We have drafted a few additional questions for the GPS solicitation with respect to the ClearCase / ClearQuest transition requirements contained in Draft PWS paragraphs 3.4.1, 3.4.6, and 3.8.8. We believe these points are extremely pertinent to ensure a smooth transition from current operations on the existing contract to future operations on the sustainment contract.
1. Will the government ensure all custom code that the incumbent contractor team may have developed within ClearCase / ClearQuest be provided as GFE?
Rationale: Without the custom code, the internals of ClearCase / ClearQuest, e.g. queries, metrics, historical insight, reporting and other features that you are accustomed to, will not function upon transition and will have to be redeveloped under the new contract. If the custom code is not provided as GFE, then the incumbent contractor will have a competitive advantage in terms of price.
2. Will the government provide TO-00-35D-54 as specified in DPWS paragraph 3.4.1?
Rationale: This document is specified as the performance standard for DPWS paragraph 3.4.1. Without this document, bidders other than the incumbent will not know what the performance standard is for maintaining the ClearCase / ClearQuest implementation. Depending on the scope of the TO, this could be a competitive advantage for the incumbent contractor.
3. The following appears in the software license listing:
