About this file
This is a federal contracting provision (FAR 52.225-2) that establishes the Buy American Certificate requirement for offerors responding to solicitations. The provision requires offerors to certify that all end products are domestic products, except those specifically listed as foreign end products. For any foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items. If the domestic content percentage is unknown, offerors must select "no."
The provision mandates that offerors separately identify line item numbers for domestic end products containing critical components and list foreign end products by line item number, country of origin, and domestic content threshold status. The Government will evaluate all offers in accordance with Federal Acquisition Regulation Part 25 policies and procedures. This is a template provision document designed for incorporation into solicitation documents and does not address specific products, services, response dates, or award information.
