STATEMENT OF OBJECTIVES PACKAGE

FOR EVALUATION

SOCCENT INFORMATION SYSTEMS AND DEPLOYMENT SUPPORT

23 Nov 2010

1.0 DESCRIPTION OF SERVICES: SOCCENT Information Systems (IS) and Deployed

Communications Support services for evaluation.

2.0 PURPOSE: Provide systems administration, network administration, and deployed communications support services for SOCCENT.

3.0 SPECIFIC REQUIREMENTS/DELIVERABLES:

3.1 System Support Requirements.

3.1.1 Contractor shall operate and maintain local area networks (LAN) and metropolitan area networks (Campus) at various levels of security classification in accordance with United States

Central Command (USCENTCOM), United States Special Operations Command (USSOCOM), Joint Chiefs of Staff, and Department of Defense (DOD) regulations and site procedures.

Contractor shall ensure full interoperability and a seamless connection between all internal and external systems. Contractor support shall apply to garrison and deployed systems, remote network systems, and legacy systems to HQ1 (Tampa, Fl), HQ2 (Tampa, Fl), HQ3 (Tampa, Fl) &

HQ4 (Tampa, Fl).

3.1.2 Contractor shall operate and maintain WANs (not supported by SCAMPI Node 35 or

SSEP-SWA) between designated sites at various levels of security classifications. Contractor shall ensure full interoperability and a seamless connection between all internal and external systems to include, but not limited to USCENTCOM WAN, Non-Secure Internet Protocol Router

Network (NIPRNET), Secure Internet Protocol Router Network (SIPRNET), Combined Enterprise

Regional Information Exchange Systems (CENTRIXS), Global Command and Control System

(GCCS), Joint Worldwide Intelligence Communications Systems (JWICS), and the DISN Video-teleconferencing Services-Global (DVSG). WAN support applies to garrison and deployed systems, remote network systems and legacy systems in accordance with the DoD IT

Information Assurance Certification and Accreditation Process (DIACAP) and other DOD and agency directives.

3.1.3 Contractor shall deploy, operate, and maintain deployed communications devices as required by the government.

3.1.4 Contractor shall maintain VMWare and Windows MS-based classified and unclassified data communication network. Contractor shall administer the garrison and tactical networks, and exchange mail servers. Contractor shall create accounts, perform server maintenance, maintain a backup of all data stored on the network, import files, and maintain the SOCCENT

Web page/ SharePoint Portal. Contractor shall configure and maintain Windows 2003 and 2008

Servers, and Windows XP workstations. Contractor shall plan and implement a migration path to a Windows 2007 network. Contractor shall plan and implement proactive network management tools to track logistical J6 assets and monitor (LAN/WAN) systems outages that are not supported/monitored by SCAMPI N35 or SSEP-SWA. Contractor technicians shall ensure new computers have the correct load set installed before connecting to the LAN and maintain a link between garrison and deployed servers, ensuring all programs are available on both networks.

3.1.5 Contractor shall recommend, plan, conduct, test, and document system/maintenance upgrades (to include DoD and COTS products), compliant with DoD and industry standards, to include information protection measures.

3.1.6 Contractor shall implement new operating systems, applications, and systems as directed by SOCCENT.

3.1.7 Contractor shall perform site surveys, configuration and engineering, installation planning and documentation services to SOCCENT. Contractor shall analyze network protocols, routing standards and procedures, traffic patterns and data flow, and provides equipment implementation and upgrade recommendations for networks not supported by SCAMPI N35 or

SSEP-SWA. Contractor shall provide project support services for infrastructure, ADP systems, and Network/Server Support Facility enhancement. Contractor shall also provide analysis and design of all aspects of system functions, enhancement issues and all engineering, design, project management, acquisition oversight, assembly and implementation, documentation, and customer training. Contractor personnel shall provide engineering and installation support during exercises and operational deployments as well as engineering and installation support for SOCCENT systems activities within co-located United States Central Command

(USCENTCOM), United States Special Operations Command (USSOCOM), and the related AOR and Component Commands).

