DHA DAD IO/J-6 Geographic Service Provider(s) (GSPs) Problem Statement

The DEFENSE HEALTH AGENCY (DHA) is issuing this Problem Statement as a means of conducting market research to identify parties having an interest in advancing the DHA Deputy Assistant Director Information Operations/J-6 (DAD IO/J-6) standardizing, organizing, and providing robust and highly available IT support services to support Military Treatment Facilities (MTFs) and Other Lines of Business (OLB). This endeavor will acquire and align Geographic Service Provider (GSP) IT support services under the Military Health System (MHS) Enterprise Information Technology Services (EITS) initiative. The result of this market research will contribute to determining the GSP method of procurement.
There is no solicitation at this time. This Problem Statement does not constitute a Request for Proposals (RFP). Submission of any information in response to this Problem Statement is purely voluntary; the Government assumes no financial responsibility for any information or costs incurred. All costs associated with responding to this notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued.
Problem:
IT support services at the MTFs and OLBs are one of the largest IT cost drivers for DHA. IT support services are not currently standardized across the MHS. The DHA seeks to harmonize delivery of IT support services to MTFs/OLBs, therefore, maximizing efficiency and providing responsive IT support capability to optimize processes, staffing, and tools.
The DHA is the “centerpiece of MHS governance reform” (Deputy Secretary of Defense March 11, 2013, memorandum, Implementation of Military Health System Governance Reform) with the intention of tighter integration of healthcare delivery systems to achieve medical readiness, improve health of people, enhance experience of care, and lower healthcare costs. As a result, the Department of Defense (DoD) began a multi-year transition of MTFs from the military departments to the DHA for the purposes of implementing an integrated system of readiness and health required by sections 702 and 703 of the FY 2017 National Defense Authorization Act (NDAA) and updated in sections 711 and 712 of the FY 2019 NDAA.
Consistent with NDAA mandates, DHA established the MHS EITS initiative to provide a framework for transforming MHS IT from the current decentralized model to centralized management and coordination with distributed delivery. The MHS EITS strategy includes three major components: EITS Integrator (EITSI), Capability Service Providers (CSPs), and GSPs (GSPs are the focus of this Problem Statement).
1) EITSI contractor specializes in coordination, integration, and management activities and replace certain existing Enterprise contracts, including the DHA Global Service Center (GSC). The EITSI acquisition is currently under evaluation with award planned for 4th Quarter FY21
2) Capability Service Providers (CSPs) are specialist contractors that provide a particular IT capability and provide it to the entire MHS Enterprise

3) Geographic Service Providers (GSPs) are contractors that perform a wide variety of IT tasks and services for MTFs/OLBs spanning a defined geographic area
Currently the contracted IT support capabilities across MTFs and OLBs are decentralized and predominately managed at the local level. The capabilities vary by MTF/OLB size and generally include the following IT services scope areas:
1. Local IT Service Desk Support Services
2. Application and Web Development Support Services
3. Identity Management and Windows Desktop Support Services
4. Data Center Operations Support Services
5. Information Assurance Support Services
6. Network Operations Support Services
7. Telecommunications (Analog and Digital) Support Services
8. Clinical Informatics Support Services
9. Information Business Operations
There are approximately 103 contracts with a total annual value of $146M across 65 MTFs and 10 OLBs worldwide; 85 of the 103 (~83%) fall into the small business category.

Future State: The MHS EITS framework will transform the way DHA provides IT support services across the enterprise. The EITSI, which is based on the Multisourcing Services Integrator (MSI) model, provides the governance structure to promote the transformation efforts while the Service Providers, including the GSP(s), provide IT services to the MTFs/OLBs based on best business practices while maintaining acceptable service levels and performance metrics.
Goals:
The overall goals of this effort are to enable the DAD IO/J-6 to reduce variability through standardization of IT service delivery and support processes, provide high quality services, and realize cost efficiencies.

POTENTIAL SCOPE OF SOLUTION:
The DHA IT Enterprise supports multiple Continental United States (CONUS)/Outside the Continental United States (OCONUS) MTFs/OLBs, of which half are inpatient facilities and half are smaller or ancillary clinics to include administration or educational research installations.
Key attributes of this requirement are:
1) Number of physical buildings: ~1,200
2) Number of network connected devices: ~850,000
3) User base, half of which are healthcare providers: ~250,000
4) Service Desk (GSC) calls per month: ~90,000 (~2,600 are for Tricare On-Line support)
DHA is seeking innovative solutions and approaches to this Problem Statement as opposed to a simple replacement or recompete of current contracts and services.
INFORMATION SOUGHT BY DHA:
DHA requests white papers in response to this Problem Statement. White papers shall be no more than 10 pages and at a minimum address the following information:
1. Provide the following information about your company. If submitting a team response, please include the requested information for all companies on the team:
a) Company Name
b) Point of contact (POC)
c) Address
d) POC Phone Number
e) POC email address
f) Business Type (e.g., Large Business, Small Business, Small Disadvantaged Business, 8(a), HUBZone, Woman-owned Small Business, Service Disabled Veteran-owned Small Business, Veteran-owned Small Business)
g) Indicate if your company anticipates transitioning to other than a “Small Business” in the next eighteen months
h) Indicate if your company possesses a Facility Security Clearance. If so, indicate at what level
i) Contract vehicles your company has been awarded that address the scope of services described in this RFI. For each contract vehicle, specify:
• Agency (include point of contact, email, and phone number)
• Vehicle name and type (e.g., IDIQ contract, Blanket Purchase Agreement)

• Prime or Subcontractor
• Period of Performance
2. Discuss relevant prior project experience (government or commercial)
3. Recommended approach and/or solution to the GSP Problem Statement, including how it works within the MHS EITS strategy of EITSI, CSPs, and GSPs; include recommendations for participation by small businesses as prime and subcontractor or other partnership agreement(s)
4. How would your recommended solution be measured and priced (pricing models, not prices)
5. Please recommend any commercial companies with relevant solutions (i.e., best practice leaders)

This notice does not obligate the Government to award a potential contract or otherwise pay for the information provided in response. The Government may invite certain respondents to an in-person meeting as a follow-up to this Problem Statement. The Government will not pay for expenses related to this in-person meeting.
The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10.
CONFIDENTIALITY:
No proprietary, classified, confidential or sensitive information should be included in your response. Industry responses will be shared with DHA staff for the purpose of market research.
The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
RESPONSE INSTRUCTIONS:
Email responses to christopher.d.rieper.civ@mail.mil on or before 4:00 p.m. (local San Antonio, TX time) 09 August 2021.
Response should be no more than 10 pages total, single-spaced, 1-inch margins, minimum 11-point font size for text and 9-point size for tables and figures.
Additionally, DHA encourages respondents to forward this Problem Statement to any other industry partners that may be interested in responding or have relevant solutions or capabilities.
