Industry Questions, Government Answers Draft Request for Proposal FA8750-12-R-0002 14 July 2011
1. Please provide specific guidance for the handling of both FOUO and Export-Controlled materials. Specifically:
a) May we transmit via e-mail and/or post to a restricted internal company access website information which is FOUO?
b) May we transmit via e-mail and/or post to a restricted internal company access website information which is FOUO using password protection and need-to-know principles?
c) May we transmit via e-mail and/or post to a restricted internal company access website information which is Export Controlled?
d) May we transmit via e-mail and/or post to a restricted internal company access website information which is Export Controlled using password protection and need-to-know principles?
RESPONSE: Given the very restrictive nature of how FOUO and Export-Controlled materials should be transmitted, Offerors should contact the Defense Security Service (DSS) for guidance.
2. Can the Government confirm that Subfactor 4 will be evaluated solely on the basis of information provided in Volume I, Section 4 and that no other discussion of Small Business and Historically Black College or University and Minority Institution Participation to Small Business is required?
RESPONSE: Subfactor 4 will be evaluated on the basis of information provided in Volume I, Section 4 as well as Volume III, Technical, Section I, and information provided by other Government sources such as DCMA. Any discrepancies between the information provided in Volumes I and III and the remaining portions of the Offeror’s proposal may need to be addressed during exchanges with Offerors.
3. Regarding Attachment 6, Cross-Reference Matrix, SOW References for Experience/Qualifications:
The row addressing Experience/Qualifications in Attachment 6 lists SOW Paragraph 4.0, Order 0001 Paragraph 4.0 and Order 0002 Paragraph 4.0 as cross references for this topic. In each case, Paragraph 4 is titled “Technical Requirements” and does not contain any specific discussion of required Experience/Qualifications. While it is clearly important for the Government to be able to ascertain the qualifications/experience of staff that each offeror intends to provide for task order performance, it is unclear how the Government intends that offerors incorporate Paragraph 4.0 of each Statement of Work, perhaps eliminating this reference in attachment 6 would eliminate the confusion.
RESPONSE: The Government intends to evaluate the Offeror’s experience/qualifications that are provided in accordance with RIK-L009 (c)(2) and RIK-L010 (a)(5) of the final RFP, both of which apply to the SOW and Sample Orders 0001 and 0002. However, the Government concurs that this reference could create confusion. Changed to “N/A”.
4. RIK-L003 states, in part, …” For each volume except for Vol. I, the Offeror shall complete the cross reference matrix in Attachment No. 6 indicating the proposal reference information as it relates to Section L, Section M, requirements document, CLIN numbers, and CDRL references found therein.”
Question/Clarification: Is it the Government’s intent that the column labeled Other References be replaced with two columns to accommodate CLIN numbers and CDRL references?
RESPONSE: The Other References column refers contractors to additional guidance provided elsewhere in the RFP and is not intended to be replaced. Offerors who desire to reference CLINs and CDRLs should do so in the proposal pages/paragraphs column of the matrix.
5. RIK-L006 specifies that a single Technical Volume shall be submitted.
Question/Clarification: Would the Government consider allowing submission of two separate Technical Volumes to accommodate separate submission of the sample order 0002 response which will be classified?
RESPONSE: Although classified information is required to be submitted via separate means, the classified and unclassified portions are considered one complete volume. The unclassified and classified pages when combined, are subject to the page limitations of that particular volume.
6. Regarding: RIK-L007(a)(4): Is it the Government’s intent to publish specific Socio-Economic goals for ACT?
RESPONSE: The Department of Defense Subcontracting Goals for FY 2011 will be provided for informational purposes in the final RFP. The Offerors' proposed goals will be compared to these DoD-wide goals as one gauge of the extent to which Offerors have identified and committed to small business participation (see Section M); however, these DoD goals are not mandated since proposed goals may be higher or lower depending on the Offeror's technical approach to meeting Government requirements.
7. Regarding: RIK-L009(a) and RIK-L010(a): Both RIK-L009(a) and RIK-L010(a) include the following: The Government reserves the right to incorporate features proposed in the Technical Proposal/Management Plan in the resulting contract.
Question/Clarification: Can the Government verify that only features from proposals and plans selected for award will be incorporated into resulting contracts.
RESPONSE: Yes. Only features from proposals and plans selected for award will be incorporated into resulting contracts.
8. Regarding: Attachment 5, Notes and Instructions56: Attachment 5, Notes and Instructions 6 states, “The contractor is encouraged to voluntarily reduce these rates on the competitive Task Order proposals.”
Question/Clarification: Is it the Government’s expectation that Offerors will treat Sample Orders 0001 and 0002 as Competitive Task Order Proposals and thus offer reductions in the rates presented by the Offeror on Attachment 6 Labor Rate Tables when proposing cost/price for the Sample Orders?
RESPONSE: As stated in previous responses to Industry, the Sample Task Orders are to be proposed on a CPFF basis. Also, the cost-based rate tables have been removed and will not be included in the final RFP. As such, Offerors should propose rates in accordance with the instructions in RIK-L008 (h) and the Cost Proposal Table of Contents contained therein for each Sample Task..
9. Please clarify the Government’s response to question 15, Draft Q&A 5 July. Offerors are excluded from submitting subcontractor pricing for subcontractors not participating in either Sample Order; however, offerors are instructed to include subcontractors in the offerors technical volume which, according to instructions, should discuss the Sample Orders. Can the Government clarify where they expect offerors to include subcontractors in the Technical Volume and what is expected?
RESPONSE: The RFP will contain a new Section in the Technical Volume to cover information relating to the Offerors technical approach that is not already covered in Sample Orders 0001 and 0002. Offerors shall include those subcontractors not participating in either Sample Order under the part of the Technical Volume related to the Statement of Work. Offerors are expected to provide any information on those subcontractors that is pertinent to the basis of selecting them to work on this contract (i.e.; areas the subcontractors will focus their work on, etc.).
**Additionally, one classified question was received regarding the Draft RFP Sample Order 0002 Work Description. Those who have requested and been cleared for receipt of the classified attachments to the final RFP will have this question and Government response mailed to them with said documents.