3.1.8 Contractor shall perform Windows system administrator functions supporting a global

Active Directory (AD) infrastructure in a mixed Windows and UNIX environment. Contractor shall provide senior level knowledge/Tier 3 support to SOCCENT and components to include

Tier 3 infrastructure, design, implementation, troubleshooting, and support that builds, configures, and administers several hundred servers worldwide. Contractor shall also provide remote support and/or deploy to customer servers and sites worldwide.

3.1.9 Contractor shall perform build configurations, troubleshooting, and support for Cisco Call

Manager, Tandberg CODIAC MCU, Wide Area Voice Environment (WAVE), Unified Command, Control & Communications (UC3), Spyder Video Processor, and Cisco Meeting Place.

Contractor shall provide Tier 3 support to SOCCENT/CFSOCC with a specific focus on Voice over

IP (VoIP) support and Unified Messaging. Contractor shall also provide operations and maintenance of the Cisco Architecture for Voice Video and Integrated Data (AVVID).

3.1.10 Contractor shall perform on-site or in-house servicing, repairs and/or installations of

SOCCENT-owned products. Contractor shall maintain networks, consisting of primarily Cisco routers and switches. Contractor shall maintain layer 2 switching and layer 3 routing; design complex routing and switching schemes to support Control Cryptographic HAIPE devices.

3.2 Contractor shall develop and maintain a formal Information Assurance security program and serve as the lead IAM for the SOF Forces in the CENTCOM AO. Contractor shall develop, implement and enforce Special Operations Forces (SOF), regional or command unique IA policy.

Contractor shall comply with ITMO established IA requirements for units connecting to the SIE.

Contractor shall execute Connection Approval Process (CAP), Satellite Access Requests (SAR), Gateway Access Request (GAR), GIG Interconnection Approval Process (GIAP), and Request for

Services (RFS) and Interim Approval to Operate (IATO) packages. Contractor shall also develop the Information Assurance Vulnerability Assessment (IAVA) schedule and document results.

Contractor shall coordinate, schedule and /or conduct training for all Information Assurance

Managers to include but not limited to RCERT training to conduct IAVAs. The IAM shall perform the duties listed in Section 5.9, DoDI 8500.2.

3.2.1 Contractor shall schedule and support Tier 3 Audio Visual devices in the SOCCENT

Forward HQ and at SOCCENT, MacDill AFB. Contractor shall administer the SOCCENT/CFSOCC

Audio/Visual Conferencing administration, administration shall include but not limited to installations, routine maintenance (patches, updates, etc), remedial maintenance, hardware and software support. The Contractor shall provide escalation issues, coordinate projects and design recommendations for audio and video and conference equipment. Contractor shall implement/Life Cycle refresh for audio and video conference equipment.

3.2.2 Contractor shall provide Intrusion Detection System (IDS) and firewall support at

SOCCENT (Forward) HQ. Personnel assigned to these functions shall maintain security certifications required by DoD Directive 8570.1, Information Assurance Training and Awareness.

3.3 Web/Portal Support:

3.3.1 Contractor shall design and maintain web/portal pages for SOCCENT's proprietary networks (JWICS, SIPRNET, and NIPRNET). Contractor shall develop and manage interfaces for web based database access. Contractor shall also support MS and Sun based operating systems, SharePoint, XML, WSDL, UDDI (to include installation and configuration of UDDI servers), and SOAP. Contractor shall provide recommendations to the SOCCENT J6 and

Network Manager on the implementation of new web technologies to assist the SOCCENT with its intelligence dissemination. Contractor shall also assist in the development of the content management SOP and assist users in the operation of content management software.

3.3.2 MOSS/ SharePoint Support. Contractor shall provide support for Microsoft Office

SharePoint Server (MOSS) 2007 and SharePoint 2010 when SOCCENT upgrades to the new system. Support shall consist of administration, development, and training.

