This special notice from the Defense Health Agency announces the development of the Military Health System Enterprise Information Technology Services Geographic Service Provider requirement. The notice will serve as an ongoing communication platform to provide information and solicit feedback from industry partners on shaping the GSP requirement. Initial responses were due by August 9, 2021 to provide input on the attached problem statement, scope document, and list of potential GSP facilities. The special notice indicates this process will continue to evolve over the next year as additional documents are posted to further develop the GSP requirement. Responses should be submitted to the specified contracting officer to assist the agency in defining the needed products and services and refining the acquisition approach for the future GSP contract.

1.0 Introduction

2.0 Education and Experience
There are equivalencies the Contractor may use for satisfying the required experience on an exception basis. The tables below detail the allowable substitutions of education and experience.
Additional educational achievements, certifications, or professional licenses in excess of requirements can be substituted for two (2) years of relevant experience or education requirements, if approved by the Contracting Officer Representative (COR), and within the guidance of the table below Table 1: Education Obtained and Years of Experience Credited.

3.0 Commercial Certificates
Labor Roles that require the DoD 8570.01-Manual Information Assurance Technical (IAT) and/or Information Assurance Management (IAM) level(s) must have prior to performing any tasks under the contract the proper certificate(s) to satisfy each requirement as directed in the following link: DoD Approved 8570-M Baseline Certifications <https://public.cyber.mil/cw/cwmp/dod-approved-8570-baseline-certifications/>.
Labor roles that have an ITIL 4 Foundation certificate requirement may initially be filled by individuals using an ITIL 3 Foundation certificate in lieu of the ITIL 4 Foundation certificate; but must obtain and have the ITIL 4 Foundation certificate within 60 days of performing contract tasks and deliverables.
Certifications listed under labor roles below are required for that labor role and must be obtained prior to performing any tasks under the contract, except for certifications specifically labeled as “preferred”.
Certifications that may be labeled below as “preferred” for a certain labor role are not required certifications for that labor role(s) but possession of a preferred certification would be viewed by the Government as beneficial to contract performance.
4.0 Citizenship Status
Each individual performing under this contract shall be a citizen of the United States of America, or an alien who has been lawfully admitted for permanent residence. Any exceptions must be approved by the DHA security office and the Contracting Officer and, if approved, may also be subject to federal export control laws and regulations.
Contractors shall identify the names and citizenship of all non-U.S. citizens proposed to work under the contract.
Any additions or deletions of non-U.S. citizens shall be reported to the Contracting Officer.
5.0 Security Clearances
Personnel Security Clearances are only required for certain tasks under this contract. The SECRET security clearance will be detailed by the Task Order (TO).
6.0 Key Personnel
The Contractor shall provide resumes in advance of task order performance for validation by the Government when staff are identified as key personnel in the task order. Any GSP Labor Category may be identified as Key Personnel in a task order PWS.

Application Engineer - Level II Role Designation: Application Engineer - Level II IT Security Designation: ADP/IT-II Investigation Required: Tier 3 (T3) IA Technical/Management Designation: IAT II (required) and Computing Environment (CE) if privileged access is required for lab, test or production environments.
Commercial (Baseline) Certificates: IAT II: Please see Section 3.0 Commercial Certificates for DoD 8570.01-M certificate requirement, CE: Professional level certificate for supported technology as approved by the COR.
Experience in this Discipline: Four (4) years of progressive experience demonstrating the required proficiency.
Functional Responsibility: The Application Engineer - Level II provides knowledge in design, architecture, development, testing and administration. May monitor existing systems for structural integrity and oversee the development and installation of new hardware and software. Will install and configure operating systems, other software and routinely test installed software for error detection and other issues.
This position provides technical direction to IT support staff. The Application Engineer – Level II designs and implements security systems and redundant backups to maintain data safety. The Application Engineer
- Level II writes custom scripts to reduce the need for human intervention and create automated solutions for the enterprise. This position establishes multi-platform versions of the software package, and write tests for existing and created code to ensure compatibility and stability.
Designs, develops, and implements business applications using current technologies and architect solutions in SharePoint Portal Server (SPS) and Windows SharePoint Service (WSS). Must have expert level knowledge in the administration, configuration and customization of SPS and be able to architect and develop technical solutions from business requirements, as well as be able to take current business rules and provide improvements. Will be required to present and defend technical solutions and designs to clients. Will develop design documents (i.e., technical specification documents, functional requirement documents, and object modules, system test plans).
Minimum Education: Bachelor’s degree and/or equivalency.

Functional Responsibility: The Application Programmer - Level II is responsible for activities such as program design, coding, testing, debugging or documentation, for example:
(a) Designing and building web pages using a variety of graphics software applications, techniques, and tools.
(b) Designing and developing user interface features, site animation, and special-effects elements.
Contributes to the design group’s efforts to enhance the look and feel of the organization’s online offerings.
(c) Designs the website to support the organization’s strategies and goals relative to external communications.
This individual has technical knowledge and responsibility for all phases of applications systems analysis and programming. Understands the business or function for which application is designed. The Application Programmer – Level II may write programs according to specifications, which may be provided by Engineers, technical architects, or other computer scientists. The Application Programmer - Level II updates, repairs, modifies and expands existing computer programs.
Minimum Education: Bachelor’s degree and/or equivalency.
Application Programmer - Level III Role Designation: Application Programmer - Level III IT Security Designation: ADP/IT-II Investigation Required: Tier 3 (T3) IA Technical/Management Designation: IAT II Commercial (Baseline) Certificates: IAT II: Please see Section 3.0 Commercial Certificates for DoD 8570.01-M certificate requirement.

Functional Responsibility: The Application Systems Analyst - Level II may oversee the implementation of required hardware and software components for approved applications, coordinate tests of the application system to provide proper performance, or develop diagrams and flow charts for computer programmers to follow. The Application Systems Analyst - Level II reviews, analyzes, and modifies programming systems, including encoding, debugging, and installing to support an organization's application systems. The Application Systems Analyst - Level II develops application specifications, identifies the required inputs, and formats the output to meet users' needs.
Minimum Education: Bachelor’s degree and/or equivalency.
Business Analyst - Level II Role Designation: Business Analyst - Level II IT Security Designation: None (Not an Information Systems position) Investigation Required: Tier 1 (T1) IA Technical/Management Designation: Not Required Commercial (Baseline) Certificates: Not Required Experience in this Discipline: Four (4) years of progressive experience demonstrating the required proficiency.
Functional Responsibility: The Business Analyst - Level II may provide knowledge in business process and system analysis, design, improvement, and implementation efforts or in translating business process needs into technical requirements. The Business Analyst - Level II uses available computer systems resources and personnel to carry out analysis to support management's quest for performance improvement, to determine the most useful business solution. The Business Analyst - Level II may implement a comprehensive management plan for each project and hold regular stakeholder meetings to keep all interested parties updated in project progress. The Business Analyst - Level II also determines and documents user requirements for business processes and abide by those requirements for future projects.
The Business Analyst - Level II reviews and analyzes information, forecasts, methods, schedules, systems, processes and procedures.
