APPENDIX I FOR OFFICIAL USE ONLY (FOUO) REQUIREMENTS
1.0 SCOPE
1.1 Identification
This specification documents requirements for the GPS Master Control Station (MCS) Off-line Software Tools. Most of these software tools were written by operators or organizational level software maintainers to support day-to-day operations and improve operational efficiency. They were coded in the popular personal computer (PC) software language of the day and, once demonstrated to work, frozen in configuration. In many cases, no documentation or commentary in the code explained the logic (algorithms) or function the software was composed to perform. The algorithms should be documented. Often the original coder transferred away and there was no recovery if the program failed. Sometimes updates in an external operating system would render the software tool unusable.
In preparation for fielding a major upgrade to the Operational Control System (OCS), the Architecture Evolution Plan (AEP), the GPS Site Activation Task Force (SATAF) decided a true functional baseline of the Legacy MCS needed to be documented. A complete baseline was necessary so that a before and after AEP installation state could be accurately determined. The large number of software tools had to be cataloged and defined well enough that a course of action could be chosen. A Software Tools Working Group was established to define the categories a software tool would be assigned to after their function, usage, and future use had been determined. It established four categories. A given software tool was either retired as no longer needed, catalogued, recoded off-line, or recommended for online implementation. Cataloging was a special category where a software tool was kept in its existing state. The software was copied and placed in secure storage to be reloaded in case of software failure. A description of the software tool’s use, input, and output was written to minimally document the software tool.
In the initial release of this requirements specification the software tools are those that have been selected for recoding or have been provided by external government entities as Government Off-the-Shelf (GOTS) software. These tools are expected to be hosted on the MCS Off-line Workstation (MOW) or other off-line platforms as mission needs dictate. The actual implementation of these tools in MOW software releases is contingent on operational need. The following tools constitute the
MOST:
The U.S. Naval Observatory (USNO) Time Transfer Tool (T3) software tool provides the necessary corrections to enable the 2nd Space Operations Squadron (2 SOPS) to meet operational time transfer data requirements defined in ICD-GPS-2002, Navstar GPS Control Segment/U.S. Naval Observatory Time Transfer Interfaces.
Momentum Simulator (MOMSIM) is an application used by GPS Navigation and Analysis engineers to monitor the momentums associated with the Block II/IIA GPS satellites.
MOMSIM helps the GPS engineer determine the optimum time to perform a momentum dump based on the results from the MOMSIM projections.
The Pulse Code Modulator (PCM) Command Calculator software tool determines which commands are needed to change the satellite’s modulation parameters. The PCM Configuration Tool is used by GPS Navigation and Analysis engineers to determine the desired Telemetry, Tracking, and Commanding (TT&C) magnitude command from the Block II/IIA Orbital Operations Handbook (OOH).
The Digital Control Electronics Assembly (DCEA) Clock Flush software tool is used to track the clock rollovers for Block II/IIA satellites. The tool helps the 2 SOPS Analysis personnel verify the last rollover time and predict the next rollover time.
(FOUO) The Nuclear Detonation (NUDET) Detection System (NDS) Delay Calibration software tool generates the Delayed Calibration command along with the arguments. The command tells a Block II/IIA satellite that a delayed calibration is to be performed. The arguments consist of the satellite, the ground antenna, and when certain portions of the delayed calibration are to begin. The command string is manually entered on the command line on the MCS legacy system.
The Temporary Analysis Tool for 2 SOPS (TAT2), GOTS software developed for the National Geospatial-Intelligence Agency (NGA) by Applied Research Laboratories (ARL), allows 2 SOPS to independently monitor GPS navigation messages and performance by utilizing a T1 connection between NGA and 2 SOPS to receive data from NGA monitor stations (MS). With the addition of the TAT2 enhancements, TAT2 also has the capability to monitor Coarse/Acquisition (C/A) code data. TAT2 is NGA’s Smoothed Residuals Calculator tool hosted on a non-MOW SUN® workstation and it is located on the MCS operations floor. As a GOTS tool, the requirements for TAT2 vary from the other MOST tools. The TAT2 tool does not include an on-line Help or print capability (see MOST general requirements 20, 30 and 50). Additionally, the functional verification of TAT2 capabilities is the responsibility of the TAT2 development agency.
