Solicitation GS-10P-09-LTC-0112 RECOVERY - Federal Center South (FCS) Building 12021 Redevelopment
INTRODUCTION:
RECOVERY: The General Services Administration (GSA) announces an opportunity for Design and Construction Excellence in Public Buildings. GSA will be using funds from the FY 2009 American Recovery and Reinvestment Act for this project.
Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Design and Construction Excellence Programs seeks to commission our nation’s most talented architects, landscape architects, interior designers, and engineers to design federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, and reliability; create environmentally responsible and superior workplaces for civilian Federal employees; and give form and meaning to our democratic values.
In this context, GSA announces an opportunity for Design Excellence in public architecture for performance of Architectural-Engineering Design in accordance with GSA quality standards and requirements. As required by law, the facilities will be required to meet or exceed Federal Energy Goals, including new standards mandated by the Energy Policy Act of 2005 (EPAct 2005), the Energy Independence and Security Act of 2007 (EISA) and Executive Order 13423. It will also incorporate cost-effective and innovative “green” strategies. This project is to be Leadership in Energy and Environmental Design (LEED) certified with a minimum rating of LEED gold based on LEED v3 for new construction.
The redevelopment must incorporate the requirements of and comply with PBS-100 (Facilities Standards for the Public Buildings Service), U.S. Building Codes, U.S. Government requirements, including Architectural Barriers Act Accessibility Standards (ABAAS) and Department of Defense (UFC 4-010-01) security requirements. The project will also be National Environmental Protection Act (NEPA) and National Historic Preservation Act (NHPA) Section 106 compliant. The redevelopment will be designed and constructed to meet the requirements of the U. S. Army Corps of Engineers (USACE), current seismic requirements and is to be in both metric and English units for compatibility with the existing structure.
PROJECT DESCRIPTION
The project is a redevelopment/modernization of an existing early 1940s warehouse (1202) located at Federal Center South campus. The building is a timber-framed single story warehouse with exterior concrete walls. The building is supported on timber piles with concrete followers. The followers are 14 inches in diameter by 11 feet long and extend from the underside of the concrete slab to the top of the timber piles. Single piles are spaced 8 feet on center. The building is approximately 330 feet wide by 1100 feet long and is immediately to the west of the historic Albert Kahn-designed Ford Motor Company Assembly Plant (1201) completed in 1932 at 4735 East Marginal Way Seattle, WA. The proposed project site will encompass approximately 50% of the footprint of the existing building. The 1202 building has been determined to not be historic. This project will provide for the future space requirements of the USACE and is the pivotal undertaking for a campus-like site redevelopment that can accommodate the 30-year expansion requirements for a number of other Federal Agencies. This project will help to revitalize the neighborhood and receive an architectural treatment that is responsive to its context and due to its adjacency to the 1201 building, compatible with historic precedents.
The Design Build project shall include the performance of architectural/engineering services based on an approved concept selected during the Request for Proposal (RFP) stage of the acquisition process. The design will be in accordance with GSA quality standards, and will address the specific tenant requirements of the USACE. The warehouse redevelopment/modernization will include 150,000-200,000 gross square feet (gsf) of new office space for the USACE and may include space for a child care facility and cafeteria food services. As required by the ARRA legislation, the facility will be designed and constructed to be a high performing green building (HPGB) and as such will meet the most current federal energy goals. The project goal is to meet the 2009 LEED v3 NC, Gold rating requirements. All federal accessibility requirements and standards will also be met as required by law.
SCOPE OF WORK
This project includes the redevelopment of the 1202 building through a strategy of structure and materials reuse to the greatest practicable extent, introduction of modern building systems and use of innovative technologies to meet High Performance Green Building (HPGB) strategies. The work will also include seismic upgrades and repair and/or replacement of the existing foundation, stabilization of liquefiable soils, and any associated site development. The scope of professional services will require at a minimum: Professional architectural, landscape architectural, engineering, interior design, HPGB consulting service, historic architecture and related consulting services for concept design documents, design development documents, Building Information Modeling (BIM), metric and English construction documents, specifications, cost estimates, schedules, space planning, value engineering services, Leadership in Energy and Environmental Design Accredited Professional (LEED-AP) services, and computer-aided design and drafting (CADD). The project shall include GSA design standards for secure facilities, USACE force protection requirements and USACE force protection and USACE tenant requirements. The design-builder should incorporate Low Impact Development (LID) strategies. The winning firm will also be required to work with artist(s) in support of the Art-in-Architecture Program.
GSA will contract separately for Construction Management assist services that will include commissioning, energy consulting, estimating, schedule analysis, and functionality and constructability reviews. There will be a formal partnering process throughout the design and construction phases to promote collaborative project development, Design Excellence Peer Reviews and execution through voluntary commitments to accomplish established agreed-upon project objectives by all involved parties.
