STATEMENT OF OBJECTIVES
FOR EVALUATION
ENTERPRISE INFORMATION SYSTEMS AND SOFTWARE SUPPORT
1.0 DESCRIPTION OF SERVICES: Enterprise Information Systems (EIS) and Software Support services for evaluation.
2.0 PURPOSE: Provide on-site support to administer and maintain local area networks (LANs) and metropolitan (Campus) area networks (MANs) that span all classification levels in full accordance with DoD and organization regulations, directives and customer procedures.
3.0 SPECIFIC REQUIREMENTS/DELIVERABLES:
3.1 Contractor will administer and maintain local area networks (LANs) and metropolitan
(Campus) area networks (MANs) that span all classification levels in full accordance with DoD and organization regulations, directives and customer procedures.
• Contractor will provide system administration support for all MAN/LAN servers to maintain a reliable operational status. Support will address security, functionality, classification and performance with regard to the organization mission requirements.
• Contractor will plan, conduct, test, and document system upgrades and maintenance actions. As required, contractor will coordinate with third party vendors.
• Contractor will provide daily, weekly, and monthly back-up of core data. Contractor will transfer back-ups off-site as required in accordance with organization standard operating procedure.
• Contractor will provide expertise and technical assistance to remote system administrators and network engineers as required.
3.1.1 Contractor will provide detailed reports on system performance utilization and reliability. Based on the data collected, contractor will provide white paper recommendations for system, hardware or procedural improvements.
3.1.2 Contractor will provide Wide Area Network (WAN) support for requirements as applicable.
• Contractor will provide support for maintaining reliable connectivity between SOF users and the DISN via applicable networks.
• Contractor will operate and maintain WAN communications equipment, provide problem resolution to include repairing, replacing or coordination with third party vendors for problem resolution.
• Contractor will plan, conduct, test, document and implement system upgrades for
WAN hardware, firmware and software. Outages will be planned and coordinated in accordance with the approved organization Standard Operating Procedures.
• Contractor will support organizational requirements for OCONUS travel.
• Contractor will provide detailed reports on network performance utilization and reliability. Based on the data collected, contractor will provide white paper recommendations for system, hardware or procedural improvements.
3.1.3 Contractor will provide Network Management support.
• Contractor will provide customer technical assistance for solving enterprise problems impacting the overall network.
• Contractor will monitor the overall network, isolate system faults and implement approved fix actions, security policies and procedures.
• Contractor will perform real-time bandwidth load management and manage enterprise performance.
3.4 Contractor will provide Disaster Recovery support. Contractor will define, document and execute catastrophic failure recovery procedures. The core of these services will include:
• Contractor will assist the government in developing an organization COOP strategy.
• Contractor will assist with the Integration of COOP planning in the System
Development Life Cycle of new systems and services.
• In the area of integration testing and execution of recovery procedures, Contractor will:
o Assist the government with exercising disaster recovery processes.
o Identify disaster recovery shortfalls, and assist with the finding ways to mitigate risks.
o Assist with the execution of the COOP. This may include relocating critical services to an alternate location.
3.5 Contractor will provide Desktop support.
o Contractor will configure and manage customer workstations, computing devices and peripherals.
o Contractor will provide problem resolution to include repairing, replacing, or assumption of functionality by a redundant system.
o Contractor will provide hardware and software updates and ensure full interoperability and seamless interface with approved LAN/MAN systems.
o Contractor will provide support for moves, additions or changes that are approved by the customer.
3.6 Contractor will provide Planning and Engineering support.
• Contractor will provide planning and engineering support for future IT functionality and develop and maintain a technology refreshment plan for the organization.
• Contractor will recommend network upgrades, develop and maintain network architectures, and produce cost and time estimates for IT infrastructure requirements as needed.
3.7 Contractor will provide organization integration Support. Contractor will assist with the planning and integration of organization information systems.
• Conduct market research and technical review of new products.
• Contractor will provide evaluations and recommend changes to the organization information systems infrastructure.
• Contractor will track procurements of technology insertions.
• Contractor will document integration of organization hardware and software acceptance testing and migration procedures in accordance with organization and industry standards.
3.8 Contractor will provide Information Assurance support.
• Contractor will support the development, testing, documenting, integrating, operation and maintenance of the information assurance infrastructure.
• The core of these services include:
o Providing problem resolution and administration of network security infrastructure services and equipment.
o Performing security incident monitoring and analysis.
o Assisting with the integration of new information assurance services and solutions.
o Assisting with the development of information assurance policies and procedures.
o Assisting with the certification and accreditation of systems and infrastructure.
o Assisting with the compliance and monitoring of IAVA and INFOCON processes.
• Contractor will provide problem resolution and administration of network security infrastructure services and equipment.
• Contractor will administer network security devices, such as firewalls, VPNs, and intrusion detection systems.
• Provide problem resolution with network security devices to include:
o Troubleshooting connectivity problems o Coordinating access change requests o Equipment relocation o Architecture changes
• Contractor will perform security incident monitoring and analysis.
o Assist government personnel in tracking incidents and monitor security devices for events of interest.
o Research and maintain awareness of emerging security vulnerabilities and determine risk to organization.
• Contractor will assist with the certification and accreditation of organization systems and infrastructure.
o Provide support to the customer with the development and maintenance of SSAA documentation in accordance with DITSCAP requirements.
o Assist with the coordination of CT&E requirements and other risk assessment needs.
3.9 Contractor will assist the government in Configuration Management support.
3.10 Contractor will provide support for the infrastructure, voice and video functions in accordance with applicable DoD regulations and customer procedures.