3.3.2.1 Administration: The Contractor shall:

• Develop and/or redesign SharePoint based SOCCENT portal architecture.

• Install and configure SharePoint infrastructure and any infrastructure-related computer programs.

• Install, configure and maintain computer programs designed to enhance SharePoint functionality, including but not limited to security, search and retrieval, data protection, backup and recovery.

• Integrate SharePoint into existing IT infrastructure.

• Plan, design and implement SharePoint security including, but not limited to, authentication, security roles, user groups, audiences, and item level security.

• Plan, design and implement SharePoint data protection, backup and recovery.

• Plan and design improvements to SharePoint performance as directed by the

Performance Monitor.

• Perform corrective SharePoint administration, configuration and maintenance as required.

• Create documentation for any function performed under any competency as directed by the Task Manager.

3.3.2.2 Development: The Contractor shall:

• Plan, design, implement and modify navigational and aesthetic changes to SharePoint pages as directed by the Performance Monitor.

• Modify SharePoint administrative/configuration settings in support of development efforts, including, but not limited to, taxonomy, site columns, content types and metadata.

• Install and configure SharePoint add-ons and third party software and develop applications using these tools as directed.

• Design applications using moderately complex requirements analysis, including use cases, object diagrams, flow charts, technical specifications, interface mock-ups and test plans, including simulated data and unit tests.

• Develop applications. These applications may interface with add-ons, third party software and systems and equipment external to SharePoint and require use of programming techniques and development environments external to SharePoint.

• Resolve moderately complex questions of program intent, input data acquisition, synchronization, scalability and output requirements.

• Participate in the SOCCENT Knowledge Management Working Group and provide technical feasibility assessments of proposed requirements.

• Ensure solutions require minimal training to the end user while maintaining high reliability and usability.

3.3.2.3 Training: The Contractor shall:

• Plan and execute SharePoint end user training for SOCCENT members.

• Train designated SOCCENT IT personnel in SharePoint portal administration and website configuration.

• Train end users on SOCCENT developed SharePoint applications.

3.4 Project Coordination Requirements: Contractor shall perform:

3.4.1 Implement telecommunication system projects, and make recommendations on future system architectures.

3.4.2 Provide support as the telecommunications project coordinator for the management of systems projects, plans, policies, and procedures.

3.4.3 Perform as the technical expert/advisor and long-range planner for communications electronics, computer systems, structured cabling, communications facilities, services and program projects.

3.4.4 Assist in the planning, implementation, inspection of new communications and local area network distribution systems.

3.4.5 Assist in the coordination and integration of various communications technology requirements of SOCCENT J6 and its subordinate units to synchronize communications technology with the SOCCENT strategic plans and missions.

3.4.6 Analyzes varied missions sets to create economies of scale and prevent redundant and inefficient use of resources.

3.4.7 Assist with the development, reviews of plans, programs and time-phased schedules to address special systems and equipments requirements.

3.4.8 Gathers, assembles, and analyzes technology requirements data, draws conclusions, and devises recommended solutions.

3.4.9 Prepares recommendations in briefings, papers, or reports suitable for command and staff use and decision-making.

3.4.10 Provide technology information to the SOCCENT J6 Program Manager to ensure that they remain current on available technology.

3.4.11 Assist in the project management and expertise knowledge of communications technology integration within Special Operations Forces – specifically in the areas of:

• Tags, Beacons and Receivers;

• Reconnaissance and Surveillance;

• Audio & Video

• Platform integration;

• Special communications devices;

• Projects for infrastructure improvement;

• Full-Motion Video (FMV);

• Special Operations Tactical Systems (SOFTACS);

• Special Operations Information Enterprise (SIE);

• Navigational, ground radar;

• Land mobile radar;

• Land mobile radio;

• High frequency communications;

• Secure communications, telephones;

• Local area network and campus fiber optic cable distribution systems; and

• Tactical Local Area Network (TACLAN).

