STATEMENT OF OBJECTIVES
FOR EVALUATION
75TH RANGER REGIMENT
ENTERPRISE INFORMATION SYSTEMS
AND
SOFTWARE DEVELOPMENT SUPPORT
17 December 2010
1.0 DESCRIPTION OF SERVICES: Support is required to fulfill requirements of the SITEC Specialty Services SOW, Section C, and paragraphs listed below in section 2.
2.0 PURPOSE: The purpose of this effort is to provide Enterprise Information Systems (EIS) services for Unclassified networks, SECRET ACCM networks, TOP SECRET/SCI networks, or any other network inside the 75th Ranger Regiment footprint; Software Development (SW Dev) Support services; and Distributed Computing (Desktop) support.
3.0 SPECIFIC REQUIREMENTS/DELIVERABLES:
3.1 Data Center Services: The Contractor shall:
3.1.1 Provide on-site Tier 2 (System Engineer), Tier 3 (Mid-Level Engineer) and Tier 4 (Senior
Engineer) support for the hardware and software functions listed below. Support shall include all related planning, engineering, integration, and IA operations in the area of Data Center Management including server and storage performance and process management, architecture, design, configuration, and technology management; server and storage security management and protection; standards and quality assurance management; transition management; and such other data center-related subject areas. All support will comply with applicable DoD regulations and Site Procedures.
3.1.1 Hardware support in accordance with SOW, Section C, Paragraph 5.1.3.1.
3.1.2 Software support in accordance with SOW, Section C, Paragraph 5.1.3.2.
3.1.3 OCONUS on-site hardware and software support (to include tactical capabilities (i.e., TACLAN Suites), as required in accordance with SOW, Section C, Paragraph 5.1.3.3.
3.1.4 Site data center requirements also include maintenance of a stand-alone test network, which must be maintained to simulate the “Operational” network. All Configuration Items (CI) will be deployed on the test network prior to service transition to the Operational network(s). CIs will be tested to ensure compatibility, functionality, and Information Assurance compliance, as a minimum. Deviation from this is at the discretion of the Site's Government Technical Lead (GTL) and/or Site's COR.
3.1.5 Data center requirements also includes support to an off-site Disaster Recovery/Distributed Computing site.
3.2 Network Services. The Contractor shall:
3.2.1 Provide on-site and off-site Tier 2 (Network Engineer), Tier 3 (Mid-Level Engineer) and Tier 4 (Senior Engineer) network engineering support network infrastructure, while working in conjunction with any service providers to ensure delivery of Enterprise-wide services. This support shall include all related planning and engineering, IT Service Management, and IA
Operations activities related to network services including strategic and tactical planning to identify, manage, and direct and translate objectives, requirements, resource constraints, IA risks, and schedule into logical, actionable elements to be implemented to achieve the parameters specified in the strategic plan.
3.2.2 Network Infrastructure support in accordance with SOW, Section C, Paragraph 5.1.2.1.
3.2.3 Voice, Video and VTC support in accordance with SOW, Section C, Paragraph 5.1.2.2.
3.2.4 OCONUS on-site installation, maintenance, testing and hardware support (to include TACLAN Suites), as required in accordance with SOW, Section C, Paragraph 5.1.2.1 and 5.1.2.2.
3.2.5 Site network requirements may also include maintenance of a stand-alone test network, which must be maintained to simulate the “Operational” network. All Configuration Items (CI) will be deployed on the test network prior to service transition to the Operational network(s). CIs will be tested to ensure compatibility, functionality, and Information Assurance compliance, as a minimum.
3.2.6 Network requirements also include support to an off-site Disaster Recovery/Distributed Computing site.
3.3 Distributed Computing. The Contractor shall:
3.3.1 Provide on-site distributed computing services, including but not limited to Installations, Moves, Adds, Changes (IMACs) and repair of various Configuration Items .
3.3.2 Operations. Implement, maintain, update, and assist in management of distributed computing service operations processes and procedures for the Participating Entity in accordance with SOW, Section C, Paragraph 5.1.4.1.
3.3.3 IMACs. Perform distributed computing IMACs in response to service requests to enable its end users to move in and have full connectivity and usage of all necessary computing services and network enclaves in accordance with SOW, Section C, Paragraph 5.1.4.2. The Participating Entity’s Government Technical Lead (GTL) or Contracting Officer Representative (COR) may dictate changes in IMAC priorities.
