The information provided today reflects current Government intentions of how this acquisition should be carried out, and is subject to change based on a variety of circumstances, including input from Industry.

The final RFP is the only document that is relied upon in determining the Government’s requirements.

Solicitation Components: Special Terms & Conditions Compliance with 52.219-14 (DEVIATION 2021-O0008), Limitations on Subcontracting Subcontracting plan, or similar information may be required along with annual reporting of adherence to the plan MHS EITS Cooperation Agreement Additional Terms and Conditions may be added at the IDIQ or Task Order levels for operating within the integrated environment and delivering in cooperation with the other service providers and vendors Cross-teaming is prohibited

Solicitation Components: Special Terms & Conditions Off-Ramp: The Government reserves the unilateral right to off-ramp non-performing Contractors. Off- ramping methods may result from one of the following conditions:

Permitting the Contractor’s GSP IDIQ contract term to expire instead of exercising the optional ordering period.

Debarment, Suspension, or Ineligibility as defined in Federal Acquisition Regulation (FAR) Subpart 9.4.

Termination as defined in FAR Part 49 4.

Failing to meet the contract standards of performance, deliverables, or compliances.

Failing to meet maintain a competitive posture in responding to or winning competitive Request for Task Order Proposals.

On-Ramp: The Government may on-ramp additional contract holders at a period in time determined by the PCO, to ensure a sufficient pre-qualified pool of contract holders. The on-ramp process would be executed and conform to the following:

A release of a solicitation or solicitation amendment as a Small Business Set Aside under then-applicable federal procurement law.

Any award decision would be based upon substantially the same evaluation scheme as the original GSP solicitation.

The terms and conditions of any resulting IDIQ awards from an on ramp, would be materially identical to the original GSP solicitation.

The ordering period and period of performance for additional IDIQ awards resulting form the on ramp would end on the same date as that of the original GSP IDIQ holders.

If awarded an IDIQ through the on ramp, any new IDIQ holder is eligible to compete for orders with the same rights and obligations as any original GSP IDIQ holder.

Solicitation Components: OCI OCI exists for the following contractors with work related to MHS EITSI Blanket Purchase Agreement:

Perspecta Enterprise Solutions, LLC- EITSI Prime Capgemini Government Solutions LLC- EITSI (Prime Teammate) Guidehouse LLP- EITSI Major Subcontractor Tenacity Solutions- EITSI Major Subcontractor Additional OCI exists for the following contractors performing acquisition support services for MHS IT requirements:

Amyx Inc TDC Consulting LLC ZYGOS Consulting LLC Solicitation requires an OCI mitigation plan from all team members

Basis of Award Request for Proposal (RFP) issued in accordance with FAR:

Part 12, Commercial Items/Services Part 15, Contracting by Negotiation Subpart 16.5, Indefinite-Delivery Contracts MA IDIQ contract will result Future Task Orders to be competed among IDIQ holders Intent is to award without discussions

Award will be made to each and all qualifying Offerors Per FAR 2-101(b), a qualified/qualifying Offeror is one that:

“(i) is determined to be a responsible source;

(ii) submits a technically acceptable proposal that conforms to the requirements of the solicitation;

(iii) the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing.”

Price or cost will not be considered as an evaluation factor for award of the basic MA IDIQ contracts, but price will be one of the factors in the selection decision for each future Task Order placed under the MA IDIQ.

The Government will evaluate Offeror’s qualifications on an Acceptable /Unacceptable basis only.

Technical acceptability will be determined using an Offeror-completed self-attestation worksheet, i.e., Technical Qualification Worksheet and supporting evidence Support Qualifications Scope Area Qualifications Geographic Breadth Qualifications Performance Validation The Government will assess proposals to determine if any information provides a reason to believe the Offeror would likely offer other than fair and reasonable pricing when competing for future Task Orders Review of information submitted in the Offeror’s proposal Certification stating that the Offeror follows generally accepted accounting practices and has not knowingly submitted cost or pricing data which were incomplete, inaccurate, or not current to the Any (if applicable) Forward Pricing Rate Agreements, Forward Pricing Rate Recommendation, and any Defense Contract Audit Agency audits regarding the Offeror’s accounting system The Offeror’s representations and certifications Any other information the Government obtains from its information system(s) or other legitimate sources of information

Proposal Instructions Content and Organization Five Volumes:

Volume I – Administrative Volume II - Support Qualifications Volume III - Scope Area Qualifications Volume IV - Geographic Breadth Qualifications Volume V - Performance Validation Each Volume shall include a cover file with a table of contents and glossary of all abbreviations and acronyms used File and Evidence Naming Restrictions GSP Technical Qualification Worksheet Self-attestation tool to be used in conjunction with corresponding evidence to validate qualifications have been met All open/empty cells fully completed and submitted once with proposal

Volume I – Administration Representations and Certifications Joint Ventures Proposed Subcontractors Organizational Conflicts of Interest Mitigation Plan Past Performance Consent Letters Responsibility Determination Support Fair and Reasonable Pricing Determination Support

Volume II - Support Qualifications GSP Technical Qualifications Worksheet completed for Support Qualifications Corresponding Evidence submitted as part of Volume II proposal Support Area 1: Performance as a Prime Contractor Managing Multiple Subcontractors Up to three recent, reference projects One referenced project as a Prime contractor with two or more subcontractors simultaneously, or up to three referenced projects as a Prime contractor each with one or more subcontractors performing simultaneously If only one referenced project is submitted it shall come from the small business prime or a small business Joint Venture member.

If two reference projects are submitted, they shall both come from the small business prime or a small business Joint Venture member.

