About this file

This is a reference design document for the Air Traffic Control Tower (ATCT) Rehabilitation project at Flagler Executive Airport, administered by the Flagler County Board of County Commissioners under ITB 26-ITB-018. The project encompasses comprehensive rehabilitation of the ATCT facility and supporting infrastructure, including building envelope repair and repainting, structural repairs to the ATCT structure and catwalk, tower cab interior replacements (carpet, cabinets, countertops, and ceiling repairs), roof hatch replacement, air conditioning system replacement (seven package terminal air conditioners and two rooftop units), interior painting, and consolidation of access control systems (vehicular gate, tower entry door, and elevator) under a single card-based security system. Optional scope items contingent on funding availability include hand railing upgrades, exterior up-lighting, vehicular gate operator replacement, bollard repainting, and asphalt seal coating and re-striping within the ATCT security-fenced parking area. Proposals were due August 14, 2026, with a pre-bid conference required and information available through the County's eProcurement Portal. Construction is limited to 120 calendar days for substantial completion and 30 additional calendar days for final completion, with award to be made within 120 calendar days of the public bid opening.

The project is funded through Federal Aviation Administration Airport Improvement Program funding and is subject to Davis-Bacon wage rate determinations and FAA inspection and approval. Bidders must submit a bid bond, payment and performance bond equal to the full contract amount, and insurance certificates. The successful bidder must execute the contract within 15 calendar days of award, with mobilization limited to 10 percent of total project cost. All work must comply with Flagler County Land Development Code, current FDOT Standard Specifications, and FAA Advisory Circular AC 150/5370-2 regarding operational safety. Work must be coordinated to prevent obstruction of ATCT personnel access, parking, and facility operations during normal operating hours (0700-1900 local time). Payment is made within 45 days of receiving an accurate, undisputed invoice, with interest accruing at one percent per month on unpaid undisputed invoices beyond 45 days under Florida Statutes Chapter 218. Award will be made to the responsible bidder submitting the lowest conforming bid.
