About this file
This is a Questions and Answers document for Solicitation FA500425B0001, Project FTQW 20-0504, issued by the 354th Contracting Squadron at Eielson Air Force Base, Alaska. The document addresses contractor inquiries regarding the repair of CHPP Electric Panels & Circuits, Phase C.
Key clarifications provided include: demolition of panels CO-1 and CO-2 includes the 25kVa pole mount 120/240V transformer and post removal to 6 inches below grade; the Government does not provide protections against trade war-related material cost adjustments; contract award will be based on total price with a required price breakdown per DFARS 252.236-7000; panel schedules have been revised to reduce branch circuits from approximately 239 unknown items to 35 total circuits, with circuits marked "Unknown" no longer requiring identification by the contractor; existing panels may be gutted and reused as junction boxes, and existing lighting conduits may be reused with new conductors; GRC pendant fixtures do not require additional anti-sway wires; existing lighting fixtures are 120V with no emergency circuit supply, while new fixtures are 277V except in the Ash House which uses battery packs; and existing branch circuitry shall remain in place with only interception and extension to new panel locations rather than complete replacement. A 180-day bid guarantee is required per section 13.d. of the solicitation. Government responses were issued between March 28, 2025 and May 5, 2025.

1 Drawing E1-0 Sheet note no. 7 details the demo of panels co-1 and cO-2, for uƟlity disconnect at CO-1, does that include the 25kVa pole mount 120/240V transformer to be demolished?
AffirmaƟve. 3/28/2025
2 Sheet note no.7 also menƟons to "demolish post to 6" below grade", is that the post for panel CO-1 or the pole where the 120/240 transformer is mounted?
AffirmaƟve. 3/28/2025
3 The solicitaƟon, in 13.d., requires 180 day bid guarantee. With the world engaging in trade wars currently, can the Government offer any protecƟon against materials adjustments post bid?
The Government does not garantee any protecƟons due to trade wars.

that are not shown on the prints, with a large porƟon of those called out as unknown. It would be an impossible task to gather that informaƟon on a site visit, and it would not be cost effecƟve for every bidder to send a team out to gather that informaƟon, that could take a week or more. Please provide the locaƟon of those items on the drawing set and an abundance of pictures to reference while bidding.
in the prints. The total number of branch circuits on the new panels has been reduced to approximately 35.
AddiƟonally, note 10 on E0.2, Note 6 on E1.1, and Note 1 on E1.4 have been updated to indicate that tracing circuits marked as ‘unknown’ by the contractor is no longer required.
These circuits will remain labeled as ‘Unknown’ on the new panel directories if they are not idenƟfied by the facility during construcƟon.
6 The above-menƟoned unknown items.
Since it is impossible to bid the unknown, can these items be a separate T&M in the bid schedule?
Refer to response to quesƟon 5. 4/24/2025
7 E0.2 general note 10 cannot be quanƟfied at bid Ɵme. Please provide a list of criƟcal loads and the allowable shut down Ɵme for each item, and if the item can only be shut down aŌer hours or during certain Ɵmes.
The government has revised and updated all panel schedules, highlighƟng all criƟcal branch circuits impacted by this project. These criƟcal branch circuits were also idenƟfied during the site visit. As this facility operates 24 hours a day, there will be no aŌer-hours shutdown.

11 Is any of the exisƟng lighƟng on emergency circuits?
ExisƟng lighƟng fixtures are rated at 120V, but there are no 120V emergency panels supplying circuits to these fixtures. All new lighƟng fixtures, except those in the 'Ash House,' are rated at 277V. The new emergency lighƟng fixtures are