The Integrated Transfer Subsystem (ITS) Receive Slot Configuration tool assists the 2 SOPS GPS Operations Center personnel in determining the commands to turn on and off for the specific slots of the ITS crosslink. The user opens the ITS Slot Configuration program and updates the ITS Configuration for the specified Block II/IIA satellite. The user toggles the slots numbered 1-24 to read either ‘ON’ or ‘OFF’. The command parameter is automatically updated to reflect the settings requested by the engineer. From the updated information, a command is formatted to send to the satellite.
The Navigation and Special Message Translator tool validates the contents of the Space Vehicle (SV) Navigation message. The tool provides a human-readable translation (American Standard Code for Information Interchange [ASCII] character encoding) of the hexadecimal-coded Navigation and Special messages from the SV.
The Navigation and Special Message Translator tool supports Block II/IIA and IIR navigation special messages.
The Navigation Data Unit (NDU) Message 48/49 Time Converter provides a human-readable translation (ASCII) of the hexadecimal-coded NDU 48 and 49 time values from the SV. The NDU Message 48/49 Time Converter supports Block II/IIA NDU 48 and 49 time messages.
The Clock Q Visualization tool assists the 2 SOPS analysts in updating the clock continuous time update process noise database values, for satellites into the appropriate System Adaptable Parameters file for satellite vehicle characteristics --- KKS file(s), and for MSs into the appropriate ground station definition file --- KKG file(s), for implementation into the MCS.
The Time Group Delay (TGD) Spreadsheet provides an automated mechanism for the 2 SOPS Navigation Analysis personnel to, on a quarterly basis, compare current MCS TGD data with new empirical TGD data from Jet Propulsion Laboratory (JPL) or other source agency. The spreadsheet application performs various calculations using both old and new data. The resultant numbers indicate if a satellite’s KKS file requires update.
The Partitioning Tool is used by satellite operators to select and place GPS satellites [based on their Space Vehicle Number (SVN)] into three or four partitions to calculate station to satellite visibility gaps. The Partitioning Tool helps the operator assess the effects of partitioning strategies on satellite visibilities relative to the MSs.
This assessment allows operators to select strategies that optimize Kalman filter performance.
VisTab generates the times that GPS satellites are visible to specified GPS MSs.
VisTab outputs, in various formats, the times a satellite is in view of a station, subject to specific constraints.
The Comparator Reference Value (CRV) Calculator provides numeric input to the Block II/IIA Selective Availability (SA) phase error recovery process, (which operates each X1 epoch) and follows the completion of the SA recovery process (once every four X1 epochs) when both recovery processes execute in the same X1 epoch (i.e., every recovery epoch).
1.2 Document Overview
This specification establishes performance, design, development, and test requirements for the off-line software tools in the OCS. It is a multi-level requirements specification containing requirements for several off-line software tools used to support OCS operations. The document is to be treated as For Official Use Only (FOUO) based upon guidance provided in DoD 5200.1-R, Information Security Program.
1.3 Document Requirements Terminology and Use
This specification and its supporting/subordinate specifications utilize the following requirements terminology:
a. A “shall” is used to identify a requirement (or any portion thereof), which is being designed, built and unless otherwise stated, tested. Each “shall” is uniquely numbered for identification and traceability. Each “shall” is allocated to system components, test phase, and a verification method.
b. A “must” is used to identify a requirement that is not being designed, built or tested, but is a system design constraint or provision that is being provided to the designer by the government and which the designer depends on. Each “must” is uniquely numbered for identification and allocation. Each “must” is only allocated to system components for design guidance (no traceability to lower-level specifications), but not to a test phase or verification method. A “must” is not traced to lower-level specifications. This version of the specification has no "musts.”
c. The conventional usage of “wills” for Government Furnished Equipment/Property (GFE/GFP), etc., is now handled herein as described above (now using “musts”), except in the cases where the portion of the system being designed is not dependent upon the GFE/GFP (which is identified by the use of “will”). “Wills” are not numbered, and thus there is no provision for unique identification or traceability.
“Wills” are not further allocated to system components, test phase or verification method. Throughout this specification, whenever the term monitor station or MS is used it is in reference to the six OCS monitor stations. Reference to NGA monitor stations is always specifically identified (i.e., NGA monitor stations or NGA MS).
