About this file
This is a Questions and Answers (Q&A) document from a GSA federal construction solicitation for the 1800 Forward CMc project. The document addresses clarifications and modifications to the RFP issued between August 4 and August 18, 2026.
Key modifications include: the proposal and Past Performance Questionnaire (PPQ) submission deadline extended to 11:00 AM September 4, 2026 (originally August 28, 2026); liquidated damages rate reduced to $15,148 per calendar day (from $30,046); resume page limits clarified as one PDF page equals one side of a double-sided page, allowing two single-sided PDF pages per person; and confirmation that the Construction Manager and Architecture/Engineering teams serve as non-voting advisors only in proposal evaluation. Additional clarifications specify that new PPQs are required (prior executed PPQs cannot be resubmitted), financial information for joint venture partners is due in Phase II only, and the PLA Paired-Proposal Procedure applies to the entire Phase II pricing scope across all CLINs (0004, 0005, and 0006) rather than on a CLIN-by-CLIN basis. The document identifies Whiting Turner as the current Phase 2A abatement and demolition contractor, and provides design completion estimates of May 2027 for interior construction documents and July 2027 for courtyard construction documents. The solicitation encompasses core and shell buildout, interiors buildout, and courtyard buildout work with options for both PLA-compliant and non-PLA-compliant pricing submissions.

8/9/2026 Factor 2: Past Performance Will GSA permit client references to directly email a previously executed PPQ for a similar public procurement in lieu of filling out a new Appendix C?
A new PPQ is required.

8/13/2026 Evaluation Factors (Page 9 of 72)
The RFP says that resumes cannot exceed 1 double sided page but since this will be a digital (PDF) submission a double sided "page" would appear as two sequential pages in the PDF. Please confirm that resumes can be 2 single sided pages within the digital (PDF) submission.
Confirmed. Each pdf page counts as one side of a page.
8/13/2026 Proprietary Information Agreements (page 22 of 72)
Please confirm if and in what manner the CMa (Jacobs), and A/E Teams (SBA and Perkins & Will) will be involved in the proposal evaluation process either in Phase 1 or Phase 2 of this solicitation.
For example, will any or all of them be “voting” members in scoring the technical proposals and/or interviews?
The CMa & the A/E Teams will serve only as advisors and are NON-VOTING
MEMBERS

8/13/2026 CMc Scope of Work (page 9 of 32)
To assess the feasibility of the proposed schedule, we request some additional, preliminary information on the anticipated durations from Perkins & Will for each stage of design for the Interiors and Courtyards listed in the A/E Submissions. Please provide.
Final 100% CDs for interiors are estimated to be completed in May 2027.
Final 100% CDs for courtyards are estimated to be completed in July 2027.
During the design assist period between CMc award and final design of those packages, GSA expects the AE team and the selected CMc contractor to identify and devleop early work packages within each delverable to help deliver within the project schedule, 8/13/2026 N/A
Please consider providing each offeror during the Phase 2 price proposal development the ability to have access to Perkins & Will (since their design deliverables will only be partially complete) to engage in collaborative discussions to help fill in the blanks to establish more accurate “ceiling pricing” for Option 1 and 2. This could either be done in 1:1 sessions with the Phase 2 offerors and Perkins & Will (preferred) or in larger group meetings with all offerors together (not preferred but better than no direct access). Is the GSA open to this approach during Phase 2?
Request noted. Any opportunities will be addressed in the phase 2 solicitation.

With respect to the requirement to submit a PLA compliant price proposal (and the ability to also submit a non-PLA compliant proposal) we understand how this applies to CLIN 0004 – FFP Core and Shell Buildout as it will be possibly to fully bid that portion of the work out prior to submission of our Phase 2 proposal being submitted.
How does the PLA vs Non-PLA process work for the two ceiling prices, CLIN 0005 Option 1 – Interiors Build Out and CLIN 0006 – Option 2 – GMP for Courtyards Build Out that are due with the Phase 2 Price Proposal?
Do those also need to have a PLA price (and optionally a non-PLA price)? Is it possible that some portions of the project will be PLA and some non-PLA or will a determination be made up front and then apply to all remaining portions of the work? We recommend that a singular determination (PLA vs non-PLA) be made at award and that this applies across the board for the entire project but want to confirm the intent here.
The PLA Paired-Proposal Procedure applies to the solicitation and resultant contract as a whole, not on a CLIN-by-CLIN basis. Offerors will need to submit a PLA Price Proposal for the entire Phase II pricing scope, including CLINs 0004, 0005, and 0006. Offerors may also submit a Non-PLA Price Proposal for the same scope. Award will be made in accordance with the PLA Paired Proposal Procedure.