If three reference projects are submitted, at least two shall come from the small business prime or a small business Joint Venture member.

Support Area 2: Supplier Performance Risk System Assessment for the Prime or joint venture, or an assessment for each individual member of the joint venture demonstrating compliance with DFARS clause 252.204-7012, which implements NIST SP 800-171.

The certification(s) shall be a screen shot from the SPRS indicating the assessment has been submitted.

Support Area 3: Multiple Award Contract for DoD IT Services Up to two recent, reference projects Referenced project(s) shall be for competitively awarded orders against Multiple Award Contract(s), and be for any DoD IT Services.

At least one referenced project shall come from the small business prime or a small business Joint Venture member.

The referenced projects shall collectively have an obligated or funded value exceeding $30 million total or $10 million in any one year.

Support Area 4: Facility Clearance A certification for the Prime or Joint Venture, or a certification for each individual member of the Joint Venture.

The certification(s) shall indicate a Secret or higher facility clearance level.

Volume III – Scope Area Qualifications GSP Technical Qualifications Worksheet completed for Scope Area Qualifications Corresponding Evidence submitted as part of Volume III proposal Qualifications related to Scope Areas 8 and 9 will not be considered and do not need to be addressed.

Combined Scope Areas 1, 2, and 5 Up to two recent, reference projects At least one referenced project shall come from the small business prime or a small business Joint Venture member.

Evidence submitted shall collectively address all the qualifications listed under each of the three scope areas.

Scope Areas 3: Identity Management and Desktop Support Up to three recent, reference projects At least one referenced project shall come from the small business prime or a small business Joint Venture member.

Evidence submitted shall collectively address all the qualifications listed under the scope area.

Scope Areas 4: Data Center Operations Up to three recent, reference projects At least one referenced project shall come from the small business prime or a small business Joint Venture member.

Evidence submitted shall collectively address all the qualifications listed under the scope area.

Scope Areas 6: Network Operations Up to three recent, reference projects At least one referenced project shall come from the small business prime or a small business Joint Venture member.

Evidence submitted shall collectively address all the qualifications listed under the scope area.

Scope Areas 7: Telecommunication Up to three recent, reference projects At least one referenced project shall come from the small business prime or a small business Joint Venture member.

Evidence submitted shall collectively address all the qualifications listed under the scope area.

Volume IV – Geographic Breadth Qualifications GSP Technical Qualifications Worksheet completed for Geographic Breadth Qualifications Corresponding Evidence submitted as part of Volume IV proposal For each Geographic Areas Up to two recent, reference projects At least one referenced project shall come from the small business prime or a small business Joint Venture member.

Geographic Area 1: OCONUS, plus SOFA and/or DOCPER System Evidence submitted shall collectively address all the following qualifications:

Services performed relate to at least one of the GSP Scope Areas, as described in the GSP PWS.

Services were performed in one or more of the following countries: Germany, Spain, Italy, United Kingdom, Turkey, Japan (including Okinawa Islands), or Korea.

Services performed included experience staffing personnel in a country where SOFA status was granted and/or personnel processed through the DOCPER system.

Geographic Area 2: Northwest Evidence submitted shall collectively address all the following qualifications:

Services performed relate to at least one of the GSP Scope Areas, as described in the GSP PWS.

Services were performed in at least two of the following states: Washington, Oregon, Idaho, Montana, Wyoming, Utah, Colorado, Kansas, Nebraska, South Dakota, or North Dakota.

Geographic Area 3: National Capital Region Evidence submitted shall collectively address all the following qualifications:

Services performed relate to at least one of the GSP Scope Areas, as described in the GSP PWS.

Services were performed in at least two of the following areas:

the District of Columbia, Montgomery, Prince Georges, Anne Arundel, Frederick, or Charles counties in Maryland, and/or Arlington, Fairfax, Loudon, Prince William, or King George counties in Virginia.

Geographic Area 4: Southwest Evidence submitted shall collectively address all the following qualifications:

Services performed relate to at least one of the GSP Scope Areas, as described in the GSP PWS.

Services were performed in at least two of the following states: California, Nevada, Arizona, New Mexico, Texas, or Oklahoma.

Geographic Area 5: Northeast Evidence submitted shall collectively address all the following qualifications:

Services performed relate to at least one of the GSP Scope Areas, as described in the GSP PWS.

Services were performed in at least two of the following states: Minnesota, Wisconsin, Iowa, Illinois, Missouri, Indiana, Michigan, Ohio, Kentucky, West Virginia, Virginia, Pennsylvania, Maryland, Delaware, New Jersey, Rhode Island, Connecticut, Massachusetts, New York, Vermont, New Hampshire, or Maine.

Geographic Area 6: Southeast Evidence submitted shall collectively address all the following qualifications:

Services performed relate to at least one of the GSP Scope Areas, as described in the GSP PWS.

Services were performed in at least two of the following states: Arkansas, Louisiana, Mississippi, Tennessee, Alabama, Georgia, South Carolina, North Carolina, or Florida.

Volume V - Performance Validation GSP Technical Qualifications Worksheet completed for Performance Validation Corresponding Evidence submitted as part of Volume V proposal Referenced projects submitted in Volume V for Performance Validation shall be the same Referenced projects as submitted in Volume III for Scope Area Qualifications Offeror shall submit the most recent completed CPARS report for each referenced project. If no completed CPARS report exists, the Offeror shall instead submit a completed Past Performance Questionnaire.

The CPARS or Past Performance Questionnaire shall indicate Satisfactory or higher performance level in the following categories:

Quality Schedule Management The Government will only consider final Past Performance ratings that are Satisfactory or above to be technically acceptable.
