Notice to Offerors
1. GAP CIE Draft Solicitation Documents
The Government will begin posting draft solicitation documents for the GAP CIE acquisition within the next few days. Potential bidders are encouraged to review the documents and submit questions and comments for Government consideration. Government responses to all questions/comments will be posted on Fedbizopps.gov. Questions/comments will be accepted until 5 April 2013. Responses may not be made by the Government for questions/comment received after 5 April 2013.
2. Bidder’s Library
A Bidder’s Library will be made available to potential Offerors via DVD(s). Only one Bidder’s Library will be issued per potential Offeror. Requests for the GAP CIE Bidder’s Library shall be made to Mr. Chris Darrell at darrelce@stratcom.mil. The following shall also be “cc” on the email; smalesl@stratcom.mil and reedm@stratcom.mil.
The email requesting the Bidder’s Library must indicate the potential Offeror’s desire to either receive the DVD at the GAP CIE Demo Day scheduled for 26 March 2013, or to have the DVD mailed to the potential Offeror’s facility.
The Government will respond to requests for the DVD through mail by sending the Bidder’s Library to the potential Offeror’s Facility Security Manager (FSO) within 3 working days from the request. The Government requires the following information in the body of the email:
a. Name, mailing address, email address, and phone number of the potential Offeror’s FSO.
b. Name and mailing address (if different than above) of the potential Offeror
c. Technical POC to receive the DVD
3. Organizational Conflict of Interest
Potential Offerors are reminded of their responsibility to identify any Organizational Conflict of Interest (OCI) that may result from being awarded the GAP CIE contract. It is the Government’s goal to address any potential OCIs as early in the solicitation process as possible. This initiative is especially important for those companies supporting Government entities in Advisory and Assistance Services (A&AS) roles (e.g. USSTRATCOM Systems and Mission Support (USAMS) task orders administered by the 55th Contracting Squadron, Offutt AFB, NE). Guidance concerning OCI can be found in the Federal Acquisition Regulation (FAR) Part 9.5.