8/13/2026 RFP p 19/72
Format of Proposals and Submission Requirements on page 19/72 indicates that the PPQs are excluded from the maximum page count, but that all other pages, including the cover page are included in the page limitation for the Technical Proposal. There are limitations for the resumes (2 pages/each) and project descriptions (2 pages/each) but there no overall page limit is stated for the Phase 1 submission. Please provide a maximum page count for this submission, and exclude the cover, title page, cover letter, table of contents, tabs/dividers, and all joint venture related materials.
There is no overall page limit of the phase 1 proposal as long as the page limits of each factor listed are met.
8/13/2026 RFP page 22/72
II.F. Requirements for Joint Venture Offerors (Teaming Agreements)
- Phase I indicates that 4 items are required for the submission. One of the requirements in item #4 (Financial Information) is noted as being required in the Phase II Price Volume. Please confirm that the Financial Information is not required in Phase I.
Financial Information is due in Phase II as noted in the soliciation
8/13/2026 RFP page 13/72
The Submittal Requirements and Questionnaire subsections under Factor 2 Past Performance indicates that PPQs should be submitted for each of the 3 - 5 projects provided in the proposal under Factor #4 Prior Technical Experience. In all other areas of the RFP Factor #3 is Prior Technical Experience and Factor #4 is Management and Technical Approach. Please confirm that this section should also reference Factor #3 Prior Technical Experience.
Confirmed. Factor #3 is prior technical experience.
8/13/2026 RFP page 13/72
Factor 2 requires submission of PPQs for the 3 - 5 projects provided as Prior Technical Experience. Some clients, including NAVFAC and USACE, will not provide a PPQ if a final CPARs has been released. If PPQs are required, and CPARs are not allowed in lieu of teh PPQs, this limits the projects that can be provided to verify past experience. Please allow submission of CPARs in lieu of PPQs.
As noted in the factors:
"In addition to the reference PPQ provided directly to the Government, the Contracting Officer may identify and analyze the past performance of the Offeror on any other relevant contract substantially completed within the past fifteen (15) years of which the Contracting Officer has knowledge or obtains knowledge. This includes information obtained through CPARS evaluations and/or from other individuals who have direct knowledge of the Offeror’s past performance on previous contracts."
However, a CPARS will not replace a PPQ submitted directly to the contracting officer specific to thie procurement.

Section I.F of the main Solicitation states that Phase I Offers are due on August 28, 2026, at 11:00 AM EST. However, the instructions on both the Firm PPQ form (Appendix C) and the Key Personnel Reference form (Appendix B) request that references submit their completed questionnaires directly to the Contracting Officer "NO LATER THAN 08/25/2026". We respectfully request that all firm PPQs and personal references be due at the same time as our RFQ response.
Proposal deadline and PPQ deadline is extended until 11:00 AM September 4, 2026.

8/17/2026 Solicitation document "47PB5426R0007 1800 Forward CMc", Section I.F (Contract Liquidated Damages Rate), Page 6.
The solicitation establishes a Liquidated Damages (LD) rate of $30,046 per calendar day. While the Government is understandably working to ensure timely completion and capture real costs incurred as a result of potentially late delivery, this level of penalty forces a highly defensive posture in administering the project. This contradicts the collaborative partnership and solutions-oriented mindset that the Construction Manager as Constructor (CMc) delivery method is meant to foster. At over $30,000 a day, the CMc would be forced to heavily document minor delays, potential impacts, and change notifications. Compounding this risk, tracking potential impacts via schedule fragnets while awaiting negotiations or formal modifications would severely degrade the schedule’s effectiveness as a planning and tracking tool. Ultimately, managing iterative scope refinements under the threat of extreme penalties will create severe administrative burdens and schedule bottlenecks for the entire team. Please advise whether the Government would consider an LD rate of $10,000/day, which would better support a more collaborative project delivery approach.
The liquidated damages calculations have been revisited and revised. The new liquaidated damages rate that will be included in the contract is $15,148.
8/18/2026 Solicitation document "47PB5426R0007 1800 Forward CMc", Page 9/72 Factor 1: Key Personnel and Factor 2 Past Performance - Questionnaires
The submission requires 3 questionnaires for each of the five key personnel (minimum of 15 total) and a PPQ for each of the projects (3 to 5 additional PPQs) to be submitted by COB 8/25/2026. Given that we are at the end of the summer vacation period, we have found that many references are out of the office. We respectfully request that the proposal submission date be extended for a period of one week (to September 4, 2026) and that the submission of the PPQs for the key personnel and the projects also be accepted until Friday, September 4, 2026.
Proposal deadline and PPQ deadline is extended until 11:00 AM September 4, 2026.
