About this file

This is a Questions and Answers document for Solicitation FA500426B0001, issued by the Department of the Air Force 354th Fighter Wing (PACAF) at Eielson Air Force Base, Alaska on 21 January 2026. The document addresses 56 contractor questions regarding Project FTQW 20-0504, which involves repair of electrical panels and circuits at the Coal Heat and Power Plant (CHPP) facility, Phase C.

Key project details include a Period of Performance of 545 calendar days from Notice to Proceed, with laydown areas located within the security fence around the CHPP. The work encompasses electrical panel and light fixture installation (from reputable manufacturers per specifications section 26 and drawing sheet E0.2), hazardous materials abatement (contractors should assume two 20-cubic-yard PCB roll-off containers), and removal of existing lighting conductors and associated equipment. The coal thaw shed is identified as the only area requiring additional operational coordination. Contractors must comply with NEC and applicable codes, provide project schedules to the CHPP for coordination, and follow industry standards for work around hazardous materials. Government-provided temporary electrical power will be available from LP-4 through panel D prior to project start, with no utility cost reimbursement required from contractors. All Safeguard Information Clauses are required, though no documents are currently designated as Controlled Unclassified Information (CUI). Contractors may use alternative scheduling software compatible with Microsoft Projects, and most project management positions may be dual-covered except for the Site Safety and Health Officer (SSHO) position. The Financial Responsibility document must be submitted as part of the bid package. All RFIs, pay applications, progress reports, submittals, and daily reports will be processed via email.

Contractor’s project schedules will be provided to the CHPP for coordination. Access to the CHPP has already been coordinated and security procedures for entry of the area will follow normal procedures.

EIELSON AIR FORCE BASE, AK

11 The Hazardous Material Notes state that abatement is required only to the extent necessary to complete the specified scope of work. What is the quantity of each hazardous material the contractors should estimate to ensure all are assuming the same amount? Also, to establish a not to exceed quantity so that any additional quantity will be deemed a diƯering site condition.

Contractor should assume two 20CY PCB roll-oƯ containers.

12 If hazardous materials are encountered that restrict access to work areas, equipment, or control panels, that the Government has identified as having limited downtime, please confirm whether the downtimes can be extended until the areas are cleared of hazardous materials, or if the downtime requirement takes precedence? Note, if end users need to access a piece of equipment or area during hazmat abatement, they will ne to wear proper PPE and have required training.

CHPP staƯ have been briefed about wearing proper PPE. Downtime will take precedence.

13 Please confirm whether hazardous material remediation is anticipated to be performed under normal working hours as defined in the SOW, or whether extended or accelerated work hours would be expected.

Hazardous material remediation is anticipated to be performed under normal working hours. However, Contractor may request to work outside of those work hours in written format to the Contracting OƯicer.

14 Specification Sections 1.2.2 (Working Hours) and 1.2.3 (Work Outside Regular Hours) establish normal working hours and require Contracting OƯicer approval, with a minimum 15-calendar-day advance notice, for work outside those hours.

Please confirm whether hazardous material remediation is subject to these same requirements, or whether the Government considers hazardous material remediation to be an exception to the workhour and approval requirements of Section 1.2.3.

Please see the answer to question number 13.

26 The 01 32 01 Schedule specification requires the use of Microsoft Projects. Can a contractor use Primevera P6 scheduling software and include all required files in PDF format?

Yes, Contractor can use any scheduling program that is compatible with Microsoft projects.

27 Can any of the following positions be held by the same person: Project Manager, Superintendent, QC Manager, SSHO? If so, which positions can be dual covered.

Contractor is allowed to dual hat all positions EXCEPT for SSHO.

28 We noticed that 252.204-7020 NIST SP 800-171 DoD Assessment Requirements is included in the solicitation, which requires that ALL subcontractors, regardless of the presence of CUI, without exception, have a SPRS self-assessment score. We understand that this requires us to follow this clause and flow it down to every subcontractor. Will this job have any controlled technical information (CTI), controlled unclassified information (CUI), or controlled defense information (CDI) and will we need to flow the clause down to subcontractors? There may be additional cost impacts for subcontractors to comply with this clause.