3.3.4 VIP Support. Provide enhanced support for specifically designated Site J Directorate Chiefs and other senior personnel, such as General/Flag Officers for on-site support and/or for dispatch to a residence or other location to resolve a distributed computing-related incident, problem, or service request as required by the Government Technical Lead (GTL) or Contracting Officer Representative (COR), in accordance with SOW, Section C, Paragraph 5.1.4.3.
3.3.5 VTC Site Operations. Provide support for both fixed and portable VTC suites and all system elements (e.g., video cameras, all projection screens, speakers, control consoles, control software, etc.), including initial installation, connection, and configuration, as well as on-going day-to-day setup and operational assistance for conducting video teleconferences in accordance with SOW, Section C, Paragraph 5.1.4.4.
3.4 Application Management. The Contractor shall:
3.4.1 Provide on-site management, maintenance, and modification of Commercial-Off-The-Shelf (COTS); and on-site development, management, maintenance, and modification of Government- Off-The-Shelf (GOTS) Software, Applications, and Databases as required in accordance with SOW, Section C, Paragraphs 5.1.5, 5.1.5.1 and 5.1.5.2.
3.4.2 Application/Database Maintenance. Provide application/database maintenance activities associated with repairing errors and defects of new or existing GOTS/COTS applications/databases in accordance with SOW, Section C, Paragraph 5.1.5.1.
3.4.3 Application/Database Development. Provide on-site development of undeveloped, new, or existing applications/databases as required in accordance with SOW, Section C, Paragraph 5.1.5.2.
4.0 SECURITY REQUIREMENTS.
4.1 Security shall be in accordance with the attached DD254. Contractor team individual(s) supporting this task shall be cleared at the Top Secret levels at the start of this task. Contractors shall require access to NIPRNET/SIPRNET, and JWICS computer systems only at government facilities. Contractor shall be authorized to courier classified information up to the “Secret” level in performance of official duties upon approval of and designation by the COR.
4.2 The Contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor’s management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
4.3 The Contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
5.0 REPORTS. CDRLs E001, E002, E003, E004, E005, E006, E007, E008, E009, E010, and E012 apply to this SOO. All documentation provided as a result of this Task Order shall be considered sensitive and not subject to public disclosure.
6.0 SERVICE LEVEL AGREEMENTS. Service Level Agreements F2 – F7 will apply to this task.
7.0 MATERIAL. The Government will provide necessary materials to complete this Task Order.
The government shall provide necessary office space for up to 14 contractor personnel and facilities for storage. The Government shall provide hardware, software, tools, supplies and necessary test equipment to meet Contractor bill of materials developed during Task Order execution.
7.1 Weapons. Contractor personnel are not authorized or allowed to carry or possess weapons of any kind to include firearms, explosives and knives other then pocket or belt size. Contractor personnel may be armed for self defense IAW the provisions of DODI 3020.41 when directed and approved by the Commanding General (CG) or other General officer designated by the CG. If this provision is enacted, an authorized firearm and weapons familiarization training will be provided by the government.
7.2 Personal Protective Equipment. Contractor personnel may require personal protective equipment (chemical protective suits and masks and/or body armor) will be issued by the government as required based on force protection concerns.
7.3 Government-furnished equipment (pager, cell phone, or other military personal equipment as needed and issued through Central Issuing Facility {CIF}) will be available to support this task order as required and deemed necessary by the government lead. All individuals supporting this effort that are required to be in an on-call status will be required to carry a pager or cell phone and respond in a timely manner.
8.0 PACKAGING, HANDLING, STORAGE, AND TRANSPORTATION. The Government will provide facilities for storage, if required.
9.0 HOURS OF WORK.
9.1 Standard hours of coverage are 0600-1800. On call Tier 2 support will be provided on-site
24/7/365. There will be periods during which the service provider will be required to work weekends, extended hours, and be on call for mission critical support.
9.2 This task may require weekly support exceeding the normal number of hours without the ability to compensate with time off. When individuals are deployed, they will be required to provide 12-16 hours a day, 7 days a week for extended periods.
10.0 PERSONNEL. All positions in support of this Task Order are considered key positions. As such, contractor shall submit resumes for all new and replacement candidates proposed.
