program information....Security requirements and the classification level for individual DO/TOs will be identified in the separate DO/TO SOW(s) and, as needed and/or required, a separate DO/TO DD254 if clearance, government computer access, or classified courier authority differs from the requirements contained herein or the contract DD254."

Therefore, since certain DOs may require higher level access such as SAP, the basic IDIQ DD254 must include the SAP addendum and related requirements for use at the DO level if needed. Moreover, the SAP addendum states in part "Prior to processing SAP information on any Automated Information System (AJS), the contractor will provide the PSO with a System Security Plan (SSP) and other documentation required in JSIG for Assessment & Authorization (A&A) from the Authorizing Official (AO), or subsequent policy. The PSO will issue program specific Security Authorization following verification of the A&A process."

c. see answer to b above. This will be identified and processed at the DO level should SAP information be required for that DO.

d. Section 10 is what "contractor will require access to" and Section 11 is "in performing this contract, the contractor will".

Section 11 does not have h. "require a COMSEC account" checked.

Attachment 11b

DO 2 SOW Substantive No Section 2.2 Systems Integration, Testing, and Acceptance states "The Contractor shall perform systems integration and testing as outlined in the Base IDIQ SOW, Section 1. This effort involves only functional integration IAW Base IDIQ SOW, Section 1.1.1."

Please confirm that this DO does not include systems integration.

Please read Basic SOW Section 1.1 which describes that there are two forms of System Integration, Functional and Technical.

Attachment 12b

DO 3 SOW Substantive No Section 2.2 Systems Integration, Testing, and Acceptance states "The Contractor shall perform systems integration and testing as outlined in the Base IDIQ SOW, Section 1. This effort involves only functional integration IAW Base IDIQ SOW, Section 1.1.1."

Please confirm that this DO does not include systems integration.

Ref response to item #28 above

Attachment 13b

DO 4 SOW Substantive No Section 2.2 Systems Integration, Testing, and Acceptance states "The Contractor shall perform systems integration and testing as outlined in the Base IDIQ SOW, Section 1. This effort involves only functional integration IAW Base IDIQ SOW, Section 1.1.1."

Please confirm that this DO does not include systems integration.

Ref response to item #28 above

31 Attachment 13a DO 4 ITO Substantive No

An OEM on Delivery Order 4 quotes lead times in excess of the requested 270-day ARO completion date. Should we note this extended lead time in our proposal or does the Government require further information to determine a course of action?

Reference updated Amendment 3, DO 4 ITO, RFP Attachment J-13a.

32 Attachment 8 Price Matrix Critical No Tab EX C D02 TS, ELIN C003 - Cell H16 is a protected cell. Can the

Government unprotect the cell to allow a unit price to be inserted?

Amendment 3 updates attachment J-8 to unlock cell H-16, however, it is ELIN C002 vice C003 that was locked.
