Health and Safety Overview Julie Drotz SSM LBNL-EHS Team Lead

A Culture of Safety The LBNL safety program is demanding, but we believe that safety is good business for everyone.

The Laboratory and our client, DOE, have identified construction safety as a focus area for excellence and have developed programs to mitigate hazards.

We are committed to these goals, and are seeking partners with the same commitment.

DOE Worker Safety and Health Program Title 10, Part 851 of the US Code of Federal Regulations https://www.energy.gov/gc/10-cfr-851-worker-safety-and-health-program

All Subparts, appendices and incorporated national consensus standards of 10 CFR 851 are applicable Subparts B and C Appendix A

Variance to allow Title 8 California Occupational Safety and Health Administration (Cal/OSHA) regulations and IIPP to address specified provisions in 10 CFR 851.

IIPP must also address DOE Requirements from 10 CFR 851

DOE retains enforcement per 10 CFR 851, Subpart A and E

LBNL IIPP+851

IIPP+851 is compliant with Cal/OSHA

Must incorporate DOE specific requirements from 10 CFR 851

10 CFR 851 citations required to be incorporated into IIPP can be found at:

https://docs.google.com/document/d/1brGGf__X1WvA_Ttb5hdEn00dTrRHPy_kO3Yv2HgS5cE/edit?ts=5e277cca

Numerous 10 CFR 851 citations are required and all must be incorporated into the IIPP Read document thoroughly and carefully

Site Specific Safety Plan (SSSP) All subcontractors performing construction work must submit an SSSP SSSP form found at: https://drive.google.com/file/d/1-N-czmLPibvirGrnmIqBfwqT9VOpwl97/view SSSP Instructions found at: https://drive.google.com/file/d/1vFsLCQCwRkHPOJHXAT0epu5mUjFzhLmQ/view

Worker Safety and Health Program LBNL Worker Safety and Health program established to comply with 10 CFR 851, currently being converted to the LBNL IIPP Implements Berkeley Lab’s Environment, Safety and Health Manual (ES&H Manual, PUB-3000) http://www.lbl.gov/ehs/pub3000/ Implements the LBNL Integrated Safety Management System (ISMS) These elements are required to flow-down to lower, tiered subcontractors

Integrated Safety Management Plan Principles flowed-down through DOE Worker Health and Safety Rule (10 CFR 851) and ES&H Manual (PUB-3000) Seven Guiding Principles Five Core Functions Define the Scope of Work Analyze the Hazards Develop and Implement Controls Perform Work within Controls Provide Feedback and Improvement

Quality Assurance Overview

Melanie Gravois Gaby Caparimo

Quality Assurance Program Office of Institutional Assurance & Integrity

What is QA?

“HOW” work is planned, performed and executed

Construction within scope and budget is important - but equally important is the manner in which it is achieved, specifically:

- Perform/execute work in a repeatable, reliable and sustainable manner:

Identify critical attributes/processes;

Plan, document and control work;

Perform/execute to controls; and

- Assure (e.g. oversight, assessment, monitoring, metrics) that controls are effective and implemented Identify risks and issues, and mitigate/correct them Identify and share lessons learned/best practices, and incorporate them into existing management systems, programs, processes, tasks, etc.

- Minimize rework (e.g., poor planning/scoping, excessive change orders, inadequate controls, noncompliance's, nonconforming material or services, adverse events/incidents, injuries, stop work issuance, etc.)

Subcontract QA Requirements DOE O 414.1D, Quality Assurance LBNL/PUB-3111, Quality Assurance Program Description (QAPD) 04.03.007.001, Quality Assurance Requirements For Capital Projects (aka Institutional QA Specification)

QA Requirements/Expectations The Subcontractor must flow-down all QA regulations, requirements, standards and/or expectations to its lower-tier subcontractors.

Subcontractor and lower-tier subcontractors must adhere to regulations, requirements, standards and/or expectations as well as its lower-tier subcontractors.

Subcontractor must provide an orientation to its project team, including its lower-tier subcontractors, that addresses QA requirements/ expectations

The Subcontractor must provide a QA Professional to ensure work is performed and executed to Lab’s QA requirements/expectations.

QA Professional must have experience designing, developing and implementing quality systems, programs, processes (different than quality control).

Subcontractor will propose how this will be accomplished.

QA Requirements/Expectations

3. The Subcontractor must develop a QA Project Plan (QAPP) as part of Phase 1 for review and concurrence by LBNL.

Address elements in 04.03.007.001, Quality Assurance Requirements For Capital Projects, which include:

Organization Management processes Training and qualification Quality and continuous improvement Document and records management and control Administrative and engineering controls Nonconforming items (including Suspect/Counterfeit Items) Measurement and testing equipment control and calibration Design Procurement Inspection and testing Assessment
