About this file
This document contains instructions for submitting a professional compensation plan as part of a proposal for an Air Force contract to provide housing, enhanced use lease, and utilities privatization management services. Offerors must submit both a narrative and a labor model identifying proposed hourly salaries and fringe rates by labor category. The narrative should describe fringe benefits for each professional category. The labor model maps offeror categories to anticipated government categories using standard qualifications. It requires surveys or studies supporting proposed compensation and mapping all categories to salary data. Unrealistically low salaries may indicate a failure to understand the complexity of contract requirements.
