Questions and Answers

Q1: Under factor 1 Relevant Experience;

Standard for Evaluation

1) Second sentence “Only relevant projects at least 75% complete or completed within the past 6 years from the date proposal are due maybe submitted ……..” Question, please clarify the term completion as it relates to the design team will projects that are 100% designed but not constructed be allowed?

A1. This question addresses Factor 3, Sub-factor 3. Project experience submitted for design team members may be submitted for projects in which the design has been completed, but the construction has not.

Q2: Regarding FACTOR 1, Sub-factor 3 and FACTOR 3, Sub-factor 3:

RFQ notes that narrative summaries are limited to one page each and interior/exterior photos are required. Do these photos need to be included within the body of the narrative in order to adhere to the one page limit, or do these photos fall outside of the narrative one page limitation?

A2. The photos are in addition to the one page Narrative.

Q3. Factor 3, Sub-factor 2 - If design consultants (e.g. Structural Engineer) have applicable projects on their resumes which are 100% designed but the construction has not yet, or only recently, started should we avoid listing these under the consultant's similar/representative projects?

A3. This factor does not state that the project examples submitted to support an individual's qualifications and experience has to be for projects where the construction is 100% complete.

The project examples submitted on the resume's should be for projects comparative in size, scope and complexity. Resume's should also demonstrate the individual meets the minimum number of years of experience.

Q4. FACTOR 3, Sub-factor 3, Exhibit 5

a. With respect to the design members (architect, str engineer, M/E engineer, etc.) whom are using Exhibit 5, how should we address items like 1) Original and Final Contract Amount, 2) Number of Change Orders, 3) Total Dollar Value of Change Orders and 4) Work Performed as a Percentage of the Total Project Scope?

b. Are these 4 items noted above intended to apply to the construction project as a whole, rather than the particular design consultant's role on that particular project?

c. Should Exhibit 5, as used by the design consultants, reflect a combination of the entire construction project (including that beyond their involvement or control) and that particular consultant's role on that project?

A4: Exhibit 5, Blocks 1, 2, 3 & 4 pertain to the design build or construction project. The narrative should describe the design build/construction project and also include a description of the design team member’s role/participation in the project.