3.4.12 Develops plans, designs, and specifications for various types of telecommunications in support of computer systems projects including consideration of facility and infrastructure for the organization.

3.4.13 Provide recommendations to the SOCJ651 branch chief to resolve decisions involving difficult and controversial policy issues and unusual telecommunication requirements, which are not covered by established criteria.

3.4.14 Develop new and improved operational procedures and techniques.

3.4.15 Researches trends and patterns to deviate from traditional methods, and to implement new or improved communication methods and procedures.

3.4.16 Install commercial-off-the-shelf (COTS) systems and integrate and ensure interoperability with

SIE infrastructures.

3.4.17 Provide telecommunications support in such areas as estimating the installation, modification, maintenance operation, and support of both existing and new telecommunications systems.

3.4.18 Reviews requirements and recommends system or equipment alternatives after considering technical and economic standpoint.

3.4.19 Updates documentation and maintains listings of all authorized equipment for assigned programs.

3.4.20 Provides reports on capabilities, limitations, and peculiarities of the solutions under consideration.

3.4.21 May attend committees or planning groups concerned with current and future systems, requirements, and/or specifications.

3.4.22 Prepares correspondence and project status reports.

3.4.23 Investigates and analyzes a variety of unusual telecommunications problems, questions, or conditions associated with formulating studies to improve or alter major telecommunication systems.

3.4.24 Prepares studies on improving existing telecommunication systems.

3.4.25 Reviews plans, specifications, maintenance requirements, and cost estimates to ensure modernization of communications and computer requirements comply with program goals and objectives.

3.4.26 Preparation of technical reports, staff studies, and briefings.

3.4.27 Performs analysis of Combat Mission Need Statements (CMNS), Initial Capabilities

Documents (ICDs), Technology Integrated Process Team (IPT) and Capstone Requirement

Documents (CRD) to determine need to develop a SOCCENT Capability Production Document

(CPD).

3.4.28 Provides reports and recommendations to the SOCCENT J651 so that problems and solutions for major segments of a system are resolved without jeopardizing the mission.

3.4.29 Prepares reports with recommendations to accept/reject over the counter telecommunications software.

3.4.30 Provides briefings and develops recommendations concerning long-range information system objectives.

3.5 JWICS Support. Contractor shall:

3.5.1 Provide System administration support for all JWICS servers (to include network

(excludes SCAMPI N35 or SSEP-SWA), mail, web, and database applications servers.

3.5.2 Provide JWICS mission requirements with regards to security, functionality, performance, interoperability, and network management.

3.5.3 Plan, conduct, test, and document system/maintenance upgrades (to include DoD and

COTS products) to include information protection measures.

3.5.4 Implement new operating systems, applications, and systems as directed by SOCCENT.

3.5.5 Perform site backups and emergency restorals in accordance with standard operating procedures.

3.5.6 Manage user accounts policies, host tables, and profiles.

3.6 OCONUS Transition Plan. The contractor shall provide continual service in the AOR. The contractor shall develop a plan to minimize disruption during rotation schedules.

3.7 GCCS Support. Contractor shall provide Global, Command and Control System (GCCS) support to SOCCENT (Forward). Contractor shall:

3.7.1 Provide system administration support for all GCCS servers, to include user account management.

3.7.2 Provide end user support for all client workstations.

3.7.3 Perform problem resolution to support 24/7 operational environment.

3.7.4 Develop, configure, install, and maintain upgrades for GCCS software and applications for servers and workstations in accordance with applicable DoD regulations.

4.0 SECURITY REQUIREMENTS.

4.1 Security shall be in accordance with the attached DD254. Contractor team individual(s) supporting this task shall be cleared at the Top Secret levels at the start of this task.

Contractors shall require access to NIPRNET/SIPRNET/JWICS systems only at government facilities. Contractor shall be authorized to courier classified information up to the “Secret” level in performance of official duties upon approval of and designation by the COR.

4.2 The Contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor’s management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.

