Project Objectives Obtain unrestricted radiological release of the OMCC Excavate all soil with radium that exceeds 2.0 picoCuries per gram (pCi/g) and dispose of it in the McClellan AFB Consolidation Unit (CU) Perform final status surveys to demonstrate cleanup level has been met Maintain or restore pre-excavation form, appearance, and function of all infrastructure affected by the project Building 690 Buildings and shelters in the Sun Gro lot Roads, fences, pavement, landscaping, utilities

Site Description OMCC is the buried channel of a former alignment of Magpie Creek Received radium-contaminated wastewater from the base sewage treatment plant and instrument repair shop Non-uniform, sporadic deposition of radium-226 Contaminated layer ~2 ft. thick and ~30 ft. wide, starting about ~12 ft. below ground surface Length to be cleared for unrestricted release ~1,500 ft.

Overburden appears to be clean fill Runs beneath Building 690, Kilzer Ave, and Sun Gro lot

Remedial Approach

6 work units Work Unit 1 – beneath Bldg 690 Work Unit 2 – Bldg 690 to just west of Bldg 708 in Sun Gro lot Work Unit 3 – From Work Unit 2 to the Sun Gro tents Work Unit 4 – underneath the Sun Gro tents Work Unit 5 - running 380 ft northwest from the Sun Gro Tents Work Unit 6 from Work Unit 5 to Magpie Creek

Remedial Approach (continued) For each work unit collect pre-excavation samples using tranches and/or continuous core borings Identify areas that can be released without excavation Prepare waste disposal profiles Excavate areas that cannot be released without excavation Reserve overburden for use as backfill Excavate to bottom of waste layer Send waste layer to CU for disposal Conduct final status survey

Remedial Approach (continued) Qualify backfill Sample overburden for use as backfill Sample other McClellan AFB soil stockpiles for use as backfill If enough backfill cannot be qualified from these sources, purchase and qualify backfill Backfill must be analyzed for chemical constituents as well as radium-226

Remedial Approach (continued) Restore work units Obtain regulator concurrence to backfill Backfill Restore surface, including all infrastructure Final Inspection Site closeout and release Final status survey reports (one for each work unit) Remedial action completion report (one for entire site) Request for state Recommendation for Unrestricted Radiological Release (one for each work unit) Permit amendment request to remove site from multi-sites radioactive materials permit (one for entire site)

Remedial Approach (concluded) Bldg 690 - maintain or restore full form, function, and appearance Slab-on-grade ribbed metal structure 127 ft. east-west x 424 ft. 10 in north-south 2 main bays (North and South) separated by a 31 ft.-wide plenum West side of each bay has hangar doors 144 ft. wide x 29 ft. high Contamination runs northeast to southwest beneath parts of both bays and the plenum Paved beneath and on west with 10 in. concrete over 6 in. aggregate base Paved east, north, south with 2 in. coarse bituminous surface over 6 in. aggregate base Sun Gro Lot – work around Sun Gro operations Mostly sampling and excavating through asphalt pavement Probably excavate beneath one metal building (Bldg 708) and two metals shelters (see photo) Maintain or restore full form, function, and appearance of Bldg 708 and shelters
