About this file

This is a federal contracting provision template titled "Buy American Certificate" (FAR 52.225-2, October 2022) that establishes certification and disclosure requirements for offerors in federal solicitations.

The provision requires offerors to certify that all end products are domestic end products, except those explicitly listed as foreign end products in the certificate. Offerors must identify any end products manufactured in the United States that do not qualify as domestic end products and specify their country of origin. For foreign end products that are not wholly or predominantly composed of iron, steel, or a combination thereof, offerors must indicate whether domestic content exceeds 55 percent, with the exception of commercially available off-the-shelf (COTS) items; if domestic content percentage is unknown, offerors must select "no." Additionally, offerors must separately list line item numbers of domestic end products containing critical components as defined in FAR 25.105. The provision includes a table for documenting foreign end products with columns for line item number, country of origin, and domestic content threshold status, and a separate section for listing domestic products with critical components. Government evaluation of offers will follow the policies and procedures outlined in FAR Part 25.
