About this file
This is a data specification document for the Behavioral Health Management System (BHMS) created by the State of Wyoming Department of Health, Behavioral Health Division, detailing FY27 data rules for Electronic Service Records (ESRs) funded by grants. The document establishes mandatory data field requirements and validation rules for twelve core data elements (SR-1 through SR-12) that providers must submit when reporting mental health and substance use disorder treatment services. Data submission requirements include a 14-digit Client ID derived from client demographics and Social Security Number, date of birth, sex designation, provider client ID, six-digit agency code, date of service, funding source code, location of service (25 possible locations ranging from office to mobile crisis team), and service type and unit information for either mental health or substance use disorder programs. Mental health services encompass 23 valid service types including clinical assessment, group therapy, medication management by various providers, residential services, supported employment, crisis response services, and community-based therapy options, with units measured as either 15-minute increments for outpatient services or one-day increments for residential services. Substance use disorder services include 21 valid service types with similar unit measurement structures, encompassing engagement services, clinical assessment, intensive outpatient groups, medication management, residential and detox services, peer specialist services, supported employment, and therapy options.
All data fields carry specific validation requirements and format specifications. Client ID must contain valid alpha characters in the first two positions, sex designation (M/F/U) in the third position, date of birth components, and the last four digits of the Social Security Number, with the sex designation matching SR-3 and birth date matching SR-2 and aligning with the date of service. Date of birth fields accept multiple format options including mm/dd/yyyy, mm-dd-yyyy, yyyy-mm-dd, and other variations through upload functionality, with dates required to fall between 1900 and the date of service. Agency codes must correspond to valid FUNDED BY GRANT program codes with verification of user submission rights. Mental health and substance use disorder service types cannot both be populated on the same record, with residential service types restricted based on whether the agency code represents an outpatient or residential program. Service units must range from one to 32 units, with residential and detox services limited to one unit per record since they are submitted by event with one unit equaling one day. The funding source field requires code "4" for grant-funded programs, and location of service must correspond to the 25 valid codes provided.