10.1 Qualifications.
10.1.1 Information Assurance Certification. Certain positions, to be determined by the
Information Assurance Manager, will be required to obtain and maintain currency of the appropriate level Information Assurance certification, dependent upon level of network access/permissions, in accordance with DoDD 8570.01.
10.1.2 IT Certification. It is incumbent upon the Contractor to provide a professional IT workforce. Each IT contractor must possess current Industry certifications, i.e., Cisco (Associate, Professional), Microsoft (MCITP), etc.; and/or relevant field experience; and/or equivalent education commensurate with the subject IT discipline/position.
10.2 The contractor shall not reassign contractor personnel from this task order without prior approval of the Contracting Officer Representative. Any contractor reassignments will have a transition plan which will be approved and accepted by the Contracting Officer Representative.

Background: This instruction to offerors gives specific guidance to assist the contractors in the preparation of a proposal against the Statement of Objectives (SOO) for 75th Ranger Regiment
Enterprise Information Systems and Software Development Support Task Order under the
Special Operations Command Information Technology (SITEC) Specialty Services contract.
Provided as Attachments to the ITO: SOO, DD 254, SCI and FOUO Addendums
General Information:
Due Date of Proposals: The Task order proposal shall be submitted with the contractors initial contract proposal in accordance with the request for proposal.
Period and Place of Performance: 1 April 2011 – 31 March 2012, with 2, 1-year base option periods and 2, 1-year option periods. Place of Performance is onsite. The Government anticipates this work to be performed on site at 75th Ranger Regiment, which encompasses three CONUS locations at Ft. Benning, GA, Hunter AAF, GA, and Ft. Lewis, WA.
Travel: Travel will be required both CONUS and OCONUS (to include Hazardous Duty Locations).
Based on historical information, annual travel expenditures will be approximately $1M.
Historical Labor Requirements: This requirement was currently being accomplished via EITC Task
Order #859.

13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. While performing duties within HQ USSOCOM, AFSOC, NSW C, NSW G2, MARSOC, JSOC, USASOC, SOCCENT, SOCEUR, SOCSOUTH, SOCAFRICA, SOCKOR and SOCJFCOM owned and operated facilit ies, the contractor must also adhere to all service/component command/local security directives, regulations, and standard operating procedures at different contract performance locations. While performing at Military Service/Co mponent Command (USSOCOM, AFSOC, NSWC, NSW G2, MARSOC, or USASOC) owned and/or operated locations/facilities, the contractor will adhere to the respective Military Service/Component Command: Infor mation
Security Program, ADP and DoDIIS Programs, Physical Security Program, Industrial Security Program, and SCI/SAP Program (if applicable). Appropriate local service/component command security directives, regulations, and standard operating procedures will be provided by the requiring agency (normally through the Performance Monitor or component command COR) at these locations/facilit ies.
Prior approval of the contracting activity is required for subcontracting. Access to intelligence information requires special briefings and a
U.S. Government clearance at the appropriate level.
Train ing Requirement: Contractors performing on this contract at military installations are required to conduct command and u nit specific security training (OPSEC, EMSEC, At/FP, Etc.). This training will be provided by the responsible military organization.
IA requirements: Specific Informat ion Assurance requirements may be mandated and are authorized by the responsible command/un it where primary performance location is identified.
Contractor will be authorized to courier classified information up to the “TS/SCI” level in performance of official duties upon approval of and designation by the COR, PM, KO, and/ SSO.
AFSOC Requirement:
Provide the information requested by the Notificat ion of Government Security Activity clause and Visitor Group Security Agreements
Clause, AFFARS 5352.204-9000, to the Servicing Security Activity indicated in Item 13 above. Refer to the contract document for these clauses. The visitor group will operate per DoD 5200.1-R, AFI 31-401, AFI 31-601, Hurlburt Field supplements and unit security program operating instructions, plans and procedures.
USASOC Requirement (Ref 10f): Defense contractor personnel who require access to Army Special Access Program (SAP) informat io n, as defined by AR 380-381, shall agree to undergo random counterintelligence scope polygraph examinations, when requested by proper authority, to determine suitability for receiving and/or maintain ing access to SAP informat ion.
Contractors shall cert ify prior to contract award, or subs equent to award, but prior to the commencement of duties for new employees, that all personnel so identified have freely consented to such examination.