A draft Statement of Work (SOW) including a representative list of activities, tasks, and deliverables required of the DB Team is attached to this RFQ and provided for information purposes only (See Exhibit 1). NOTE: The Final SOW will be issued with the Phase Two RFP.
The estimated price for the collaborative design-build delivery of the redevelopment and related infrastructure upgrades is between $50,000,000 and $70,000,000.
Opportunities for other than Large Businesses: This procurement will be open to large and small business firms. Any qualified responsible firm, including small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business is encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses, or as a subcontractor Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d), FAR subpart 19.702 and FAR subpart 19.12. An Offeror that is not a small business concern, offering to perform a contract that has subcontracting possibilities, must submit a Subcontracting Plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses to the maximum extent practicable. GSA intends to promote contractors’ and subcontractors’ use of registered Apprenticeship Programs.
NOTICES TO OFFERORS
GSA intends to award a firm fixed price Design-Build Contract for the redevelopment/modernization of the 1202 Warehouse located at Federal Center South in Seattle Washington. The contract award will be based upon an approved technical solution (design concept) developed during the acquisition process for this procurement pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures, FAR Subpart 36.3; Source Selection Procedures, FAR subpart 15.3; and the GSA Design Excellence Program. For this contract award process, GSA will issue two Solicitations in sequence: 1) Phase One (RFQ) and 2) Phase Two (RFP). The Phase One procedure (analogous to a Request for Qualifications (RFQ) is designed to select a “short list” of the most highly qualified Offerors who will be requested to submit Phase Two proposals. All responsible sources may submit a Phase One Proposal. A maximum of up to five (5) firms will be short listed unless the contracting officer determines that a number greater than five (5) is in the Government’s best interest. The most highly rated Offerors will be selected to participate in Phase Two (analogous to a Request for Proposal (RFP)).
A best value concept will be applied for evaluation of offers and selection of the successful Offeror for this procurement. The best value approach provides the opportunity to select an Offeror who is not necessarily the lowest-priced or the highest technically-ranked. GSA will select the proposal that represents the best value based on the evaluation of technical factors and price, with technical factors being weighted more heavily than price. Therefore, the Offeror's proposal should contain the Offeror's best terms.
In Phase One, the Government will identify the evaluation factors other than cost or price that will serve as the basis for the determination of the most highly qualified Offerors. Interested Offerors will be required to submit their responses to the RFQ by the due date established in the RFQ. The Government will evaluate all the responses to the RFQ in accordance with the criteria in the RFQ, and advise each Offeror in writing whether it will be invited to participate in the Phase Two process. Offerors that do not submit a timely RFQ response in Phase One will not be allowed to participate in the remaining phase of the procurement.
In Phase Two, the Government will issue the RFP to the most highly ranked Offerors from Phase One and request that they submit Phase Two proposals. Phase two will include more specific project and tenant requirements as necessary to inform the development of the concepts and pricing. Phase Two of the solicitation shall be prepared in accordance with FAR Part 15 and include Phase Two evaluation factors, developed in accordance with FAR 15.304. Phase Two of the solicitation shall require submission of technical and price proposals, which shall be evaluated separately in accordance with FAR Part 15.
The Government will reserve the right to make an award upon the basis of the initial Phase One and Phase Two offers without discussions.
GSA is hereby requesting Phase One Proposals (Request for Qualifications). This Phase One RFQ provides Offerors with instructions regarding the submission of their complete Proposals and the evaluation thereof. Utilizing the format prescribed within, Offerors are to provide the requested information and demonstrate their qualifications. Responses shall be as complete and accurate as possible and present data relative to the specific project under consideration. Offerors shall make every effort to present information clearly and concisely in accordance with the formats described herein.

To be considered, the surveys must be completed by the customers and mailed, e-mailed, hand-delivered, or faxed directly by the project owner (customer) to the GSA PBS Region 10 Design and Construction Division, Acquisition Solutions Branch no later than the date and time Phase One proposals are due. Surveys submitted directly by offerors will not be considered.
The Government reserves the right to contact the identified references provided in an offeror’s proposal should a survey not be received by the date proposals are due.
Sub-factor 2 – Design Team Qualifications/Experience This factor considers the qualifications of the proposed design team staff and how the design team is organized and managed. Offeror’s proposed design team members will be evaluated as to their qualifications and experience in all areas necessary to effectively perform the required work. It is expected that the proposed key team members will be the individuals who perform work under this contract. Any changes to the proposed key team members before or after award MUST be approved by the Contracting Officer. Offeror shall submit with their RFQ one completed Letter of Commitment for Key Personnel (see Exhibit 3) for each of the identified Key Personnel below.
