About this file

Summary of FY27 MIS-FUNDED BY GRANT (FBG) Data Rules

This document is a comprehensive data specification and rules guide for the Behavioral Health Management System (BHMS), prepared by the State of Wyoming Department of Health, Behavioral Health Division, effective May 14, 2026. The guide establishes mandatory data collection standards for FY27 Mental Health (MH) and Substance Use Disorder (SUD) treatment data submitted by state-contracted behavioral health centers and agency facilities. The BHMS requires submission of client demographic data, treatment information, and functional assessments across three transaction types: Admission (A), Interim (I), and Discharge (D) records. Key data elements include client identification, contact information, biographical details, employment and residential status, diagnoses using ICD-10 codes, presenting problems, and the Dimensions of Lifelong Living (DLA-20) functional assessment tool consisting of 20 activity domains. Data completeness rules limit unknown values to a maximum of four across specified fields, with stricter requirements for discharge records under specific circumstances. The system accepts multiple date formats and enforces validation rules ensuring data consistency across treatment episodes, including matching requirements between admission records and subsequent interim or discharge submissions.

The document specifies distinct data requirements for Mental Health and Substance Use Disorder populations, with SUD records requiring comprehensive substance use history including up to four identified drug problems, frequency and route of administration, medication-assisted treatment (MAT) prescriptions, arrest history, and population-specific categories addressing female clients with dependent children and intravenous drug users. Mental Health records require SED/SMI population classification and arrest documentation. All records for clients aged six and over must include DLA-20 assessments with at least 15 of the 20 activity fields completed and an average score calculation using two decimal places. School attendance and suspension data are mandated for school-aged clients (ages 5-17 and IDEA-covered 18-21-year-olds), and tobacco use information is required for all clients. The rules establish strict validation protocols ensuring first and last names match Client ID composition, Social Security numbers match the final four digits of Client IDs, and dates of birth remain consistent across all fields. Records with validation errors are rejected, requiring resubmission with corrected data before system acceptance.
