About this file

This document is a Questions and Answers file for Solicitation FA875125B0001, an Air Force Materiel Command Research Laboratory project involving HVAC systems repair and replacement. The Q&A document covers multiple technical aspects, including furniture storage, electrical systems, steel requirements, and asbestos abatement. Key details include an 18-month project timeline, on-site furniture storage not being available, and a loading dock approximately 150 feet from work areas. Technical specifications address roof modifications, electrical fixture configurations, steel column details, and painting requirements.

The document provides critical guidance for contractors, such as identifying ROI (Roberts Office Interiors) as the local Teknion furniture contractor, clarifying specification book amendments, and outlining procedures for potential variances in asbestos abatement work. The Air Force will review proposed work plan modifications, requiring contractors to submit detailed alternative procedures that ensure worker and building occupant safety. Contractors must provide comprehensive documentation, including temporary facilities, quality control records, safety systems, administrative offices, and storage areas as specified in section 01 50 00 of the project specifications.

8 May Questions/Answers

· Q – The specifications for the asbestos abatement reference following NY State Code Rule 56. Contractors performing work on non-federal projects can apply for site specific variances to the New York State Dept. of Health and Safety Engineering Dept. for proposed alternate methods when the job conditions don't allow for full compliance with Code Rule 56. Based on the walkthrough it is believed there are some scenarios where the variance would be needed primarily with the construction of decon units due to the limited space in some areas. It has been my experience over the years that the Engineering Dept. won't grant a variance for a federal project. What has happened instead is that the contractor would write up the proposed work plan similar to a site-specific variance and submit that plan to the owner's consultant for review and approval prior to start of the work. I am hopeful that AFRL would consider a similar approach. This is a unique project and it is believed some modifications to Code Rule 56 requirements would be necessary to perform the project in a safe and efficient manner. If this were a NY State project, we would be applying for a site-specific variance.

· A: AFRL / BCE will review and consider written up, proposed work plans, similar to site specific variances, for approval, prior to the start of work. The write-up shall outline the procedures of the code requirement, and then the variance from the procedure that is proposed. The write-up shall state the circumstances of the site, for which relief is sought, and the alternative procedure that will be utilized, that ensures the safety of the abatement workers, and of the building occupants. All other requirements of the specifications still apply. Include if applicable, previously approved example variances, with similar conditions and solutions. Following our review, provide for application to the state, for their determination, and provide response to AFRL. AFRL final determination, and acceptance or denial, of the proposed alternative will follow response from the state.

· Q – Specification section 01 50 00, paragraph 3.5 Contractor’s Temporary Facilities, subparagraphs 3.5.1 Quality Contral Manager Records and Field Office, 3.5.2 Safety Systems, 3.5.3 Administrative Fiels Offices, 3.5.4 Storage Area. Are all these items mentioned in these paragraphs required for this project?

· A – Yes, these paragraphs are required for this project.