Standard for Evaluation: The Government will evaluate the relative merits of each proposed key design team member’s qualifications and experience. Experience demonstrated through similar projects as defined under Factor 3, Sub-factor 3 below may be given more consideration. The requirements for this factor are met when the Offeror provides the following:
1) An organizational chart illustrating the proposed Design Team and reporting structure
2) Resumes for each of the key personnel on the proposed Design Team including:
a. A-E Project Manager
b. Lead Engineers (mechanical, structural, electrical, geotechnical)
c. Historical Design Consultant
d. High Performance Green Building Consultant
3) Resumes that include a description of training and experience in respective areas of expertise.
4) Duties of each key individual are clearly defined.
5) Resumes describe current and proposed position titles, education, professional licensing, and any personal awards; are no longer than 2 pages per individual.
Submittal Requirements: Provide the names and qualifications of the KEY design team members proposed for this project in the form of resumes. Only one individual for each key position shall be submitted. The resumes must clearly present the separate credentials of each proposed team member, and must provide a concise summary of each individual’s separate duties and responsibilities as proposed for this project. Resumes for each individual must also include educational qualifications, if applicable, and up to three (3) project examples demonstrating the individual’s experience. Resumes shall be no more than two (2) pages per individual and submitted in a format similar to the one at Exhibit 4. Resumes should be submitted for A-E Project Manager, Lead Engineers (mechanical, electrical, structural and geotechnical), Historical Design Consultant and HPGB Consultant. Each individual’s qualifications will be measured against the following criteria:
Design Project Manager: The Design Project Manager shall have a baccalaureate degree in a relevant field such as engineering, architecture, construction management or equivalent with a minimum of ten (10) years experience managing design projects of similar size, scope and complexity as the project in this solicitation. Clearly state in your proposal the number of years experience that this proposed team member has served as a Design Project Manager.
Lead Engineers (mechanical, electrical structural and geotechnical): Each of the Lead Engineers shall be registered Professional Engineers licensed in Washington State.
He/she must have at least ten (10) years professional engineer experience with at least five (5) years in related work on projects similar in size, scope and complexity to the project in this solicitation.
Historical Design Consultant: The Offeror shall identify as the Historical Design Consultant an individual within the DB Project Team who shall be responsible for ensuring proper application of historical requirements. The Historical Consultant shall be a highly experienced individual with a minimum of seven (7) years experience in consulting on projects of comparative size, scope and complexity to the project in this solicitation.

The HPGB Consultant shall be a highly experienced individual in the construction field with a minimum of five (5) years experience in work of comparative size, scope and complexity to the project in this solicitation.
Evaluation Method for Factor 3, Sub-factor 2: The greater the extent of the team members’ relevant qualifications, project experience and active registrations, the higher the rating that may be assigned during evaluations. Only one individual for each of the key personnel categories listed above will be evaluated.
Sub-factor 3 – Design Team Project Experience on Similar Projects This factor considers the extent of the design team members’ relevant past experience on projects. “Relevant” is defined as projects similar to the project in this solicitation considering size (square footage and dollar value), scope, and complexity and that have a logical connection with the requirements defined in this solicitation.
For purposes of determining “similar size, scope and complexity”, the following factors will be considered:
A. Modernization/Redevelopment of an existing structure similar in size or Construction of a multi-story commercial office building of similar size.
B. Design Build or CM/GC Project (collaborative delivery) C. LEED certification and the use of HPGB strategies.
D. Project costs greater than $40,000,000.
Standard for Evaluation: This criterion will be evaluated for the quality of experience demonstrated. The greater the relevancy of the design team member’s experience, the more likely Offerors will receive a higher rating during evaluations. Projects similar in size, scope, and complexity to the project identified in this Solicitation in which the Design Team has worked together will likely receive a higher rating during evaluations. In addition, design team members that demonstrate a higher degree of relevant experience will be evaluated more favorably.
Submittal Requirements: Offeror shall submit for the design team members:
1) A list of at least three (3) similar projects completed or substantially underway. Offerors shall submit projects that are at least 75% complete and performed within the past five (5) years from the date proposals are due. Offerors shall explain how the information provided is relevant to the proposed acquisition.
2) Narrative summaries of (3) three similar projects, performed within the past five years, that demonstrates the offeror’s capabilities, technical expertise, and experience managing complex projects with reference to considerations of timeliness and technical success. Interior and exterior photos are required for each project submitted. The projects should be as similar to the Federal Center South project as possible. Limit the summaries to one (1) page each. Include for each project submitted the following information:
1. Project Title & Location
2. Description of the Project including square feet (should address how the project relates to the solicited project and an explanation of how the project pertains to the noted area of experience)
3. Project Type (i.e. Design/Build; Athletic Training Center, School, etc.)
4. Dollar Value (award amount and final contract amount)/Size of Contract (sqft)
5. Contract Start & Completion Dates (Month/Year) or Percentage of Completion
6. Customer Point of Contact (include name, address, electronic address, telephone and facsimile numbers, customer’s relationship to project, customer’s agency/firm affiliation)
Offerors may use the attached Exhibit 5 for submission of Relevant Project Experience.