1. Contractor personnel who withdraw their consent at any time during their period of access shall be immediately removed from access to
SAP information, and such action shall be promptly reported to the contracting officer or such party as the contracting offic er may d irect.

3. Additionally, any requirement that contractor personnel shall undergo polygraph examinations needs to be clearly stated in the contract document.
All security vio lations/incidents will be reported to the responsible cognizant security office, facility security officer, contracting officer, and primary contract officer representative (PCOR) for the contract.
15. INSPECTIONS. Elements of this contract are outside the inspection responsibility of the Cognizant Security Office.

Defense Security Service is relieved of inspection responsibility within USSOCOM and/or each Military Service Component ( AFSOC, NSW C, NSW G2, MARSOC, and USASOC) owned and operated locations/facilities. Classified contract activities and performance at each
Military Service’s locations/facilities are governed by applicable service/component command/local security directives, regulat ions, and standard operating procedures and are the responsibility of the respective Security Officers. Collateral contractor classified operations conducted within military installations/facilities will be under the Security Cognizance of the services respective Security Management
Office. If applicable, SCI/SAP/ACCM portions of the contract fall under the purview of the location/facility SSO/SAPCO/FPCO.
Additional SCI/SAP/ACCM requirements/responsibilit ies may exist at different contract performance locations. The Performance Monitor or component command COR at these locations/facilities will provide specific information.

The following controls will apply to Sensitive Compartmented Information (SCI) provided under this contract.
1. Item 10e (2): Security clearances for contractors working within SCIF spaces must be adjudicated meeting Intelligence Community Policy Guidance (ICPG) 704.1, 704.2, 704.3, 704.4,
704.5 eligibility requirements. Prior approval of the contracting activity is required for sub-contracting. Access to intelligence information requires special briefings and a final U.S.
Government clearance at the appropriate level.1
2. Item 13: Department of Defense (DoD) 5105.21-M-1, Intelligence Community Policy
Guidance (ICPG) 704.1, 704.2, 704.3, 704.4, 704.5 and Director Central Intelligence Directive (DCID) 6/9, and Headquarters, United States Special Operations Command (HQ USSOCOM)
380-6, provide the necessary guidance for physical and information security measures and are part of the SCI security specifications for the contract.

4. Item 13: All SCI furnished to the contractor in support of this contract / delivery / task order remains the property of the DoD or the agency or command that releases the information.
Upon termination of the contract, all furnished SCI will be returned to the HQ USSOCOM
Special Security Office (SSO) or the prime contractor.
5. Item 14: This contract / delivery / task order requires that approximately fifteen (15) contract billets be established in order to fulfill the contractual obligations incurred. Access will be granted by the government agency. Upon completion or cancellation of the contract, the Contractor SSO (CSSO) will de brief or notify the HQ USSOCOM SSO to de brief all personnel not required for contract closeout and those billets will be disestablished.
6. Item 14: Names of contractor personnel requiring access to SCI and justification for SCI billets will be submitted to HQ USSOCOM SSO after contract monitor coordination. Billet justifications will include the contract statement of work. If a Single-Scope Background (SSBI) Investigation has not been completed upon approval of billets by the HQ USSOCOM SSO, the
CSSO will submit necessary forms to the Defense Industrial Security Clearance Office (DISCO) for an SSBI. An SSBI and access to SCI will comply with the National Industrial Security Program Manual. Upon completion of the SSBI, a nomination for SCI access will be submitted to HQ USSOCOM SSO.
7. Item 14: The CSSO will advise HQ USSOCOM SSO, through the contract monitor, upon reassignment of personnel to other duties not associated with this contract.
8. Item 14: The CSSO must coordinate with the SCI contract monitor before subcontracting any portion of SCI efforts involved in the contract. A separate DD Form 254 for the subcontractor will be processed and a copy provided to HQ USSOCOM SSO.
9. Item 14: The contractor will not use references to SCI access, even by unclassified acronyms, in advertisements, promotional efforts, or recruitment of employees.

11. Item 15: HQ USSOCOM SSO has exclusive security responsibility for all SCI released to the contractor or developed under this contract. DIA has delegated to the Defense Security Service authority for all inspections of the contractor to ensure compliance with SCI directives, regulations, and instructions.