4.3 The Contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.

5.0 REPORTS (CDRLs). CDRLs E001, E002, E003, E004, E005, E006, E007, E008, E009, E010, and E012 will apply to this task. All documentation provided as a result of this Task Order shall be considered sensitive and not subject to public disclosure.

6.0 SERVICE LEVEL AGREEMENTS. Service Level Agreements F1 – F8 will apply to this task.

7.0 MATERIALS.

7.1 The government shall provide hardware, software, tools, supplies and necessary test equipment to meet the requirements of the task.

7.2 The government shall provide necessary office space for a maximum of 32 contractor personnel and facilities for storage.

8.0 HOURS OF WORK. Weekends, extended hours, and on call for mission critical support for

SOCCENT (Forward). Normal working hours for on-site (MacDill) coverage shall be 0800-1700, Monday-Friday (excluding holidays). These hours may be extended during exercises and contingencies.

9.0 PERSONNEL. All positions in support of this Task Order are considered key positions. As such, contractor shall submit resumes for all new and replacement candidates proposed.

INSTRUCTIONS TO OFFERORS (ITO)

SOCCENT INFORMATION SYSTEMS AND DEPLOYMENT SUPPORT

Background: This instruction to offerors gives specific guidance to assist the contractors in the preparation of a proposal against the Statement of Objectives (SOO) for SOCCENT Information

Systems and Deployment Support Task Order under the Special Operations Command

Information Technology (SITEC) Specialty Services contract.

Provided as Attachments to the ITO: SOO, DD 254, SCI and FOUO Addendums

General Information:

Due Date of Proposals: The Task order proposal shall be submitted with the contractor’s initial contract proposal in accordance with the request for proposal.

Period and Place of Performance: 1 April 2011 – 31 March 2012, with four (4), 1-year option periods. Place of Performance is onsite. The Government anticipates this work to be performed on site at SOCCENT, which encompasses two (2) geographic locations (CONUS & OCONUS).

Travel: Travel will be required both CONUS & OCONUS (to include hazardous duty locations).

Based on historical information, travel is estimated at $150K annually.

Historical Labor Requirements: This requirement was currently being accomplished via EITC

Task Order 929.

Instructions:

All offerors are to submit their task order proposals IAW Section H clause entitled “Ordering

Procedures” and section L of the RFP. The following information is provided to assist with this submission:

Proposal: Contract Type: CPFF

Evaluation Statement: The proposal will be evaluated in accordance with section M of the

RFP.

PROTECTING "FOR OFFICIAL USE ONLY" (FOUO) INFORMATI ON

1. GENERAL:

a. The "For Official Use Only" (FOUO) marking is assigned to information at the time of its creation in a DoD User Agency. It is not authorized as a substitute for a security classification marking but is used on official government information that may be withheld from the public under exemptions 2 through 9 of the Freedom of Information Act (FOI A).

b. Other non-security markings, such as "Limited Official Use" and "Official Use Only" are used by non-DoD User Agencies for the same type of information and should be safeguarded and handled in accordance with instruction received from such agencies to the extent that such may be withheld from the public under exemptions 2 through 9 of the FOIA and marked in accordance with 2.c below. As used herein, “FOUO” markings shall only be applied to information described in 5 USC § 552(b), and shall also indicate the applicable FOIA Exemption. Contractor shall apply this Attachment 4A in a manner consistent with its policies implementing Section 15 of the Federal Advisory Committee Act, 5 USC App. § 15 (1997).

c. Use of the above markings does not mean that the information cannot be released to the public under FOIA, only that it must be reviewed by the Government prior to its release to determine whether a significant and legitimate government purpose is served by withholding the information or portions of it.

