About this file

This document is an addendum to FAR Provision 52.212-1 providing instructions for vendors submitting proposals to a U.S. Air Force commercial products and services acquisition. Proposals must be submitted electronically in PDF format to Contract Specialist Ms. Amanda Tate (amanda.tate@us.af.mil) and Contracting Officer Mr. Norman Mackie (Norman.mackie.1@us.af.mil) by the solicitation deadline. Vendors must be registered in SAM (https://sam.gov) to be eligible for award. All proposals must comply with strict formatting requirements: 8.5" x 11" pages with 1-inch margins, Times New Roman 12-point font, and single-spacing. Vendor pricing must remain firm for 90 calendar days from the proposal submission date. The solicitation uses SF 1449 forms with CLINs 0001-4002; vendors must enter unit prices, multiply by quantities to calculate line item amounts, and total all CLINs in Block 26. Pricing proposals and technical submissions must be submitted in two separate PDF files with no page limits for Volume I (Price Proposal) but a strict 40-page maximum for Volume II (Technical Submission), excluding cover pages. The government will not reimburse proposal preparation costs.

Volume II technical submissions must address three evaluation factors: Factor 1 (Experience) requires submission of 2-3 completed projects using the provided Experience Sheet (Attachment 1); Factor 2 (Past Performance) requires Past Performance Questionnaires (Attachment 2) for each project, with the vendor responsible for collecting and submitting these directly to the contracting officer; and Factor 3 (Vendor Mission Essential Plan) must comply with DFARS 252.237-7024 Notice of Continuation of Essential Contractor Services. All proposals must be fully responsive to solicitation requirements and FAR Provision 52.212-2 evaluation criteria. Vendors must clearly identify any exceptions to terms and conditions with supporting rationale. The contractor shall comply with DD Form 254 security requirements, which will be attached upon award.