PROTECTING "FOR OFFICIAL USE ONLY" (FOUO) INFORMATION
1. GENERAL:
a. The "For Official Use Only" (FOUO) marking is assigned to information at the time of its creation in a DoD User Agency. It is not authorized as a substitute for a security classification marking but is used on official government information that may be withheld from the public under exemptions 2 through 9 of the Freedom of Information Act (FOI A).
b. Other non-security markings, such as "Limited Official Use" and "Official Use Only" are used by non-DoD User Agencies for the same type of information and should be safeguarded and handled in accordance with instruction received from such agencies to the extent that such may be withheld from the public under exemptions 2 through 9 of the FOIA and marked in accordance with 2.c below. As used herein, “FOUO” markings shall only be applied to information described in 5 USC § 552(b), and shall also indicate the applicable FOIA Exemption. Contractor shall apply this Attachment 4A in a manner consistent with its policies implementing Section 15 of the Federal Advisory Committee Act, 5 USC App. § 15 (1997).
c. Use of the above markings does not mean that the information cannot be released to the public under FOIA, only that it must be reviewed by the Government prior to its release to determine whether a significant and legitimate government purpose is served by withholding the information or portions of it.
2. MARKINGS:
a. An unclassified document containing FOUO information will be marked "For Official Use Only" at the bottom of the front cover (if any), on the first page, on each page containing
FOUO information, on the back page, and on the outside of the back cover (if any). No portion markings will be shown.
b. Within a classified document, an individual page that contains both FOUO and classified information will be marked at the top and bottom with the highest security classification of information appearing on the page. If an individual portion contains FOUO information but no classified information, the portion will be marked, "FOUO."
c. Any "'For Official Use Only" information released to a contractor by a DoD User Agency is required to be marked with the following statement prior to transfer.
“This document contains information EXEMPT FROM MANDATORY DISCLOSURE
UNDER THE FOIA. Exemptions apply.”
d. Removal of the "For Official Use Only" marking can only be accomplished by the originator or other competent authority. When the "For Official Use Only" status is terminated, all known holders will be notified to the extent practical.
3. DISSEMINATION: Contractors may disseminate "For Official Use Only" information to their employees and subcontractors who have a need for the information in connection with a classified contract. Contractors must ensure employees and subcontractors are aware of the special handling instructions detailed below.
4. STORAGE: During working hours, "For Official Use Only" information shall be placed in an out-of-sight location if the work area is accessible to persons who do not have a need for the information. During nonworking hours, the information shall be stored to preclude unauthorized access. Filing such material with other unclassified records in unlocked files or desks, is adequate when internal building security is provided during nonworking hours. When such internal security control is not exercised, locked buildings or rooms will provide adequate after- hours protection or the material can be stored in locked receptacles such as file cabinets, desks, or bookcases.
5. TRANSMISSION: "For Official Use Only" information may be sent via first-class mail or parcel post. Bulky shipments may be sent by fourth-class mail. DoD components, officials of DoD components, and authorized DoD contractors, consultants, and grantees send FOUO information to each other to conduct official DoD business. Tell recipients the status of such information, and send the material in a way that prevents unauthorized public disclosure. Make sure documents that transmit FOUO material call attention to any FOUO attachments. Normally, you may send FOUO records over facsimile equipment. To prevent unauthorized disclosure, consider attaching special cover sheets, the location of sending and receiving machines, and whether authorized personnel are around to receive FOUO information. FOUO information may be passed to officials in other departments and agencies of the executive and judicial branches to fulfill a government function.
Mark the records "For Official Use Only" and tell the recipient the information is exempt from public disclosure under the FOIA and requires special handling. Electronic transmission of FOUO information, e.g., voice, data or facsimile, and e-mail, shall be by approved secure communications systems or systems utilizing other protective measures such as Public Key
Infrastructure (PKI), whenever practical.
6. DISPOSITION: When no longer needed, FOUO information must be shredded.
7. UNAUTHORIZED DISCLOSURE: Unauthorized disclosure of "For Official Use Only" information does not constitute a security violation but the releasing agency should be informed of any unauthorized disclosure. The unauthorized disclosure of FOUO information protected by the
Privacy Act may result in criminal sanctions and disciplinary action may be taken against those responsible.
