This Statement of Work (SOW) details the renovation requirements for Building 1300 at Eielson Air Force Base in Alaska. The project scope includes converting a steam boiler to a hydronic boiler system, performing HVAC testing and balancing, repairing the domestic water and fire suppression systems, and replacing the roof, roof drains, and interior rain leaders. The total building is approximately 25,126 square feet, originally constructed in 1961 as a Combat Alert Cell, and will be renovated for warm storage and temporary satellite work operations.

Key technical requirements include installing a 22,000 square foot PVC roofing system with R40 insulation, replacing all roof drains, converting boiler systems, and repairing fire suppression infrastructure. The project has a critical deadline of having permanent heat operational by 15 September 2025, with a temporary heat solution required if permanent heat is not established. The contractor must comply with all federal, state, and local regulations, Eielson AFB Installation Facility Standards, and obtain necessary approvals including airfield driving training and airfield access permissions. The contract will be administered by the Eielson AFB Contracting Officer, with the Base Civil Engineer monitoring work performance.
