Q1: Could the USG please clarify whether CLIN 008 is intended for Helmet Covers or Helmets?

The CLIN description mentions helmet covers, but the specifications seem to correspond to a helmet.

A1. CLIN 0008 is in reference to helmet cover only. The specifications provided is to provide a reference point for the cover.

Q2: Regarding CLIN 001 - 003: Is the requirement for full coverage (wrap-around protection) soft armor tactical vest that holds ESAPI shape and grade plates? Or is the requirement for a simple plate carrier with soft armor inserts added that holds the ESAPI shape and grade plates?

A2: The requirement is for full coverage (wrap around protection). Option 1 in the question.

Q3: Can the USG please clarify the requested color for the plate carriers, CLINs 001-003?

A3: For the orders intended for Kenya, the requested color is a foliage/African forest green. For all the rest, the requested color is tan.

Q4: Where the specs request plate carriers/vests, are plain plate carriers sufficient (no side protection), or does the government prefer full-body armor vests?

A4: Full body armor vests.

Q5: Do the helmets themselves need to be Coyote/Tan or just the covers? Alternatively, does the cover need to be Coyote/Tan as well as the helmets themselves?

A5: The helmets may be any color as long as the helmet covers are the correct color. (i.e.

foliage/African forest green for Kenya and tan for all the rest.)

Q6: What size do the ESAPI plates need to be? They'll fit in the small, medium, and large carriers regardless

A6: ESAPI plates should be sized according to the vest carriers they are intended to fit in. A large vest gets 2 large ESAPI plates. A small vest gets 2 small ESAPI plates. The quantities by size are already specified.

Q7: for NVG, do you need just the rails or also the mounts?

A7:Just the mounts. Accessory rails are not required.

Q8: Can you elaborate on Color of the helmet and helmet cover?

A8: Addressed in RFIs 3 and 5. Please let me know if more info is needed.

Q9: What does NVG Rails mean? Does it need Rails and NVG Shroud? Or just an NVG Shroud.

A9: It needs just the NVG shroud.

Q10: Reference "Request for Information II", "Q6/A6", can you clarify what this is? It states

"NVG rails should be on the helmet. No other attachments are required. "The NVG shroud is a separate item from the helmet accessory rails. Which is required, the NVG shroud or the helmet rails?

A10: Just the NVG shroud. Our original response may have been confusing. Accessory rails are not needed. Just the capability to center mount the NVGs.

Q11: If it is the NVG shroud, for which NVG mount (arm) should it be compatible with?

A11: Shroud should be center mount that can accommodate Wilcox L4 Series, Norotos, Adams

Industries or similar.