3.10.1 Contractor will provide infrastructure support. Support will include:
• Maintain, insure full interoperability, and provide problem resolution for the voice, video and data infrastructure supporting organization, to include cable, circuits, fibre, pipe and conduit requirements.
3.10.1 Contractor will provide voice support. Support will include:
• Provide for installation, testing, operations, maintenance and management of designated voice infrastructures to include PSTN, DSN, VOIP systems.
3.10.2 Contractor will provide video support.
• Contractor will provide for installation, operations, maintenance, and management of the video communications systems supporting the organization. These include VTC, desktop VTC, video streaming systems and their associated equipment.
• Contractor will perform video teleconference scheduling and provide services to sustain the existing video systems between geographically separated users/devices.
3.11 Contractor will provide hardware maintenance and training support in compliance with applicable regulations and organization procedures.
3.11.1 Contractor will provide Hardware Maintenance support. Contractor will maintain all
MAN/LAN garrison and OCONUS hardware to include organization approved computing devices, peripherals, communication and network equipment.
3.12 Contractor will provide Training support for all production systems. Contractor will provide training support for all current production systems and applications in accordance with applicable regulations and organization policies.
3.13 Contractor will provide transmission security support in compliance with applicable regulations and organization procedures. Contractor will test, integrate and administer network encryption and security solutions such as PKI and Smart Cards.
3.14 Contractor will support the development, migration, testing, documentation, integration, and maintenance of government off-the-shelf (GOTS)/contractor off-the-shelf
(COTS) web based software, applications, and content. Contractor will:
• Maintain web servers, manage web security requirements and serve as the web technical focal point.
• Provide customers with support for the creation of web pages to include graphics integral to the documents.
• Manage user files and directory structures to ensure appropriate operation and maintenance of links.
3.15 Contractor will support the development, migration, testing, documentation, integration, and maintenance of current and legacy GOTS/COTS database applications, and content. Contractor will:
• Provide system administration for database servers.
• Provide consulting services to user on database development.
• Develop, integrate and maintain databases, applications, stored procedures and associated reports and files.
3.16 Contractor will support the development, migration, testing, documentation, integration, and maintenance of current and legacy GOTS/COTS software and applications.
Contractor will:
• Provide consulting services to users on application and software development.
• Provide maintenance and connectivity to all required legacy systems and applications.
• Develop, migrate, integrate and maintain software and applications as required.
3.17 Contractor will maintain the Organization Technology Refreshment plan.
3.18 Contractor will be responsive to provide level two and level three support to the organization to resolve operational issues for the above listed functions.
3.19 Contractor will provide training support for all production systems. Contractor will provide training support for all current production systems and applications in accordance with all applicable regulations and policies. Contractor will:
• Analyze, recommend, and implement the form of training most effective and efficient to meet or exceed organizational needs.
• Schedule user training and maintain training records as required.
3.20 Contractor will be prepared to travel OCONUS on short notice to support organizational requirements for this Task Order. For all OCONUS travel, the customer will:
• Provide organizational and individual equipment, clothing, and documentation as needed/required for Contractor to accomplish this task.
• Conduct applicable special training prior to OCONUS travel.
• Provide Contractor with necessary office space, local transportation, and facilities for materials storage while on OCONUS travel.
• Provide tools, supplies, and necessary test equipment to meet Contractor developed bills of materials.
• Provide shelter and sustenance while Contractor personnel are in the OCONUS area.
4.0 SECURITY REQUIREMENTS.
4.1 Security will be in accordance with the attached DD254. Contractor team individual(s) supporting this task will be cleared at the Top Secret/SCI levels at the start of this task.
Contractors will require access to SCI and Focal Point material in performance of this effort.
Contractors will require access to NIPRNET/SIPRNET/JWICS/JIANT computer systems only at government facilities. Contractor will be authorized to courier classified information up to the
“Secret” level in performance of official duties upon approval of and designation by the COR.
4.2 The Contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor’s management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
4.3 The Contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
5.0 REPORTS. Monthly reports per the basic contract PWS are applicable. The appointed
COR name and information is located in the task order DD 1155.
6.0 TRAVEL. Travel is expected but as yet unidentified.
6.1 Travel is reimbursable. Prior to all travel, Contractor will present a detailed travel cost estimates (air fare, lodging, ground transportation, meals, and incidentals) for customer review and approval.
6.2 Contractor understands all personnel assigned to this Task Order may be required to travel OCONUS.
7.0 MATERIAL. Customer will provide necessary materials to complete this Task Order.
7.1 Contractor understands that circumstances may require short notice acquisition of IT equipment, software, or parts in support of this Task Order.
7.2 Office Space. The government will provide necessary office space and facilities for storage.
7.3 Government Furnished Equipment. Government furnished equipment (pager, other military personal equipment as needed and issued through Central Issuing Facility (CIF)) is available to support this Task Order. All individuals supporting this effort will carry a customer pager and respond in an on-call status as needed.
7.4 Hardware, Software, Tools, Supplies, and Necessary Test Equipment. The Government will provide hardware, software, tools, supplies and necessary test equipment to meet
Contractor bill of materials developed during Task Order execution.
7.5 Hazardous Duty Pay.
7.6 Period of Performance. The period of performance for this Task Order is 1 July 2011 through 30 June 2012.
7.7 Place of Performance. This Task Order proposal includes support to XXXXXXXXX.
7.8 Hours of Work. Normal working hours will be day shift, Monday through Friday (0730-
1630). There will be periods during which the Contractor will be required to work weekends, extended hours, and be on call for mission critical support.
8.0 Personnel. All positions in support of this Task Order are considered key positions. As such, contractor will submit resumes for all new and replacement candidates proposed.
