Q . For Attachment L-2 under section A. General information, where it says "Highest amount of task orders performed concurrently" does that mean task orders under this specific past performance contract only or does it mean all other jobs that were preformed concurrently with this job?
A. “Highest amount of task orders performed concurrently” represents the highest number of task orders performed in a single period during the performance of the identified contract.
Q. At Sect , L-002, Para C.7.c it refers to documents using Microsoft Project. Does this mean we must use Project for the schedule we submit? Or can we use another scheduling software such as Primavera?
A. The submitted schedules can be sent in Microsoft Excel or Project format. The Government does not use other software such as Primavera.
Q. For the "Reasonable Assumptions" for the seed project, we are to submit a schedule of material submittals. Does this mean we are to add items to the Schedule of Material Submittals provided with the RFP?
A. No items are to be added to the included Schedule of Material Submittals.
Q. For Part I - Price Proposal we are to submit a coefficient matrix. Since we are to provide two coefficients (Edwards AFB et al., and NASA et al), if our coefficients are different, do we submit two matrices?
A. Yes, a separate Coefficient Matrix for CLIN 0001 and CLIN 0002 is acceptable.
Q. How many firms signed up to attend the preproposal conference and how many of those firms were 8(a) companies?
A. As stated on Page 1 of the Standard Form 1442, Block 10 this acquisition is pursuant to Section 8(a) Program of the Small Business Administration and will be restricted to 8(a) entities with a bona fide office in the state of California. A list of preproposal conference attendees will not be provided as the preproposal conference was cancelled due to concerns over COVID-19.
Q. Are SABER contracts, which are an aggregate of multi-million dollars, (1) a single contract and (2) does the prime contractor need to carry 100% performance and payment bonds for the entirety of the multi-million dollar contract?
For example if it's a $50,000,000 SABER contract, can the prime contractor expect any range of the minimum contract amount (which I believe is $2000) to the maximum $50,000,000 to be awarded in any combination and quantity to be awarded throughout the life of the contract? And the prime has to carry a 100% bond for each one of those orders that aggregates to a $50,000,000 bonding capacity?
A. Bonding and bonding aggregate requirements apply to active Task Orders only. See Far Clause 52.228-15 and reference FAR Subpart 28.1 – Bonds and Other Financial Protections, as well as DFARS Subpart 228.1 – Bonds for Federal and DoD policy and use.
SABER Questions and Answers Page 1
Q. In section L-002.A, four (4) proposal parts identified. At C.5 of this section we are instructed to separately bind each volume of the proposal. Is each part considered a volume?
A. Each part (Part I – Price Proposal, Part II – Technical Proposal, Part III – Past Performance Information, and Part IV – Contracts) is considered a volume. Four volumes total.
Q. In Section L-002, is item "e" of Element 2-1 (Project Cost Estimate), the same as item "a" in Element 2-2 (Detailed Price Proposal)? If not, what is the difference?
A. For clarity, Item “e” of Element 2-1 of Section L-002 has been removed. Please provide your seed project CSI MasterFormat line item breakout (cost estimate) under Element 2-2 of your Price proposal volume.
Q. Under Part IV - Contracts it states that Sections A - J shall be submitted in their entirety. Then it says only return necessary fill-ins in sections C-K (a seeming contradiction). Also it seems to imply section K only needs to be completed /returned if SAMs is not up to date. Can the requirement be clarified?
A. Sections A-J must be submitted with the applicable offeror fill-ins completed. Section K must be returned only if the representations and certifications in SAM.gov are not up to date.
Q. We'd like to know if this is Design-Build for a contractor or Design.
A. Each order includes detailed task specifications, which encompass most types of property maintenance, repair, and construction work. Minimum design of up to 35% in-house design capability or ready access to design capability may be required as part of an awarded task order. It is considered to be outside the parameters of minimum design if it requires the services of a registered architect or engineer. The contractor is responsible for submitting documentation that substantiates the proposed approach.
