Evaluation Criteria

• Source Selection Procedures

• Performance Price Trade-off (PPT)

• Performance is approximately equal to price

• Evaluation Criteria:

• Price Evaluation (STEP 1)

• Offeror will be ranked according to Price (Lowest to Highest Weighted Coefficient)

• The offer with the lowest weighted Coefficient (price) will then be evaluated for technical acceptability

• In order to be Technically Acceptable, offerors must meet all subfactor requirements

• Technical Capability (Acceptable/Unacceptable)

(STEP 2)

• Subfactor 1: Proof of Bonding Capability

– Letter from bonding company will show the Offeror’s (Prime

Contractor) capability to provide Payment and Performance Bonds. Single $1M, combined amount of $10M

• Subfactor 2: Seed project proposal

– Reasonable Assumptions

– Soundness of Approach

• Lowest priced, technically acceptable offer will then be evaluated to determine the performance confidence assessment

• Performance Confidence Assessment (STEP 3)

• Recency

– Performance defined as being within 3 years from release of the RFP or contracts that are currently being performed with a performance record of at least 1 year from the RFP. Maximum of 4 contracts for proposed Offeror

• Relevancy

– Efforts involving: SABER, Job Order Contracts (JOC), Task Order Contracts (TOC), or Multi-skill/Multi-discipline Construction type Contracts involving similar scope/complexity and magnitude of effort this solicitation requires (See DoD Source Selection Procedures, Table 4 and Solicitation Relevancy Definition Chart A, pg. 8)

– Scope is more important than magnitude; magnitude is more important than contract type and contract environment and contract type are equal.

• Quality

– Tools used to assess quality in relevant contracts:

• Past Performance Questionnaires

• Contractor Performance Assessment Reporting System (CPARS)

• Any other sources (to include Government and commercial clients)

Proposal Evaluation Criteria Cont.

• Past Performance Confidence Assessments

Adjectival Rating Description

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Acquisition Planning

• Past Performance (STEP 3) Cont.

– If past performance is rated “Substantial Confidence”, evaluation is complete

– If the lowest priced offeror is not judged to have a “Substantial Confidence”, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a “Substantial Confidence” performance assessment or until all offerors are evaluated.

• (STEP 4) The Source Selection Authority shall then make an integrated assessment, best value award decision.
