The goals established for Small Business, Small Disadvantaged Business, Woman-Owned Business, HUBZone Business, Service Disabled Veteran-Owned Small Business participation are follows:

Small Businesses (SB): 25% Small Disadvantaged Businesses (SDB): 5% Women Owned Small Businesses (WOSB): 5% HUBZone Businesses (HUBZone): 3% Service Disabled Veteran Owned Small Businesses (SDVOSB): 3% Veteran Owned Small Businesses (VOSB): 3%

This requirement may be supported by using copies of the U.S. Government Standard Form 295.

While this is not an evaluation factor for the Technical Proposal as described above, the Government will evaluate the Plan in accordance with the requirements of FAR Clause 52.219-9 Alternate II and will assign a GO/NO-GO rating. The selectee awardee must achieve a “GO” rating for the Plan or award cannot be made to that Offeror. To be acceptable (“GO” rating), subcontracting plans must:

b. Provide sufficient information to enable the CO to accept the plan.

c. Those areas where the plan is deficient will be reviewed with the Offeror with the goal of correcting deficiencies.

II.C. Technical Proposal The Technical Proposal shall include the information requested below for the non-price (technical) factors as described herein.

EVALUATION FACTORS

The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be most advantageous to the Government, Price and non-price (Technical) factors considered. In addition to Price, the following non-price (Technical) factors shall be used to evaluate offers:

FACTOR 1: Relevant Experience

SUB-FACTOR 1(A): Relevant Construction Experience of the Proposed Builder SUB-FACTOR 1(B): Relevant Design Experience of the Proposed Designer

FACTOR 2: Technical Approach FACTOR 3: Technical Competency of Key Personnel FACTOR 4: Past Performance

Non-Price Factors are equally weighted and when combined, are significantly more important than Price.

In accordance with FAR Clause 52.215-1, Offerors shall be notified that the Government intends to make award without discussions.

FACTOR 1 – Relevant Experience

Description: This factor considers the extent of the Offeror’s past experience on projects of similar size (building square feet and dollar value), scope and complexity. The Offeror shall submit information on no more than six (6) (i.e. three (3) for the Proposed Builder and three (3) for the Proposed Designer), relevant projects of similar size, scope and complexity. Offerors are advised that any additional projects submitted over the limit specified herein shall not be considered during evaluation.

“Relevant” is defined as projects similar to the project in this solicitation in size (i.e. square feet and dollar value) and which have a logical connection with the requirements of this solicitation by including similar scope elements and which demonstrate equal or greater overall project complexity associated with them. Specifically, for purposes of this procurement, experience that is considered especially relevant shall include projects in high-rise office buildings with a construction cost of $1.5M - $2M, average square footage of 300,000-400,000 square feet, and the following scope and complexity considerations: 1) similar building facilities projects; 2) design-build/collaborative approach projects; 3) federal construction projects and 4) technically complex construction projects in occupied buildings. An explanation of each of the four types of especially relevant experience is as follows:

Similar Building Facilities. For the purpose of this RFP, projects submitted for this area of experience should demonstrate the Team’s relevant experience with building facilities of similar size (square feet and dollar value) to the project in this Solicitation. Examples include, but are not limited to multi-story office buildings involving major mechanical and electrical work in occupied facilities coupled with critical phasing and coordination efforts necessary for success will be considered especially relevant and therefore afforded a higher rating.

Design Build Projects. For the purpose of this Solicitation, projects submitted for this area of experience should show the Team’s experience partnering with a design firm on relevant design-build projects of similar size (square feet and dollar value) and complexity to the project in this Solicitation. The experience does not need to be with the same design-build team as proposed for this project, however, offerors that demonstrate previous relevant experience with the same D/B team members as proposed for this project may be afforded a higher rating.

Federal Building Construction. For the purpose of this Solicitation, projects submitted for this area of experience should demonstrate the Team’s experience constructing on and for relevant federal construction projects of similar size (square feet and dollar value) and security level to the project in this Solicitation as well as the Team’s knowledge of federal construction contracting procedures.

Occupied Facilities Construction. For the purpose of this Solicitation, projects submitted for this area of experience should demonstrate the Team’s experience constructing relevant projects of similar size (square feet and dollar value) and complexity to the project in this Solicitation in buildings that were occupied during construction. Projects demonstrating work in occupied facilities which required critical phasing and coordination efforts necessary for success may be afforded a higher rating. NOTE: “Occupied” is defined as construction project work occurring within tenant space without the tenants vacating and/or swinging out of the space during work. Work in vacated space adjacent to occupied space will be considered less relevant. Projects should also demonstrate that any work required in tenant occupied space occurred outside normal working hours (i.e. Monday – Friday between 6:00 a.m. – 6:00 p.m.).

Relevant Experience for this project is comprised of two parts, each of which must be submitted separately:

Sub-Factor 1(A) Relevant Construction Experience of the Proposed Builder
Sub-Factor 1(B) Relevant Design Experience of the Proposed Designer

Standard for Evaluation: This criterion will be evaluated for the quality of experience demonstrated. The greater the relevancy of the Offeror’s construction and design project experience, the more likely Offerors will receive a higher rating during evaluations.
