About this file
This is a data rules document for the FY27 MIS-TREATMENT system supporting the Wyoming Department of Health, Behavioral Health Division's Behavioral Health Management System (BHMS) procurement. The BHMS is a secure, web-based software platform designed to serve as the central repository for collecting, validating, monitoring, and reporting mental health and substance use disorder treatment data from state-contracted Behavioral Health Centers and Agency facilities. Core system deliverables include a comprehensive behavioral health treatment data and subrecipient monitoring system; integration of SAMHSA's Unified Performance Reporting Tool (SUPRT); a provider certification module; and Level of Care Utilization System (LOCUS) integration. The system must support multiple user types including providers, state staff, and administrators with robust reporting capabilities for federal compliance, contract management, and performance measurement. Proposals are due September 30, 2026 at 2:00 p.m. Mountain Time through the Public Purchase online bidding system, with written questions due by September 11, 2026. The tentative award date is November 2026, with work commencing in March 2027. The contract term extends up to nine years with optional extensions of up to three years each, not to exceed nine years total.
The contractor assumes full responsibility for data migration from legacy systems, system design and development using Vue.js and ASP.NET Core architecture, and 24/7/365 hosting and support services. Security measures must comply with HIPAA, 42 CFR Part 2, and Wyoming state standards, and the contractor must maintain three system environments (development, testing, and production), conduct vulnerability and penetration testing, provide quality assurance and regression testing, and deliver operational readiness testing prior to final acceptance. Required cyber liability insurance must carry minimum limits of $2,000,000 per occurrence and $2,000,000 general aggregate. All submissions must be in PDF, Excel, or Microsoft Office format and uploaded completely through Public Purchase by the 2:00 p.m. deadline; incomplete uploads will be deemed non-responsive and eliminated from the evaluation process.
