About this file

This is a Questions and Answers document for Solicitation FA500426B0001, issued by the Department of the Air Force, 354th Fighter Wing (PACAF) at Eielson Air Force Base, Alaska on February 9, 2026. The document addresses contractor inquiries regarding Project FTQW 20-0504, which involves repair of CHPP (Coal Handling Preparation Plant) electric panels and circuits in Phase C.

The Q&A clarifies technical and administrative requirements for the project. Key technical details include: Type A fixtures are to be revised to Type B; contractors may substitute BAA-compliant fixtures; fixture installation shall follow E3.0 sheet note #1; the demolition and installation plans on drawings E4.2 and E3.2 detail 3 must be followed; new panel G shall be installed on the existing DS-B Unistrut location next to existing Transformer T102, with T102 remaining in place and panels B, B1, and old G demolished; and only new work must be NEC compliant. The Superintendent may be a working position, but the Site Safety and Health Officer (SSHO) must be a designated position with full-time vigilance responsibilities. Work in the coal thaw area is restricted to summer months (May 15 through September 15) when train cars are not present. The Period of Performance has been extended to 545 calendar days from notice to proceed per RFI responses dated January 21, 2026. Notice to Proceed will be issued once the awardee delivers bonding and insurance, expected within 10 days of award. The contractor laydown area location within the CHPP security fence will be provided at time of award. Drawing E1.0 allows sequencing of two separate panels within an 8-hour workday provided the work is reflected in the project schedule. Work on Panel LP is scheduled for summer months and shall follow the sequencing plan provided during solicitation.

SUBJECT: Questions and Answers – Solicitation FA500426B0001, Project FTQW 20-0504 Repair CHPP Electric Panels & Circuits, Phase C.

Please find the list of Contractor questions and Government responses for the Solicitation Phase of the above labeled project:

No. Question Answer 1 Can the Superintendent be a working

Superintendent or only supervision?

Yes.

2 Can the SSHO be a working SHHO or only supervision?

No. They need to be a designated SSHO to be vigilant at all times.

3 Type A fixtures are not on the fixture schedule.

What type of light do you want for type A?

Type A shown on DTL 2/E3.2 to be revised to read ‘Type B’ fixture, as type A fixture was eliminated from project after the 95% design.

4 Can we substitute diƯerent fixtures from what is on the fixture schedule? Some of the part numbers are not BAA fixtures.

Yes. You can substitute a BAA compliant fixture.

5 Spec Section 26 51 00 2.6.1 tells us to use swivel hangers to allow luminaires to swing within a 45-degree angle, and to brace pendants longer than 4’ to limit swinging. E3.0 shows type B fixtures hanging at 14’ which puts them on a long stem.

At the walk through, it was discussed surface mounting the fixtures or a rigid stem. Please clarify how these fixtures are to be mounted.

Contractor shall follow the instructions for installation on page E3.0 sheet note #1.

6 E3.2 detail 3 shows 2 type C fixtures on each catwalk for a total of 4. There are currently 3 on each catwalk. Are we to replace all 3 on each catwalk or is one getting eliminated?

Contractor shall follow the demolition plan found on page E4.2 and installation plan found on E3.2 detail 3.

7 E2.1 notes 4 and 5 tells us to relocate transformer T102 to the location of demoed T103

Contractor shall Install new panel G on existing DS-B Unistrut location

EIELSON AIR FORCE BASE, AK

to feed new Panel G. At the December 16th walk through it was said to replace with a new transformer. Please clarify if you want a new transformer or relocate T102 as the drawings show.

next to existing Transformer T102.

T102 to remain in existing location.

Demo Panels B,B1,and old G.

8 When we did the walk through of the coal thaw area, there were train cars on both sides. When the contractor does the lighting in this area, when can one side of this area be open and available. Can they only be done at a certain time of the day? Can it only be done in the summer months?

This work shall only be done during the summer months when the train cars will be out of the shed. See SOW paragraph 5.0

9 Can the Period of performance be extended if needed? By the time it gets awarded, contract complete, submittals complete, and the lead time on the equipment, the contractor might miss most of the summer of 2026 if not all depending on when we can get the equipment.

The sequence says the work on the panels and transformers can only be done in the summer.

Please advise.

The Period of Performance has already been extended to 545 calendar days from notice to proceed per RFI responses on 21 January 2026.

10 Considering electrical equipment lead times of up to six months and the requirement to complete seasonal work within the summer construction window (May 15 through September 15), will the Government extend the Period of Performance to 600 calendar days?

See answer to question 9.

11 Are there any periods during the Period of Performance when the Contractor will not be permitted to access the coal thaw shed to perform work under this contract?

See answer to question 9.

12 Confirm whether existing electrical systems that connect to or are modified to support the new work are required to be brought into NEC compliance under this contract.

Only new work shall be NEC compliant.

13 For scheduling purposes, please confirm the Government’s anticipated Notice to Proceed (NTP) date for this project. SOW, or whether extended or accelerated work hours would be expected.

Once Awardee delivers bonding and insurance the notice to proceed will be presented, bonding and insurance are expected to be delivered within 10 days of award.

14 Note 7 on Drawing E1.0 requires demolition of the post to 6 inches below grade; please confirm whether the pole and the 25 kVA pole-mounted transformer feeding the coal handling oƯice panel CO1 are to be demolished and removed under this contract.

Please see response to RFI question set 1 from last year’s site walk.

EIELSON AIR FORCE BASE, AK

15 Note 7 on Drawing E1.0 requires demolition of the post to 6 inches below grade, and Paragraph

1.7 of the Statement of Work states there are no salvageable materials; Please confirm whether the Government wants to retain the pole or the 25 kVA pole-mounted transformer.

No.

16 The Government indicated in its response to Question #4 that the contractor laydown area is located within the CHPP security fence; please provide the exact location within the CHPP security fence that is designated as the contractor laydown area?

This will be provided at time of award.

17 Will Section F of the document “Solicitation Amendment FA500426B00010002” be updated to reflect the correct Period of Performance, as it currently indicates January 28, 2026 through July 27, 2027?

updated

18 Drawing E1.0 states the Contractor shall sequence remaining work on panels with downtime not exceeding 4 hours; please confirm whether this allows two separate panels to be worked on within an 8-hour workday.

Yes, so long as the work is reflected on your project schedule.

19 Drawing E1.0 states that Panel LP must be last in the sequence; however, Drawing E2.1 Note 2 directs rerouting feeders to the new Panel LV and providing temporary power to existing Panel LP until loads are transferred, please confirm which is the correct sequencing.

Contractor shall follow the sequencing plan provided during solicitation.

20 Please confirm whether work associated with Main LP falls under the drawing note indicating work is “scheduled for summer months” (May 15 through September 15).

Yes, see SOW Paragraph 5.0.