2. MARKINGS:

a. An unclassified document containing FOUO information will be marked "For Official Use

Only" at the bottom of the front cover (if any), on the first page, on each page containing FOUO information, on the back page, and on the outside of the back cover (if any). No portion markings will be shown.

b. Within a classified document, an individual page that contains both FOUO and classified information will be marked at the top and bottom with the highest security classification of information appearing on the page. If an individual portion contains FOUO information but no classified information, the portion will be marked, "FOUO."

c. Any "'For Official Use Only" information released to a contractor by a DoD User Agency is required to be marked with the following statement prior to transfer.

“This document contains information EXEMPT FROM MANDATORY DISCLOSURE

UNDER THE FOIA. Exemptions apply.”

d. Removal of the "For Official Use Only" marking can only be accomplished by the originator or other competent authority. When the "For Official Use Only" status is terminated, all known holders will be notified to the extent practical.

3. DISSEMINATION: Contractors may disseminate "For Official Use Only" information to their employees and subcontractors who have a need for the information in connection with a classified contract. Contractors must ensure employees and subcontractors are aware of the special handling instructions detailed below.

4. STORAGE: During working hours, "For Official Use Only" information shall be placed in an out-of-sight location if the work area is accessible to persons who do not have a need for the information. During nonworking hours, the information shall be stored to preclude unauthorized access. Filing such material with other unclassified records in unlocked files or desks, is adequate when internal building security is provided during nonworking hours. When such internal security control is not exercised, locked buildings or rooms will provide adequate after-hours protection or the material can be stored in locked receptacles such as file cabinets, desks, or bookcases.

5. TRANSMISSION: "For Official Use Only" information may be sent via first-class mail or parcel post. Bulky shipments may be sent by fourth-class mail. DoD components, officials of DoD components, and authorized DoD contractors, consultants, and grantees send FOUO information to each other to conduct official DoD business. Tell recipients the status of such information, and send the material in a way that prevents unauthorized public disclosure. Make sure documents that transmit FOUO material call attention to any FOUO attachments. Normally, you may send FOUO records over facsimile equipment. To prevent unauthorized disclosure, consider attaching special cover sheets, the location of sending and receiving machines, and whether authorized personnel are around to receive FOUO information. FOUO information may be passed to officials in other departments and agencies of the executive and judicial branches to fulfill a government function. Mark the records "For Official Use Only" and tell the recipient the information is exempt from public disclosure under the FOIA and requires special handling.

Electronic transmission of FOUO information, e.g., voice, data or facsimile, and e-mail, shall be by approved secure communications systems or systems utilizing other protective measures such as Public Key Infrastructure (PKI), whenever practical.

7. 13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance, or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes. While performing duties within HQ USSOCOM, AFSOC, NSWC, NSWG2, MARSOC, JSOC, USASOC, SOCCENT, SOCEUR, SOCSOUTH, SOCAFRICA, SOCKOR and SOCJFCOM owned and operated facilities, the contractor must also adhere to all service/component command/local security directives, regulations, and standard operating procedures at different contract performance locations. The Program Manager listed in block 16 will provide a copy of all applicable security directives for this contract. While performing at Military Service/Component Command (USSOCOM, AFSOC, NSWC, NSWG2, MARSOC, or USASOC) owned and/or operated locations/facilities, the contractor will adhere to the respective Military Service/Component Command: Information Security Program, ADP and DoDIIS Programs, Physical Security Program, Industrial Security Program, and SCI/SAP Program (if applicable). Appropriate local service/component command security directives, regulations, and standard operating procedures will be provided by the requiring agency (normally through the Performance Monitor or component command COR) at these locations/facilities.

Prior approval of the contracting activity is required for subcontracting. Access to intelligence information requires special briefings and a U.S. Government clearance at the appropriate level.

Training Requirement: Contractors performing on this contract at military installations are required to conduct command and unit specific security training (OPSEC, EMSEC, At/FP, Etc.). This training will be provided by the responsible military organization.

IA requirements: Specific Information Assurance requirements may be mandated and are authorized by the responsible command/unit where primary performance location is identified.

Contractor will be authorized to courier classified information up to the “TS/SCI” level in performance of official duties upon approval of and designation by the COR, PM, KO, and/ SSO.

