About this file
Summary
This document contains data specifications and field requirements for the FY27 Crisis Data Rules within the Behavioral Health Management System (BHMS) for the State of Wyoming Department of Health, Behavioral Health Division. The specifications detail mandatory data collection protocols for crisis episodes submitted through the BHMS platform, which serves mental health and substance use disorder treatment providers. The system accommodates two temporary crisis plan types: T37 (BHC-Crisis) for individuals presenting with psychiatric emergencies who are not enrolled in existing benefit plans, and provisions for T35 (BHC-Full) clients who may access crisis services while maintaining their current enrollment. Data collection occurs through START forms submitted at the beginning of crisis episodes and EXIT forms submitted upon conclusion, with crisis episodes limited to a maximum 60-day duration. The 27 required data fields capture comprehensive client demographic information, including first and last names, address details, contact information, citizenship status, and a state-approved 14-digit Client ID derived from specific client characteristics. Additional critical fields include date of birth, sex, Social Security number, provider location code, crisis status designation (danger to self or others), billing taxonomy classifications across four categories (MHOP, SUDOP, MHRES, and SUDRES), and exit information including date and reason for episode termination.
Data validation requirements are stringent, with multiple cross-field dependencies ensuring data integrity and system accuracy. The Client ID must align with client first name, last name, sex designation, birth date, and Social Security number according to a prescribed format, while all dates must follow multiple acceptable formats and meet temporal constraints relative to birth dates and episode dates. At least one billing taxonomy field must be marked affirmatively for each crisis client, and providers must track that crisis clients cannot have more than two crisis episodes per calendar year. The specifications emphasize that crisis services are submitted as claims with service dates falling within the established start and exit date range, and that all uploaded submissions through the Public Purchase system must be complete by the 2:00 p.m. Mountain Time deadline to avoid rejection as non-responsive.

T37 (BHC-Crisis) This is a temporary plan which allows a BHC to bill for services to individuals presenting with a psychiatric emergency that may result in an emergency detention or involuntary hospitalization.
This plan is meant for those individuals who are not enrolled in BHC benefit plans.
T35 (BHC-Full) If a client is enrolled in BHC-FULL, they can still be entered into the crisis module. However, the client will not be enrolled in T37 since they are already on the BHC-FULL benefit plan.
Note: A START form is entered at the beginning of the Crisis episode, and an EXIT form is entered at the end.

Important Guidelines
• If the START form includes the SSN, it has all of the information needed to verify whether or not the client is already enrolled in a benefit plan (Medicaid or BHC-Full). If the client is already enrolled, the START form will be rejected in BHMS and all claims should be submitted under the existing benefit plan.
• All services offered on the BHC-Full benefit plan are available for Crisis clients under the T-37 (BHC-Crisis) episode.
• If you are completing a START form and do not have a client address, you may use a generic address, such as the local post office or the BHC address. This information can be updated later as the client stabilizes and is able to provide the required details.
• Services for Crisis clients are submitted as claims, and the service dates must be within the Start and Exit dates of the Crisis episode.
FY27 Crisis Data Rules Page 10 of 10
• The T-37 (BHC-Crisis) episode covers services for 60 days. Therefore, the length of the Crisis episode (from Start Date to Exit Date) cannot exceed 60 days.
• A Crisis episode will incur a system discharge at 61 days past the Start date if no Exit form has been submitted. A tickler in BHMS will provide a list of system-discharged Crisis episodes to inform providers which Exit forms still need to be submitted. (The important data needed on Exit forms is the Exit Reason.)
• Crisis clients cannot have more than 2 Crisis episodes (i.e., T-37 BHC-Crisis) in the same calendar year (if the episode crosses calendar years, it is counted in the year it started). BHMS will reject a third START form from being submitted for the same client in the same calendar year (even if different agencies have provided the services).
• Every effort should be made to enroll Crisis clients into regular treatment after they are stabilized, so it is important to collect MIS information (including remaining eligibility components) and have the client submit a Medicaid application as soon as possible.
• If a Crisis client becomes a regular client, the data can be merged in BHMS.
