Industry Questions, Government Answers – Third Round Draft Request for Proposal FA8750-12-R-0002 and Final Request for Proposal FA8750-12-R-0002

*For reference, the DRAFT RFP and previously answered FINAL RFP Q&As are inserted within the more recent related Q&A.

1. Regarding: RFP and Q&A guidance related to Technical Volume organization:

DRFP Question #25 (Reference RIK-L006): Does same sequence mean same paragraphsequence and number as SOW and Work Description? Please explain meaning of samesequence.
RESPONSE: Yes, same sequence means same paragraph sequence and number as SOW andWork Description.

We would like to verify that we understand the government’s intent. Taking the government’s response literally results in a section 4.0, 4.1, 4.1.1, etc. in both Section 1 and Section 2. Is it the Government’s intent that each section has this duplication?

RESPONSE: Yes, Offerors should keep the same paragraph sequence and number as the SOW and Work Descriptions. However, do not duplicate information in Sections 2 and 3 that is already contained in Section 1.

2. In the Government Response for Question 17 in the “FINAL RFP Questions and Answers” section (dated 12 AUG 2011) it states that “Names of specific personnel should not be stated in any resume” ….. may Offerors otherwise list names of personnel in the Management Volume such as in an Organization Chart?

RESPONSE: Names of specific personnel should not be stated in the Management Volume. Offerors may list the titles of personnel only when including an Organization Chart.

3. In section (e) of RIK-L008 (Page L-13 of 27) is the statement “If a subcontractor elects to submit an abbreviated proposal to Offeror, it is Offeror’s responsibility to see that the subcontractor simultaneously submits a complete detailed proposal per Table 15-2 directly to the Contracting Officer”. Are there any specific marking or handling requirements regarding this instruction? Is it acceptable for an Offeror to collect sealed subcontractor fully detailed cost proposal packages and submit such along with the Offeror’s own cost proposal package?

RESPONSE: Subcontractor proposals shall comply with the same RFP instructions for marking and handling requirements as the Prime Offeror. It is up to the discretion of the Offeror and its subcontractors to determine if subcontract proposals will be submitted via separate cover directly to the Government or contained within the prime’s proposal. Prime Offerors are reminded to ensure their entire proposal complies with the page limits as specified in the RFP.

4. RIK-L013 Submission, Modification, Revision, and Withdrawal of Proposals states: Electronic media submission of classified information is NOT authorized.

a. Please confirm classified portions of our proposal should be excluded on our CD-ROM submission.

b. Please confirm that Sample Order 0002 (S) will only be in a hardcopy submission.

RESPONSE:

a. Correct, per RIK-L013, classified portions of proposals should be excluded from electronic submission.

b. Sample Order 0002 proposals at the COLLATERAL SECRET LEVEL, shall be submitted via paper copy. If the proposal submission is ABOVE COLLATERAL SECRET AND UP TO TOP SECRET/SCI LEVEL, contact 315-330-3406 for appropriate instructions.

5. Please confirm that the following DRFP Q&A is still accurate for the final RFP.

RIK-L018 (a) states that “One or all orders (in whole or in part) may be awarded to thesuccessful offeror at the time of award of this IDIQ contract.” Please confirm if the“Sample Tasks” are infact samples or awardable.
RESPONSE: The language in RIK-L018 has been changed. The Sample Tasks are NOTawardable.

RESPONSE: The above Q&A is still accurate. The Sample Tasks are NOT awardable.

6. Reference RIK-L007 (a)(3)(ii): If required by this solicitation in the Section L provision at AFFARS 5352.215-9000, FACILITY CLEARANCE, names and Social Security Numbers of personnel cleared or clearable that will be assigned to the program upon award that the offeror considers central to its performance.

Is it sufficient to submit only the Social Security numbers of those individuals who are direct support since Sample Task Orders 0001 and 0002 will not be awarded?

RESPONSE: AFFARS 5352.215-9000 does not require a specific number of personnel to be cleared at the TS/SCI level. Therefore, names and Social Security Numbers are not required to be submitted.

7. Regarding the Government’s response dated 12 Aug 2011 to question 19, exactly when does an Offeror provide information to the Government concerning the Offeror’s Earned Value Management System (EVMS): (a) in the proposal to be submitted 1 Sep 2011? or (b) when a proposed future Cost or Incentive Type Task Order is over $20M?

RESPONSE: As a minimum, information required by paragraph (b) of Section K provision DFARS 252.234-7001must be submitted in Section 3 of Volume I.

DFARS 252.234-7001(b):

If the offeror submits a proposal in an amount less than $50,000,000-

(1) The offeror shall submit a written description of the management procedures it will use and maintain in the performance of any resultant contract to comply with the requirements of the Earned Value Management System clause of the contract. The description shall include-

(i) A matrix that correlates each guideline in ANSI/EIA-748 (current version at time of solicitation) to the corresponding process in the offeror's written management procedures; and

(ii) The process the offeror will use to determine subcontractor compliance with ANSI/EIA-748.

(2) If the offeror proposes to use an EVMS that has been determined by the CFA to be in compliance with the EVMS guidelines in ANSI/EIA-748, the offeror may submit a copy of the documentation of such determination instead of the written description required by paragraph (b)(1) of this provision.

(c) The offeror shall identify the subcontractors (or the subcontracted effort if subcontractors have not been selected) to whom the EVMS requirements will apply. The offeror and the Government shall agree to the subcontractors or the subcontracted effort selected for application of the EVMS requirements. The offeror shall be responsible for ensuring that the selected subcontractors comply with the requirements of the Earned Value Management System clause of the contract.

8. The response to the 1st Round RFP question 29 dated 15 Aug 2011 clarifies that the Government desires a priced bill of materials for both Sample Task Orders 0001 and 0002. Proposal preparation instructions for the cost volume (RIK-L008(i)) require an unclassified cost volume. In keeping with this guidance, can the offeror assume that a bill of commercially available materials for each sample task is UNCLASSIFIED and may be included in the UNCLASSIFIED pricing volume? If the offeror would like to use hardware which is classified in nature, may a classified addendum to the pricing volume be submitted?

RESPONSE: Submittal of an unclassified Cost Volume is preferred; however, a classified addendum to the cost volume may be submitted if appropriate. The Government interprets the classification guide as allowing for submittal of an unclassified bill of commercially available materials. Therefore any commercial-off-the-shelf materials proposed for each Sample Task Order is considered unclassified and may be included in an unclassified Cost Volume. If the Offeror’s approach requires proposal of materials that are classified in nature, a classified addendum to the Cost Volume may be submitted. An amendment to the RFP is forthcoming to allow for this instance.
