About this file

This pre-bid sign-in sheet documents attendance at a bidders' conference for the Air Traffic Control Tower Rehabilitation project at Flagler Executive Airport, administered by the Flagler County Board of County Commissioners under ITB 26-ITB-018. The project scope encompasses building envelope repair and repainting, structural repairs to the ATCT structure and catwalk, tower cab interior replacements including carpet, cabinets, countertops, and ceiling repairs, roof hatch replacement, replacement of seven package terminal air conditioners and two rooftop units, interior painting, and consolidation of access control systems for vehicular gates, tower entry doors, and elevators under a single card-based security system. Additional contingent scope items include hand railing upgrades, exterior up-lighting, vehicular gate operator replacement, bollard repainting, and asphalt seal coating and re-striping within the security-fenced parking area. Proposals are due August 14, 2026. Construction is limited to 120 calendar days for substantial completion and 30 additional calendar days for final completion, with work coordinated to prevent obstruction of facility operations during normal operating hours (0700-1900 local time). Award will be made within 120 calendar days of the public bid opening to the responsible bidder submitting the lowest conforming bid, with contract execution required within 15 calendar days of award.

The project is funded through Federal Aviation Administration Airport Improvement Program funds and is subject to Davis-Bacon wage rate determinations and FAA inspection and approval. All work must comply with Flagler County Land Development Code, current FDOT Standard Specifications, and FAA Advisory Circular AC 150/5370-2. The contractor must furnish a bid bond, payment and performance bond equal to the full contract amount, and insurance certificates. Mobilization costs are limited to 10 percent of total project cost. Payment is made within 45 days of receiving an accurate, undisputed invoice, with interest accruing at one percent per month on unpaid undisputed invoices beyond 45 days under Florida Statutes Chapter 218.
