Questions & Answers H92222-10-R-0018

TCCC

57. Refurbishment/Replacement CLINs - The replacement of consumables and expended items is subject to how often a kit is used and the extent to which a kit or an item needs to be refurbished.

Should we price a full refurbishment of the kit (100% depletion of all contents)? If not, please clarify how this CLIN should be priced.

The evaluators are expected to use the consumables, patches, cables, and other small items as well as the ropes and other safety equipment. These items will be identified by the Program Management Office to the integrator to ensure a complete replenishment of the Set is available at the test site. The Replenishment of consumables will be required after each scenario/test is complete; these are items that are expended or exhausted and will be re-ordered on NTE contract line item.

Replacement items must be priced IAW the proposed Parts List as priced and evaluated in your proposal.

This Parts List will be incorporated into the resultant contract(s) awarded to the winner(s) of this competition.

Would a flat rate for Kit refurbishment + cost of goods needed be acceptable?

A flat rate is not acceptable. The Refurbishment of equipment kit is expected after each location, as required.

This CLIN will be a NTE dollar amount during the PDM phase. All required replenishment and/or refurbishment requirements will be ordered by individual delivery orders issued after completion of testing at each location. Replenishment items will be identified by the Program Management Office and the Prime Integrator to ensure a complete replenishment capability is available at the test site. Refurbishment may be required after each scenario/test is complete. These are items that are damaged but repairable and will be ordered on NTE contract line item. If damaged beyond repair or if the cost of repair exceeds 60% of the replacement cost, replacement items shall be provided.

58. We would like to officially request that this Solicitation be extended to allow for additional time to price emerging technologies specified and ensure the best price for the Government.

The proposal due date has been extended from 20 May 2010; 1:00 PM EST to Proposals will be due no later than 25 May 2010, 12:00 PM EST.

59. Will the government provide an FSS purchase authority letter for equipment?

The contracting office will not enter into a relationship between vendors. All vendor relationships must be established through or with the Prime Integrator and their subcontractors.

60. Will the government provide GSA and GAO purchase authority for those items that are Military/government unique, such as DD Forms or special tool kits?

No unique Government forms or Government special tool kits are being requested.

61. Regarding Section 4.1.5.2.8.1 "Patient communications sets must be compatible with SOF Comms (Maritime Integrated Communications Helmet (MICH)) Land Communications), Is the contractor to provide pricing for full kits including radio, helmet mic and headsets and what SOF Comms gear does the Government want these systems to be compatible with? We have discussed this requirement with technical leads at major manufacturers, but the resounding response is that these systems could vary greatly depending on unit, mission, or purchasing agent within the Government. Can you please provide guidance regarding general specs and/or systems that this Comms gear should be compatible with?

System must be compatible with the MICH Maritime Communications Suite sold by Television Equipment Associates.

http://www.swatheadsets.com/MICHMaritime.htm

The intent of the system is to allow both medic to patient and medic to medic communications in high noise environments. The medics and patients will use their existing radios, headsets and helmet. The interface being asked for will allow one user to plug directly into the headset system of another user. The system should be 3 foot 30minute submersible in salt water. The system should not emit RF that will interfere with RF communications in and around its environment. The system should be operationally suitable in size.

62. We are confused by the amount of overlap in subject matter to be addressed in Sections L and M.

For example, on page 102 in Section L, Paragraph 2.1.2.2 Sub-factor 2: Maintenance Support Plan asks for our “understanding of the requirement and…ability to sustain shelf life items, Potency & Dated (P&D) Items, . . . define the mechanisms for interaction and sustainment of medical equipment and P&D items.” The rest of the sub-factor addresses issues such as “cyclic-maintenance,” “calibration,” “equipment required to conduct calibration”, “level of training to conduct maintenance or calibration” and a “plan for items that are unable to be maintained at the unit or depot level.”

a. How does the information regarding “P&D items” in Sub-factor 2 relate to the information requested in Paragraph 2.1.2.4, Sub-factor 4: Management of P&Ds?

b. Why are we being asked to discuss P&D items in the same sub-factor as “maintenance,”

“calibration,” and “training required to conduct maintenance” when P&D items are again asked for in Sub-factor 4?

This is also confusing because on page 106 in Section M, Paragraph 2.1.2.2, Sub-factor 2 there is no mention at all of either “shelf life” or “P&D items” in the evaluation of the maintenance support plan.

On page 102 in Section L, Sub-factor 3: Logistics management of medical material asks for a “Logistics Plan that details the sustainment methodology of the sets to include . . . cyclic maintenance, . . . “

c. Why are we being asked to detail the sustainment methodology for cyclic maintenance in Sub-factor 3 when Sub-factor 2 also asks us for our “understanding of the requirement and…ability to sustain . . . items requiring cyclic maintenance and/or calibration?”

This is also confusing because on page 106 in Section M, Para 2.0 Proposal Evaluation, under Sub-factor 3 there is no mention of “cyclic maintenance” in the evaluation of the logistics plan.

The solicitation Section L and M updates on Amendment 01. See solicitation amendment 01.

63. Section B pricing does not extend below pricing for Modules. However, page 103 in Section L, para. 2.3.3., states, “If applicable, catalog pricing containing detailed price list for any scheduled item shall be furnished.”

Are we being asked to provide individual item pricing?

Yes. The Offeror IAW section L 2.3.1, the offeror proposal shall include detail contents of each kit to include pricing.

Does “scheduled item” refer to “scheduled drugs” or “GSA scheduled items”?

The Scheduled items referenced Regulated Substance Drugs.

64. What is the expected turn-around time for refurb/replenish?

Replenishment expected turn-around time is 12 hours and shall be accomplished onsite. These items will be identified (by PMO) to the maximum extent.

Refurbishment is in between sites. The Prime integrator expected turn-around is 30 days. Refurbishment items will be identified (by PI and PMO) after evaluation testing is complete and prior to the next evaluation testing PDM phase to ensure the Integrator can meet the requirements without guess work and added expense.

65. When and How will the Prime Integrator be notified of the Testing order for offerors - Identify rotation for offeror evaluation of PDM.

The Government will pick random order and change that order for the second evaluation. The evaluation selection criteria will remain the same for all offerors. Subject to weather conditions dates will be firm.

Notification will be forwarded in a timely manner due to any possible changes in weather conditions.

Evaluation Cycle: The offeror will be place in a lottery system, Integrator 1, Integrator 2 and Integrator

3. The time frames will be identified to each offeror when to report. The offeror must verify report times to the contracting office 48 hrs after receipt of notice.

66. 4.1.4.5.5 states "The T-4 Module shall have the capability to warm blood to 32° C (T) 38°

C (O) for casualty transfusions similar to the "Golden Hour Container. 2

The Golden Hour Container is used for keeping blood cold. What are they trying to say?

The requirement is to keep the blood warm. The container size, shape, power etc. shall be similar to the 'golden hour container'.
