Q1: PEO Solider, the controlling program office for ESAPI, has not approved mil-spec ESAPI plates for export. Do you have an authorization letter from the program office authorizing us to bid ESAPI for export?

A1: No. Intent is NOT for the ESAPI mil-spec plates, but for a commercial level IV compliant plate. The term ESAPI was originally used as a descriptor.

Q2: Are you referring to ESAPI shape/size instead of an actual mil-spec ESAPI plate?

A2: Yes, we are referring to ESAPI shape/size as a reference point only.

Q3: Can other shapes/sizing grades be used other than ESAPI on commercially offered Level 4 compliant plates?

A3: Yes. As asked in the next question, a commercial level IV compliant ‘shooter’s cut’ is what is desired.

Q4: A commercial Level IV compliant plate vs. mil-spec ESAPI, were it to be somehow.

Allowing a commercial plate in a generic “shooter’s cut” and using commercial 8x10 and 10x12 sizing would likely get you a plate ¼ the cost of a true ESAPI.

A4: Answered in the previous question. A commercial level IV compliant ‘shooter’s cut compliant plate is acceptable as long as the vendor can show that the specification listed are met.

Q5: If we cannot supply the foliage/African forest green color for the plate carriers and helmet covers, can we offer another green color such as Ranger Green?

A5: Ranger green is acceptable. Intent is that the carriers and helmet covers for the Kenya portion of the order are of a green color that will significantly blend with a forest regardless of the specific name of the shade of green.

Q6: ESAPI has not been authorized by PEO Soldier for foreign export. Can you please clarify your plate requirements and/ or provide the authorization letter for us so that we can quote

ESAPI on this order?

A6: Commercial level IV compliant plates are acceptable in lieu of ESAPI specific plates.

ESAPI rated plates are not the target or requirement. We will accept for evaluation Commercial level IV compliant plates as long as the offeror can clearly demonstrate that the specifications outline in the solicitation have been met.
