About this file
This document contains instructions for submitting a Professional Compensation Plan as part of a proposal for a federal contract opportunity with the Department of the Air Force to provide services related to housing, enhanced use leases, and utilities privatization management. Offerors are required to submit both a narrative and labor model identifying proposed salaries, wage rates, and fringe benefits by labor category. The labor model must map the offeror's labor categories to the government's anticipated categories and provide supporting salary data. Compensation plans should demonstrate that proposed salaries are sufficient to attract qualified professional employees considering the complexity of contract requirements. Labor category qualifications and definitions for senior, mid, and junior levels are provided in an associated attachment.