AFSOC Requirement:

Provide the information requested by the Notification of Government Security Activity clause and Visitor Group Security Agreements Clause, AFFARS 5352.204-9000, to the Servicing Security Activity indicated in Item 13 above. Refer to the contract document for these clauses. The visitor group will operate per DoD 5200.1-R, AFI 31-401, AFI 31-601, Hurlburt Field supplements and unit security program operating instructions, plans and procedures.

USASOC Requirement (Ref 10f): Defense contractor personnel who require access to Army Special Access Program (SAP) information, as defined by AR 380-381, shall agree to undergo random counterintelligence scope polygraph examinations, when requested by proper authority, to determine suitability for receiving and/or maintaining access to SAP information.

Contractors shall certify prior to contract award, or subsequent to award, but prior to the commencement of duties for new employees, that all personnel so identified have freely consented to such examination.

1. Contractor personnel who withdraw their consent at any time during their period of access shall be immediately removed from access to SAP information, and such action shall be promptly reported to the contracting officer or such party as the contracting officer may direct.

2. Defense Security Service is relieved of inspection responsibility within USSOCOM and/or each Military Service Component ( AFSOC, NSWC, NSWG2, MARSOC, and USASOC) owned and operated locations/facilities. Classified contract activities and performance at each

Military Service’s locations/facilities are governed by applicable service/component command/local security directives, regulations, and standard operating procedures and are the responsibility of the respective Security Officers. The following controls will apply to Sensitive Compartmented Information (SCI) provided under this contract.

1. Item 10e (2): Security clearances for contractors working within SCIF spaces must be adjudicated meeting Intelligence Community Policy Guidance (ICPG) 704.1, 704.2, 704.3, 704.4, 704.5 eligibility requirements. Prior approval of the contracting activity is required for sub-contracting. Access to intelligence information requires special briefings and a final U.S.

Government clearance at the appropriate level.1

2. Item 13: Department of Defense (DoD) 5105.21-M-1, Intelligence Community Policy Guidance (ICPG) 704.1, 704.2, 704.3, 704.4, 704.5 and Director Central Intelligence Directive (DCID) 6/9, and Headquarters, United States Special Operations Command (HQ USSOCOM) 380-6, provide the necessary guidance for physical and information security measures and are part of the SCI security specifications for the contract.

4. Item 13: All SCI furnished to the contractor in support of this contract / delivery / task order remains the property of the DoD or the agency or command that releases the information. Upon termination of the contract, all furnished SCI will be returned to the HQ USSOCOM Special Security Office (SSO) or the prime contractor.

5. Item 14: This contract / delivery / task order requires that approximately thirty (30) contract billets be established in order to fulfill the contractual obligations incurred. Access will be granted by the government agency. Upon completion or cancellation of the contract, the Contractor SSO (CSSO) will debrief or notify the HQ USSOCOM SSO to debrief all personnel not required for contract closeout and those billets will be disestablished.

6. Item 14: Names of contractor personnel requiring access to SCI and justification for SCI billets will be submitted to HQ USSOCOM SSO after contract monitor coordination. Billet justifications will include the contract statement of work. If a Single-Scope Background (SSBI) Investigation has not been completed upon approval of billets by the HQ USSOCOM SSO, the CSSO will submit necessary forms to the Defense Industrial Security Clearance Office (DISCO) for an SSBI. An SSBI and access to SCI will comply with the National Industrial Security Program Manual. Upon completion of the SSBI, a nomination for SCI access will be submitted to HQ USSOCOM SSO.

7. Item 14: The CSSO will advise HQ USSOCOM SSO, through the contract monitor, upon reassignment of personnel to other duties not associated with this contract.

8. Item 14: The CSSO must coordinate with the SCI contract monitor before subcontracting any portion of SCI efforts involved in the contract. A separate DD Form 254 for the subcontractor will be processed and a copy provided to HQ USSOCOM SSO.
