Q1. Follow-up to the Draft RFP Q&A responses provided 4/15/2013, Question #6. Is a pricing report required to show (skillmix) * (hours) = (Planned Budget FY14 - FY19) in either the Technical Volume or the Cost Volume.
A1. Offeror’s are not required to price their skill mix to the Government budget. The budget was given as a courtesy to the Offerors so they would not seek to hire employees anticipating a $98M contract, and then later learn that only $28M was budgeted for GAP CIE.
IAW Section L4.3.3.2, the Offeror’s staffing plan should reflect the skill mix and labor categories of the team proposed to meet the SOW requirements given the Government budget. The skill mix and labor categories identified in the staffing plan should be consistent with the skill mix and labor categories shown in the cost price model, and consistent with the proposed processes under Subfactor 2, Software Development Lifecycle Process.
Q2. During our analysis of DR 8638, we discovered that a file required to render the referenced Global Strike Option (GSO) Page is not available in the Bidder’s Library. Can the government provide “gsat.nocache.js” so that we can provide a complete solution to this DR?
A2. The "gsat.nocache.js" file reference found in the "DR 8638 GSAT HTML view source code.txt" file but does not exist (remnant from earlier deliveries and is dead code,) . This file is not essential for analysis of DR 8638.
Q3. When evaluating "Same scope and magnitude of effort and complexities" and to be very relevant will the value amount be (a) the $98M dollar ceiling, (b) the $26.8 funded or (c) a nominal amount equivalent to the size of a Task Order (Single award ID/IQ).
A3. When evaluating Past Performance, the Government considers the entire effort (i.e. contract) when determining relevancy. As such, magnitude will be tied to the $98M dollar ceiling. However, the Government did add additional criteria under Section M para. 2.4.1.2 to account for the size of individual software deliveries to be used in the relevancy determination.
