1.0 Marking
1.1 General marking: In addition to any special markings called out by the contract, all unit packages, intermediate packs, and exterior shipping containers shall be marked in accordance with MIL-STD-129P, Change 4, dated 19 September 2007 (Standard Practice for Military Marking). The contractor is responsible for application of the special markings as discussed in the Military Standard regardless of whether specified in the contract or not.
Special markings include, but are not limited to, shelf-life markings and transportation special handling markings.
The marking of pilferable and sensitive materiel will not identify the nature of the materiel. Unless otherwise specified, shipments shall have the address markings applied to the identification marked side of the exterior shipping container. The following shall be marked “FROM: name and address of consignor and TO: name and address of the consignee”.
2.0 Military Shipment Labels (MSLs): The MSLs may be created using commercially available program. These commercial programs can generate a MIL-STD-129 and Defense Transportation Regulation compliant MSLs package labels. Insure that the “ship to” and “mark for” in-the-clear delivery address is complete including:
consignee’s name, organization, department name, office, building, room, street address, city, state, country code, and DODAAC.
3.0 Hazardous Materials
Hazardous Materials is defined as a substance, or waste which has been determined by the Secretary of Transportation to be capable of posing an unreasonable risk to health, safety, and property when transported in commerce and which has been so designated. (This includes all items listed as hazardous in Titles 29, 40 and 49 CFR and other applicable modal regulations effective at the time of shipment.)
4.0 Packaging and marking for hazardous material shall comply with the requirements for the mode of transport and the applicable performance packaging contained in the following documents:
International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air
International Maritime Dangerous Goods Code (IMDG)

5.0 Product Material Safety Data Sheets (MSDS): The MSDS is required to be included with every unit pack and intermediate container and shall be included with the packing list inside a waterproof sealed pouch attached to the outside of the package.
6.0 Packaging
6.1 Packing slip requirements: The vendor must use a COMBO report that is generated from Wide Area Work Flow (WAWF) for all complete sets, modules, and individually shipped items delivered to Special Operations Forces Supply Activity (SOFSA). Each package shipped into SOFSA is required to include two copies of the COMBO report; one attached inside a waterproof sealed pouch to the exterior and the other inserted into the package.
7.0 Complete CASEVAC Set requirements: Complete CASEVAC sets delivered to Special Operations Forces Supply (SOFSA) must be packaged inside one stackable container that is moveable by a forklift or pallet jack. The prime integrator is required to provide a diagram inserted into each module containing photographs of each item included in that module plus an itemized list for that module. The itemized list must be separated into two categories. The first of the two categories will include all items that have special requirements (e.g., requires calibration, requires periodic preventative maintenance, items with a limited shelf life, hazardous material, or controlled substances). The second of the two categories will include all the remaining items of the module. All items classified as hazardous material must contain the material safety data sheet (MSDS) for that item, and the container should be marked appropriately. Contents of each module should be packed inside the module container but are not required to be in any specific order within that container.
8.0 Complete Module requirements: The contents of each module should be packed inside the module container but are not required to be in any specific order within that container. The prime integrator is required to provide a diagram containing photographs of each item included in the module and an itemized list for that module. The itemized list will include the NSN, nomenclature, special requirements and quantity of each item.
9.0 SPARES or Parts: The prime integrator is required to provide an itemized list, within each package that documents the NSN, nomenclature, special requirements, quantities, and the corresponding module(s) of each item, for packages containing multiple items of different nomenclatures. All items classified as hazardous material must contain the material safety data sheet (MSDS) for that item, and the container should be marked appropriately.
