Teaming/Partnering: How does a small business team with a prime to participate in the RFP? Is there a list of interested bidders such that they can be approached ?

A list of companies that requested invitations to the TREX Industry Day was posted on 12 Feb 25 to Sam.Gov under Notice ID "H92401-25-R-0002_TREX3_Pre-Solicitation_Industry Day".

There is also a feature within Sam.Gov that lists those companies that are interested vendors if a company elects to post the information.

Is this contract mainly to act as a buy-house for SOCOM? Y’all say “I want PN xxx from Vendor yyy” and multiple people on the MAC respond back with their cost to deliver it to you, and then you pick the best option from that response?

It is unclear what a "buy-house" contract is, however, based on the description, the answer is

no. Please reference RFP Attachment J-1 "Prime Contract Statement of Work (SOW)" for the overall Scope of this requirement. In addition, RFP clause H.10, details "Procedures for Issuing, Evaluating, and Awarding DO/TOs". Finally, the Industry Day Briefing Presentation posted on 5 February 2025 under Notice ID "H92401-25-R-0002_T-REX3_Pre-Solicitation_Industry_Day" provides additional information related to the overall requirement.

If I understand the SOW correctly, there are also cases where you might say “I want PN xxx combined with PN yyy from Vendors A and B” and multiple people on the MAC respond back with a total system integration cost (includes the purchase of PN xxx and PN yyy and the cost to integrate those into a complete system). Is that right?

The SOW covers a lot of ground – what type of information are you looking for: prior work? Competency? Facilities/equipment? How would we provide pricing for the SOW? (or do we price the DO's 1-4 to show capability for the other items of the SOW?). Is this more informational around our company’s ability to deliver against the SOW should a Task Order be issued?

RFP Section L "Instructions to Offerors" provides these instructions.

Is there a format that you want the RFP response in or certain things that you want covered in the RFP response? We could provide a response on “how we could satisfy the needs listed in the SOW” but I’m not sure how we would price that.

10b DO 1 SOW Administrative No

Under Section 10.0, CDRL A004: Status Report was not listed, but it was listed as a requirement in SOW Section 2.1 Reports. Please confirm it is a required report for this delivery order.

As outlined in the Basic IDIQ SOW, CDRL Chart under Section 6, CDRL A004 is only required at the Basic IDIQ level and therefore, not listed in Section 10 of the DO SOW. DO SOW paragraph 2.1 references the Basic SOW report requirement as it will be part of the overall monthly report as defined in the Basic SOW Section 5.2.

17 A Solicitation/Contra ct Form

Administrative No

RFP Section L.1.1, page 67: Section L.1.1 references "With the exception of the required Prime Contract Program Manager (SOW Section 4), key management personnel are defined as...". However, SOW Section 4 (or any other SOW section, including Section 5 Program Management and Reporting) does not mention the Prime Contractor Program Manager. Can the Government clarifiy the RFP document containing the position qualifications and other requirements for the Prime Contract Program Manager?

Reference RFP J-1 Basic SOW, Section 4.1 which states in part "The Prime Contractor Program Manager supporting this contract will be cleared at the TOP SECRET level at the start of the contract."

18 A Solicitation/Contra ct Form

Administrative No

RFP Section L.2.1 (5), page 68: Does the Government require Consent Letters from teammates/vendors authorizing release of adverse past performance information if the Offeror does not define the teammate/vendor as a "major subcontractor"?

IAW RFP Section L.2.1.1 offerors only submit past performance sheets for major subcontractors, stating in part "a maximum of two and a minimum of one Past Performance Information Sheets for each major subcontractor (“major” is defined as those subcontractors, teaming partners, or joint venture partners who the offeror feels are key to demonstrating its ability to perform the proposed effort). If proposed, no more than two separate major subcontractors may be submitted" IAW Section L.2.1 consent letters are required for those same major subcontractors if you proposed past performance information sheets for them. BL, if they aren't "major" as defined in the RFP, then you shouldn't be submitting past performance information for them, and thus consent letters aren't required as we wouldn't be gathering or evaluating their past performance.

19 B Supplies or Services and Prices

Administrative No

Some of the Original Equipment Manufacturers identified in the solicitation will require reseller and/or distributor agreements to provide pricing to offerors, resulting in the need for pre-established payment terms. The terms might require downpayments for order acceptances from organizations without previous agreements in place. Will the Government consider adding Federal Acquisition Regulation (FAR) clause 52.232-16:

Progress Pay to address our concern?

No. Downpayments would not be required to simply get a quoted price and not offically submit a purchase order to an OEM. It is also unclear how progress payments would alleviate such a situation if it did arise. Payments would only be made to the company that was actually awarded the DO, not to those that simply proposed. As outined in Section H.10, once a DO is actually won by a TREX prime, they have 30 days to finalize agreements and issue purchase orders to the applicable OEMs. While some OEMs may require agreements, NDAs, payment terms, etc.

in order to even get a quoted a price, those are standard commerical practices and the responsiblity of the TREX prime offerors to address with those OEMs to ensure compliance with the RFP (i.e. our firm fixed price proposal terms outined in Sections L.4 and L.5.

File details come from the government source that posted it. Updated .