Q. Do you know if the Walk will be rescheduled?
A. The pre-proposal conference and site visit will not be rescheduled due to COVID-19 concerns.
Q. As a result of Covid-19, we are not sure we will be able to contact all of our references. Can we send out more than 4 PPPQs and then only identify 4 PPPQs for consideration in our proposal after we can confirm which POCs were able to complete and send them to you?
A. In accordance with Section L, “Offerors must send the Past Performance Questionnaire and Cover Letter (Attachment L-2) to all points of contact (POCs) listed in the Performance Information Sheet (Attachment L-1)”. The PPQs submitted in the proposal must match the contracts submitted as part of the evaluation. No more than four contracts are allowed.
SABER Questions and Answers Page 2
Q. Although "Seed Project Photos and Description" is a listed document an the beta.SAM site, it does not appear to be an active link. Please clarify, are seed project photos available?
A. Seed project Photos will be republished if possible, as soon as they have been cleared for release by our Public Affairs office. Proposal due dates may or may not be adjusted accordingly.
Q. Given most of the facilities are understaffed or shut due to Corona Virus, is it possible, we get an extension on the deadline by two weeks or the period until the shutdown is removed? This request is made for requesting and obtaining PPQs required sent in time. Also, can you please extend the March 23rd deadline to submit the questions to March 31st?
A. Current due dates are being re-evaluated and will be updated via amendment to the solicitation.
Q. Section M-A. Price Evaluation: Please provide your formula used in determining “weighted” as displayed in your example.
A. (Edwards AFB Coefficient * 85%) + (NASA AFRC Coefficient * 15%) = Weighted Average Coefficient
Q. Will experience of key management individual past performance on SABER contracts be deemed very relevant? In other words, Can a prime contractor use the experience of a key manager that has past experience on SABER contracts?
A. The purpose of the past performance evaluation is to allow the government to assess the offeror’s probability of meeting the solicitation requirements based on the offeror’s demonstrated past performance. Key Personnel and Management Experience is “not” a Factor for evaluation in this acquisition.
Q. Please clarify how material tax can be calculated in the coefficient ? EX: if a requirement is to supply and install a large generator, the costs including sales tax to purchase the generator far outweighs the labor and equipment cost to install it -on the other side of this, if a project is exclusively demolition, this will be mainly labor which would mean the inclusion of sales tax in the coefficient would be irrelevant.
Please consider allowing sales tax to be used from Division 1, that way it will clearly be a direct cost per task order.
A. We recommend considering sales tax as it applies to material and equipment cost in the generation of the coefficient. Sales Tax as a Division 1 direct charge to a Task Order is not an allowable direct cost at this time.
Q. Please clarify “bare cost”. Should it be understood to mean you will only be allowed the “bare cost” for self-performed labor and subcontracted work? Meaning the coefficient will need to capture labor burden as well as subcontractor mark up? If so, please consider allowing fully burdened labor and extended OH & P on subcontracted work.
SABER Questions and Answers Page 3
A. That is the column that will be allowed from the estimating system. On top of the bare column, they will get to add the City Cost Index (CCI) and it is at that point the coefficient will be applied.
Q. Please clarify if the RS Means training will be a onetime training exercise or will additional training sessions be required during the life of the contract?
A. Only initial training will be required.
Q. Please clarify that all management, supervision, quality control, environmental manager and safety manager will need to be included in the coefficient.
A. These categories should be considered when developing the G&A portion of the coefficient.
Q. Please provide an estimated costs for on-site utilities that the contractor will be responsible to pay per year for the on-site office/laydown yard.
A. Costs are based on contractor usage. As a result, information provided is not an absolute guarantee.
The current average costs for power and water are approximately $200 per month.
Q. Regarding B1212; Will any other door hardware be needed for this project other than the locksets as stated in SOW. I.E. closers, sweeps, kick plates etc.
A. All requirements have been listed in the Statement of Work for the seed project (Attachment L-3).
Q. Regarding B1212; Can you please provide any as-builts of the current/existing duct configuration?
A. Civil Engineering is not in possession of a current as-built for the HVAC system.
Q. Regarding B1212; Please provide asbestos report if available.
A. It should be assumed that all drywall and floor mastic required to be removed on this project will test positive for asbestos.

