1 PROJECT DESCRIPTION
Project Name: DB Richland Federal Building Electrical Upgrade
Project Number: VWA00045
Region: Region 10
Building Name: Richland Federal Building, US Post Office, Courthouse (WA0063ZZ)
Building Address: 825 Jadwin Avenue Richland, WA 99352-3589
The General Services Administration (GSA) intends to award a firm fixed-price Design-Build contract for electrical upgrades at the Richland Federal Building/US Post Office/Courthouse, Richland WA. The design-build scope of work includes all labor and materials required to provide design, engineering, construction, and other related services necessary to upgrade the electrical system as identified in the project development study and in accordance with GSA goals and objectives in compliance with all applicable codes.
The project is intended to upgrade the electrical system which is at the end of its useful life. Project will consist of the following major components:
1. Replace switchgear with outdoor NEMA 3R switchgear
2. Replace original dry-type transformers
3. Replace main 480V distribution switchboards
4. Replace panel boards dated prior to 1993
The Richland Federal Building, U.S. Post Office, and U.S. Courthouse was constructed in 1965 to support the U.S. Post Service, U.S. Courts, the Atomic Energy Commission (now the Department of Energy) , and other federal agencies. It continues to serve that purpose.
This building is near the center of downtown Richland and is surrounded by local government offices, a hotel, a city part, some commercial office space, and some retail buildings. Richland’s proximity to the Hanford Nuclear Reservation means there is a large Department of Energy presence and thus the largest tenant.
The building has eight levels including the basement. The building is supported by a framework of steel girders that are coated with asbestos fireproofing. The exterior façade is precast concrete and glass.
The roof is currently a rubber membrane type. The interior of the building consists of suspended ceilings with sheet rock or metal partition walls dividing individual offices and tenant spaces. Electrical and telephone wiring are routed through an underfloor duct system. Heating, ventilation, and air conditioning (HVAC) is provided by constant volume variable temp mixing boxes and multi-zone air handling units (AHUs) with some package units for cooling of conference rooms, judges’ chambers, or local area network (LAN) rooms. Lighting for the most part, is fluorescent and has been retrofitted with parabolic reflectors, T-8 lamps, and electronic ballasts.
DOE is the largest tenant occupying 70% of the building housed in the office tower. The other major tenant is the U.S. Courts in one wing with the U.S. Postal Service in the other.
No sustainable design elements have been incorporated into this building, and it is not LEED Certified.
National Register Ranking - Level 1
The electrical system is original to the building and at the end of serviceable life.
