Amendment 008 DB Richland Federal Building Electrical Switchgear Upgrade
Questions and Answers
Q1: Originally URS had the new east SWBD #2 directly east of the existing to be removed. Now the engineer shows it in the same place as the existing to be removed. Being that we are still required to relocate the low duct, is there a reason why the location was changed? This will cause an extremely long outage to the east half of the building.
A1: The location was changed due to spatial constraints. The idea is to have the power switched to the
West as this is being installed. This is described in the PDS/35%. It is a DB, and this is a preferred suggestion, but the responsibility of the final solution lies with the design builder.
Q2: Do we need a right of way permit for the vault work? If so, please name which entity will provide it so we can determine associated costs?
A2: GSA is checking to see if a right of way permit is required. Upon confirmation this will be clarified in the next Amendment.
Q3: Can we re-use and add to some of the existing bus ducts? If yes, does it have to be same manufacturer?
A3: The intent of the project is to renew the electrical system, and the insulation in the existing bus duct is 50 years old. Bus duct may not be retained.
Q4: Is the information contained in the initial project solicitation, dated 10/17/2014, and amendments 1-4 pertinent to this proposal, or are we to limit our proposal to the information contained in the new solicitation, dated 06/12/2015, and amendments 5 and above? Please detail what information from the initial project solicitation and scope that we are to factor into this proposal.
A4: Amendment 6 is an update to the original solicitation including attachments and exhibits.
Amendment 6 clarifies the changes which include some documents that were replaced in their entirety and some that remain the same (ie Resume template).
Q5: Will electronic Microsoft Word files of the bridging document specifications be provided to the successful design team after project award which can be used as the basis of design and further developed/completed during the 100 day design phase?
A5: Yes. Electronic files will be provided.
Q6: Will electronic CAD drawing files of the bridging documents be provided to the successful design team after project award which can be used as the basis of design and further developed/completed during the 100 day design phase?
A6: CAD files are available and will be provided.
Q7: Amendments posted on Fed Biz op does not match. Amendment 8 calls out for #7. I understand that
8 is actually 7. For bidding purposes and confusion can this be addressed in the next Amendment
A7: When acknowledging Amendments on the SF1442, offerors shall list the number based on the SF30
Forms issued. The fbo.gov system automatically numbered the secure package Amendment 7 when it was uploaded. The secure package is actually a part of Amendment 6.
