About this file
This document contains Government Responses to Requests for Information (RFI) for Solicitation FA930126R0005, a Full and Open Request for Proposals issued through SAM.gov for Materiel Management Operations (MMO) Services. The solicitation involves existing work currently performed by incumbent contractor Data Monitor Systems, Inc. under contract FA930126D0004, and was posted in SAM as of the RFI response date of March 17, 2026.
The RFI responses clarify critical eligibility and evaluation requirements for the acquisition. Contractors must comply with DFARS 252.226-7002 Vendor Eligibility Representation regarding employment of severely disabled individuals at a rate of at least 33 percent of total workforce over the 12-month period preceding solicitation issuance. Failure to meet this requirement renders an offeror ineligible for award, as specified in the revised 52.212-2 addendum Subfactor 1(b)(2) Evaluation Criteria. The government confirmed the acquisition remains unrestricted (full and open) competition to all vendors meeting the solicitation requirements. Additional responses address that site visits must be conducted in-person rather than virtually and clarify that the use of a demonstration project does not convert the opportunity to a restricted vehicle.

Solicitation FA930126R0005 Materiel Management Operations (MMO) Services
Government Responses to Requests for Information (RFI) Received as of 17 March 2026
1. Material Management Operations Services is a Full and Open RFP issued through SAM.gov with the DFARS 252.226-7002 provision. This provision or the requirements of this provision are not annotated in the Evaluation Criteria of the RFP. If a firm that does not meet the provision submits an offer for this requirement, are they still competitive for this Full and Open RFP? (11MAR2026)
Response: No, see revised 52.212-2 addendum Para. 1. Subfactor 1(b)(2) Evaluation Criteria.
2. Would it be possible to attend the site visit for the above referenced contract virtually via Teams?
(12MAR2026)
Response: Please note that the site visit will be conducted in-person and not by virtual means.
3. To be eligible for award, does an offeror have to meet the criteria for employing severely disabled individuals?
(12MAR2026)
Response: Yes, see revised 52.212-2 addendum Para. 1. Subfactor 1(b)(2) Evaluation Criteria.
4. Is this (solicitation) stating that if the demonstration project can be used, this would transfer this opportunity to this as a vehicle instead of being full and open? (12MAR2026)
Response: No, this acquisition is unrestricted (full and open) as indicated in the SF1449 Block 10 to vendors that can meet the requirements of the solicitation.
5. 1. Is this a new or existing work? 2. If existing work, who is the incumbent and what is the contract number.
3. When does your office expect to release this solicitation? (17MAR2026)
Response: 1. Existing work. 2. The current contractor is Data Monitor Systems, Inc. under contract FA930126D0004. 3. The solicitation is currently posted in SAM.
6. Will the Government please clarify if this is a covered solicitation under DFARS 252.226-7002 Vendor Eligibility Representation? Is it the Government’s intention to restrict competition to only contractors that meet the requirement of employing severely disabled individuals at a rate of at least 33 percent of its total workforce over the 12-month period prior to the issuance of the solicitation. (17MAR2026)
Response: This acquisition is unrestricted (full and open) as indicated in the SF1499 Block 10 to vendors that can meet the requirements of the solicitation. See revised 52.212-2 addendum Para. 1. Subfactor 1(b)(2) Evaluation Criteria.
7. Also, I wanted to confirm that this is indeed a covered solicitation under DFARS 252.226-7002 Vendor Eligibility Representation? Specifically, if a contractor does not meet the requirement of employing severely disabled individuals at a rate of at least 33 percent of its total workforce over the 12-month period prior to the issuance of the solicitation, are they ineligible for the award? Please advise. (18MAR2026)
Response: Reps/Certs DFARS 252.226-7002 is included in the solicitation. Yes, see revised 52.212-2 addendum Para. 1. Subfactor 1(b)(2) Evaluation Criteria.
