About this file

This file is an Operational Excellence Narrative Matrix template that establishes evaluation and documentation requirements for the GSA's 1800F Street Building renovation project. The matrix provides a structured framework for contractors to demonstrate how design elements meet five core operational excellence principles: Accessibility, Durability, Reliability, Maintainability, and Cleanability. The matrix applies these principles across eight major building disciplines: Site and Landscaping Management Plan, Exterior Facade, Windows, Atriums, Elevators, Mechanical Building Systems, Electrical Building Systems, and Generators and Renewable Sources.

The template requires detailed narrative responses addressing specific design considerations within each principle-discipline combination. Key focus areas include identifying unique solutions for code compliance and accessibility to serviceable equipment; explaining design element selection based on regional weather conditions and lifecycle costs; confirming redundancies for mission-critical systems; documenting daily, weekly, monthly, and yearly maintenance and cleaning protocols; confirming local service availability for mission-critical equipment; and assessing potential maintenance challenges from existing site conditions. Responses are required only where marked with an "X" in the applicable discipline column. The narratives must be provided at each design phase and expanded upon as the design progresses, ultimately supporting the Construction Manager as Constructor delivery method for this historic federal building reactivation project.

The P100 Submital Matrix requires an Operational Excellence Narrative at each design phase. This narrative can be included within the overall Project Narrative submission.

As the design progresses, each narrative submission shall be expanded upon and updated to reflect any additions and revisions.

The Operational Excellence Narrative matrix is broken into two sections:

Column B includes statements associated with each Operational Excellence Principle

Columns C through J identify 8 major design elements/disciplines

Each question requires a separate response for each identified project element/disciplne. If there is no "X" under the noted element/discipline, a response is not required for that question.

Note: All questions may not be applicable to the project.

1.0Accessibility (The ease of which a product can be serviced)
1.1Identify any unique solutions that were created to meet National Codes and P100 requirements where the standard construction would not meet code? (i.e. arc flash requirements/confined space).XXXXXXXX
1.2Describe how each piece of serviceable equipment or structure assembly will be accessed for maintenance and cleaning, and repair/replacement, including pathways for large equipment/materials. Typical units or structures should be described once. Unique units must be described individually. Assume furniture layouts will change over time. (i.e. installation of access panels and panel sizes, coil cleaning methods). Identify any situation where a unique tool/(s) is required to be able to access/service the equipment.XXXXXXX
1.3Identify any situation where the means of entry/servicing a design element or piece of equipment, will be unique, complicated, dangerous, contact with hazardous material, or disruptive to building operations. (i.e. erecting scaffolding in a lobby to clean atrium windows, lighting above stairs).XXXXXXX
2.0Durability (The ability to withstand wear, pressure or damage)
2.1Explain the reasoning behind proposed major design elements based on the regional weather conditions (e.g. facade, flooring, windows, pavement).XXXXXX
2.3Explain the reasoning behind the mechanical systems (including elevators if applicable) selected based on the hours of use, life cycle in years, repair and replacement costs (this answer can come from the LCCA requirements).XX
3.0Reliability (The ability of a system or component to function under stated conditions)
3.1Identify any mission critical system that do not have redundancies and would interrupt major building operations when they fail or partially fail.XXX
3.2If applicable, explain how the proposed equipment will perform and function when integrated into the current system/s, and what is the risk of it not functioning due to this integration?XXXXXXX
3.3Describe the potential concerns for installing the proposed equipment in the operating environment.XXX
4.0Maintainability (The ease with which a product can be maintained, repaired, and replaced)
4.1Explain how the proposed design element / equipment is maintained on a daily, weekly, monthly and yearly basis.XXXXXXXX
4.2Explain any major recurring repair and maintenance (not PMs) for proposed systems (e.g. facade, windows, fenestrations, HVAC, renewables). Specify replacement intervals and associated costs. Identify any disruptions to building operations.XXXXXXXX
4.3Explain how related equipment is located near each other for ease of maintenance.XXX
4.4If applicable, explain any challenges to maintainability caused by existing site conditions and/or existing building design (e.g. clearances for arc flash).XXX
4.5Confirm that the local service community can provide technical maintenance services for all equipment specified that is mission critical.XXXX
4.6Confirm that mission critical supplies are available for replacement within a reasonable timeframe.XXXX
5.0Cleanability (The ease of which a product can be cleaned)
5.1Identify any proposed design elements that might be difficult to keep clean (e.g. stainless steel partitions, white carpet, light colored grout)?XXXXX
5.2Explain how the proposed element is cleaned on a daily, weekly, monthly and yearly basis (e.g. windows, floors, walls).XXXXX
5.3Is there a large piece of equipment that is required for cleaning? If so, where will it be stored? (e.g. lift, scaffolding).XXXX