Q. Page 7 of Section L requires us to submit a Project Cost Estimate as part of Element 2-1: Reasonable Assumptions; however, Page 4 of Section M shows that the Project Cost Estimate is part of Element 2-2:
Soundness of Approach. Can you please clarify where the Project Cost Estimate should be?
A. For clarity, Item “e” of Element 2-1 of Section L-002 has been removed. Please provide your seed project CSI MasterFormat line item breakout (cost estimate) under Element 2-2 of your Price proposal volume.
Q. Page 7 of Section L states, "Also, the price breakout shall specify how the contract coefficient is applied to the proposed price of this effort." Is this asking us to submit a narrative explanation?
A. No.
Q. Do you want us to bind all 4 parts into one binder, separated by Tabs identifying each part/subpart to total 4 binders or do we bind each part in a separate binder to total 12 binders?
A. We are removing the hard copy submission requirement and directing all offerors to submit electronically through DoD SAFE. Each volume should be submitted as a separate PDF. Price volume should be submitted as PDF “and” Spreadsheet. All Proposal Preparation Instructions otherwise remain the same.
Proposals will be allowed to be submitted via DoD SAFE (https://safe.apps.mil/). The offeror will request a drop-off to Maximiliano Oropeza; maximiliano.oropeza@us.af.mil. DoD SAFE will allow up to a maximum of 8Gb of space. Email submissions are not allowed.

SABER Questions and Answers Page 9
Q. Per relevancy definitions chart a for past performance, in order for magnitude to be considered relevant it shows "average $4M or greater per year" does this mean PPQ’s (form L-2) should reflect IDIQ contracts exceeding $4M, “(4) separate JOC/IDIQ/SABER contracts exceeding $4M”, or should the PPQ’s reflect individual task orders within a IDIQ contract, and the $4.0 million indicates a sum total of task orders per year.
A. Please refer to Section L, page 8 titled Part III – Past Performance Information
Q. If a contractor meets all qualifications, however for one of the relevancy chart assessment areas it is only "somewhat relevant" will the contractor still able to obtain an overall "substantial confidence" rating? Under Section M Part C, Paragraph J "if the lowest priced offeror is not judged to have a "Substantial Confidence" performance confidence assessment, the next lowest priced offeror will be evaluated". Please clarify can/will a contractor with either "Relevant" or "Very Relevant" on all assessment areas, and having "Somewhat Relevant" on only one assessment area still receive a "Substantial Confidence" rating in order to receive the award.
A. Please refer to Section M, page 4 and 5 titled PERFORMANCE CONFIDENCE ASSESSMENT (STEP 3) and
DEFINITIONS
Q. As part of attachment L-3, section Z1020 procedural has 7 line items with associated costs tagged to them. Is the Air Force’s intent to have these line items costed out in RS MEANS, or to include them as part of the coefficient as identified in Section L – Part I, Section C “The offeror’s price coefficient shall include…”
A. All items with the exception of construction debris are considered to be covered by the coefficient.
Dumpster and dump fees can be taken in Division 2.
Q. Are all interior walls within the limits of work "existing layout" RM1-103 (APG), RM-101 (Avionics), RM-114 (Break ), and "new layout" RM-105 (Debrief Rm) RM-xxx (Break), RM-114 (Conf Rm), RM-yyy (CAMS Rm) required to be painted or is painting limited to the new work areas?
A. Painting will be for the new construction only. Painting will be complete for blending purposes to the next corner of a wall.
Q. Are all interior non-fixed items such as furniture, vending machines, et. being relocated/stored by the government or relocated/stored by the contractor?
A. The Government will be responsible for moving all furniture and other items clear of the construction area.
SABER Questions and Answers Page 10
Q. We assume rooms where work is to occur will be made exclusively available to the contractor for the duration of work, and any government personnel/operations will be temporarily relocated elsewhere. Is this correct?
A. Correct.
